Site History and Characterization The subject site is a 0.07-acre parcel located at 1602 West English Road in High Point, Guilford County, North Carolina (Figures 1 and 2). The site contains a 1,858 square foot commercial building that was constructed in 1954. The building is currently vacant; it was occupied by the West End Washette (laundromat) from the 1950s through 1990s. The subject site is owned by Guilford Investment Properties who purchased the property in September 2022. One 500-gallon heating oil underground storage tank (UST) was located outside the northwest side of the building on the property. The tank was formerly used to supply heating oil to the onsite building. The installation date of the tank is unknown; it was likely installed by a previous owner when the building was used as a laundromat in the 1950s / 1960s. The current property owner has never used the tank. The tank was discovered by Blue Ridge personnel during a limited phase 2 assessment performed at the site in 2022 as part of a real estate transaction. The tank was not registered with the NCDEQ UST Section; it is a non-regulated heating oil tank used for heating the premises. No releases were known or reported from the UST. The site history / UST system information is summarized in Table 1. The UST owner and operator information is summarized in Table 2. No aboveground storage tanks (ASTs) are located at the site. The subject site is located in the Town of High Point in Guilford County, North Carolina. The area around the subject site is commercial and residential (Figures 1 and 2). The subject site is currently vacant. Commercial buildings are located south, east, and north of the site. A residence is located adjacent northwest of the site. No evidence of a water supply well was observed on the subject site or adjacent properties. The nearest surface water feature is a creek located approximately 2,500 feet north - northeast of the UST / source area. The creek is located topographically downgradient of the subject site. Table 3 summarizes information concerning receptors in the area. The receptors are shown on Figure 2. The subject site is located in the Carolina Slate Geologic Belt. Based on a review of the Geologic Map of North Carolina, the site is underlain by metamorphosed granitic rock. The soils encountered in this area are the residual product of in-place chemical weathering of rock presently underlying the site. In this region, the direction and movement of groundwater through soil is dependent upon soil type and the Initial Abatement Action Report March 2023 1602 West English Road, High Point, NC Blue Ridge Geological Services 3 presence of relict structures and textures of the underlying rock. Fractures, faults, folds, and foliation planes affect the migration of groundwater in rock. In this geologic setting, groundwater flow is generally a subdued replica of the surface topography and flows toward drainage features which have eroded deeply enough to intersect the groundwater level and act as a discharge point. The site is located in the Piedmont Physiographic Province which generally consists of low rounded hills and gentle slopes. Topographically, the site is located along the top of a topographic high running along West English Road. The ground surface elevation at the property is approximately 930 feet above mean sea level (MSL) and the general surface water and estimated groundwater flow direction at the site is to the north (Figure 1). The natural groundwater flow direction can be affected by pumping from high- capacity wells and permanent or temporary dewatering systems. C. Site Check Report This section is not applicable. D. UST Closure Report On February 9, 2023 Evo Corporation (Evo) personnel mobilized to the site and vacuumed liquids from the tank using a vacuum truck and flexible hoses. Approximately 349 gallons of liquids were removed from the tank and transported to Evo s facility in Winston-Salem, North Carolina for disposal / recycling. A copy of the disposal manifest is included in the Appendix. Next, Evo personnel excavated around the top and sides of the underground storage tank. The tank was removed and transported to Foss Recycling in Winston-Salem, North Carolina for recycling. Copies of the weight ticket and tank disposal certificate are included in the Appendix. The top of the 500-gallon tank was approximately two feet below the ground surface. The tank was approximately 3.5 feet in diameter and eight (8) feet long. The single wall steel tank was in poor good condition; numerous holes were observed in the sides and ends of the tank. Two small diameter copper product lines ran from the tank into the crawlspace of the onsite building. The product lines were purged and then crimped at the edge of the tank basin; the lines were not removed. No dispensers or pumps were attached to the tank. Photographs of the tank removal activities are included in the Appendix. On February 9, 2023 Evo personnel excavated the soil from around the top, sides, and bottom of the tank using a backhoe. Soil with a petroleum odor was encountered starting at about 3.5 feet below ground surface. Therefore, impacted soil was removed from the excavation (see discussion below). The soil in the excavation was fill material consisting of brown silt, silty clay, and clay. The final excavation was Initial Abatement Action Report March 2023 1602 West English Road, High Point, NC Blue Ridge Geological Services 4 approximately eight (8) feet wide, 11 feet long, and eight to ten feet deep. The approximate limits of the excavation are shown on Figure 3. Weathered bedrock was encountered in the base / floor of the excavation. No water or free product was encountered in the excavation. On February 9, 2023 field personnel collected one grab soil sample from approximately one foot below the base of the tank (identified as S-1) and five grab samples from the base and four sidewalls of the final soil excavation (identified as CS-1 through CS-5). These soil samples were grab samples collected from the excavation using the bucket of the backhoe. The soil sample locations are shown on Figure 3. The soil samples were screened for organic vapors using a portable meter. Portions of the soil samples were placed into a baggie, allowed to heat for about 15 minutes, and then the probe of an organic vapor analyzer (Mini Rae 2000) was used to screen the soil samples for the presence of petroleum vapors. The meter was zeroed to site background levels prior to measurement of the samples. Organic vapors (153.1 parts per million (ppm)) were detected in sample S-1; no organic vapors (0.0 ppm) were detected in the five confirmation soil samples. The organic vapor readings are presented in Table 4. The soil samples were placed into laboratory-prepared containers (some with preservatives), labeled, and transported to Pace Analytical Services in Huntersville, North Carolina in a cooler containing ice. A chain of custody form was submitted with the samples. Soil sample S-1 was analyzed for gasoline range organics (GRO) total petroleum hydrocarbons (TPH) using EPA Method 5030/8015M and diesel range organics (DRO) TPH using EPA Method 3550/8015M. The base and sidewall confirmation soil samples (CS-1 to CS-5) were analyzed for volatile organic compounds (VOCs) by EPA Method 8260, semi-VOCs by EPA Method 8270, and volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) by the Massachusetts Department of Environmental Protection (MADEP) Method. As shown in Table 4, GRO TPH and DRO TPH were detected in soil sample S-1 at concentrations of 117 and 3,930 milligrams per kilogram (mg/kg), respectively. GRO and DRO TPH were detected in soil sample S-1 collected just below the middle of the tank at concentrations above the North Carolina Department of Environmental Quality (NCDEQ) Action Levels of 50 and 100 mg/kg, respectively. No VOCs, semi-VOCs, VPH, or EPH were detected in samples CS-1 through CS-5. Several SVOC tentatively identified compounds (TICs) were detected in all five of the confirmation soil samples at concentrations ranging from 0.236 to 3.382 mg/kg; there are no MSCCs for the TICs. The soil analytical results are summarized in Table 4. As shown in the table, no petroleum constituents were detected in samples CS-1 through CS-5 at concentrations above the NCDEQ Maximum Soil Initial Abatement Action Report March 2023 1602 West English Road, High Point, NC Blue Ridge Geological Services 5 Contaminant Concentrations (MSCCs). The laboratory data and chain of custody documentation are presented in the Appendix. On February 9, 2023 field personnel backfilled the excavation with silty sand / sandrock from the nearby Martin Marietta quarry. Field personnel compacted the soil in the excavation using the bucket of the backhoe. Note - Since petroleum contamination was detected in closure samples collected during tank closure, results were reported in this report (not in a UST Closure Report). E. Free Product Investigation and Recovery Report This section is not applicable since no free product was detected in the soil during tank removal and groundwater or free product were not encountered in the tank excavation. F. Groundwater and Surface Water Investigation This section is not applicable since groundwater and surface water were not encountered in the soil excavation (to a depth of ten feet) and no water samples were collected. G. Initial Response and Abatement Action In order to prevent further release and remove the secondary source of petroleum-impacted soil in the tank area, field personnel pumped the heating oil out of the tank, removed the tank, and excavated and removed the petroleum-impacted soil from around the top, sides, and bottom of the tank excavation on February 9, 2023. No free product or groundwater was encountered in the tank pit. No hazards due to exposure to pollutants (i.e., active shallow water supply wells, surface water) were identified in the immediate vicinity of the former UST. No hazards due to fire, explosion, and vapor hazards were identified in the area on this date. On February 20, 2023 Blue Ridge personnel submitted a 24-Hour Release and UST Leak Reporting Form to the Guilford County Department of Public Health (GCDPH) via email informing the County and State of the petroleum release observed at the site. Excavation of Contaminated Soil As stated above, field personnel excavated the soil from around the top, sides, and bottom of the tank using a backhoe on February 9, 2023. Two loads of soil (35.11 tons) were placed into dump trailers and transported to Evo s facility in Winston-Salem, North Carolina for recycling / remediation. The soil disposal manifests and certificate of disposal are included in the Appendix. The excavation was advanced until no soil with a petroleum odor was noted. The excavation was also advanced vertically to the top of weathered bedrock. The final excavation was approximately eight feet wide, 11 feet long, and eight to ten feet deep. The approximate limits of the excavation are shown on Figure 3. I. Conclusions The 500-gallon heating oil UST was removed from the site in February 2023. The tank was in poor condition with numerous holes. Soil with a petroleum odor was encountered below the tank starting at about 3.5 feet below the ground surface. The source of the impacted soil was the holes in the tank. Approximately 35 tons of petroleum-impacted soil was removed from the tank excavation. No petroleum constituents were detected in confirmation soil samples CS-1 through CS-5 collected from the sidewalls and floor of the excavation at concentrations above State standards (MSCCs). Therefore, no additional assessment or remediation is necessary at the site. J.
