At 05:45 pm CST David Lundahl with Swift reported to PES that a single vehicle
accident, cause the release of 200 gallons of diesel fuel; from the saddle tanks on the
tractor. David reported to PES that the wrecker has already taken the truck offsite and

that the police is onsite is onsite. David reports the area of the highway it occurred on;
I-26 MM 48 near Hendersonville, NC. David reports that a full release occurred in the
construction zone there, impacting concrete, soil, and drainage. At 06:27 pm CST PES
reports to the NRC and provide all information to REP Al Romero, who in turn provides
PES with a report and incident number. PES dispatches First call at 06:28 pm CST,
whose PM is Cordis Hardman. At 06:30 pm CST PES contacts the North Carolina
Department of Environmental and speaks with Rep Jerry to confirm all information
from the NRC and receives a report number from the NC DNR. At 07:33pm CST Victoria
Cortes from the Henderson County Emergency Management contacts PES to get an
update on the situation which PES provides. Victoria provides PES with direction for
the response team to arrive onsite in a quicker manner; PES provides all information to
the Response team from First Call. At 7:47 pm CST PES contacts the construction
safety manager Justin Huston who makes sure that PES and the response team are
aware that the drains need to be pumped out due to impact, PES confirms this and
passes all information given to the Response team. At 08: 35 pm CST First call informs
PES they do not have a vac truck available and will attempt a drum vac on the storm
drains if possible. At 09:25 First call contractor arrives onsite and begins working on
providing PES with information. PES subcontracts CERT to provide a vac truck since FCE
couldn’t. At 01:16 am CST on 08-27-2022 Michael Newman of FCE takes over the site,
and provides PES with a completed site sketch, and at 01:59 am the CERT vac truck
contractor informs PES they have completed collecting the remediation. FCE has
completed laying out a 6 layer barrier on the drain to prevent any spread of residual
diesel. On 8-27-2022 at 2:25 pm cst FCE updates PES that NCDOT denied excavation on
the Sunday night. The excavation is pending approval from NCDOT. Final Chronology
