HOLDEN ROAD GREENSBORO, NORTH CAROLINA ATC Associates of North Carolina, LLC (ATC) has prepared the following report for Circle K Stores, Inc. (Circle K) on limited site assessment (LSA) activities performed at the Circle K Store #2723476 in Greensboro, North Carolina. This report has been prepared pursuant to applicable sections of Title 15A of the North Carolina Administrative Code (NCAC), Chapter 2, Subchapter 2L and in accordance with the State of North Carolina Department of Environmental Quality (NCDEQ), Division of Waste Management (DWM), Underground Storage Tank (UST) Section Guidelines for Assessment and Corrective Action for UST Releases, effective July 15, 2008. 1.0 SITE HISTORY AND CHARACTERIZATION 1.1 UST OWNER AND OPERATOR INFORMATION The USTs and their appurtenances are owned and operated by Circle K Stores, Inc. of Raleigh, North Carolina. Figure 2 is a site map which depicts the site and pertinent structures, including the location of the USTs and appurtenances. 1.3 AST INFORMATION An aboveground storage tank (AST) was not identified on the facility property. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 2 1.4 SITE CHARACTERISTICS Presently, the site is an active convenience store and retail fuel outlet. Surface cover at the site consists of mainly concrete and asphalt. 1.5 RELEASE INFORMATION On June 29, 2022, during a NCDEQ compliance inspection, it was discovered that the premium gasoline product line was leaking in the under-dispenser containment (UDC) of dispenser 5/6. On this date, the power to the premium gasoline system was turned off and the ball valve to dispenser 5/6 was closed. A Site Check Report was submitted to the NCDEQ by ATC personnel on August 19, 2022. On August 19, 2022, the NCDEQ issued a Notice of Regulatory Requirement (NORR) requesting the performance of a Limited Site Assessment (LSA) Report. As a result of the product line failure, Circle K Stores, Inc. opted to replace the regular and premium gasoline product lines at the referenced facility. During September 2022, the gasoline product lines were replaced and a Gasoline Product Line Closure Report was submitted to the NCDEQ by ATC personnel on November 1, 2022. 2.0 LIMITED SITE ASSESSMENT RISK CLASSIFICATION AND LAND USE In order to evaluate the following, a review of available site-specific, local and regional data was performed to include: • A well survey within a 1,000-feet radius of the subject facility, including a record inquiry. • Identification of wellhead protection areas. • Researching geology and hydrogeology of the region, including topography, soil types, and surface water drainage patterns. • Identification of surface waters within a 1,500-feet radius of the subject facility. • Land use observations (site reconnaissance) and zoning classifications. • A visual survey for subsurface structures and potential impacts from the source area. • Gathering information on adjacent property owners and occupants. NO The property is an active convenience store. 3. Does the property contain a commercial (e.g., retail, warehouse, office/business space, etc.) or industrial (e.g., manufacturing, utilities, industrial research and development, chemical/petroleum bulk storage, etc.) enterprise, and inactive commercial or industrial enterprise, or is the land undeveloped? Is the use of the property likely to change in the next 20 years? NO ATC personnel are not aware of any plans to change the commercial use of the property. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 5 Property Surrounding Source Area of Discharge or Release: The questions below pertain to the area within 1,500 feet of the source area of the discharge or release (excludes property containing source area of the release): 9. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? The nearest residence was identified approximately 260 feet southwest of the source area. 10. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home, or other place of public assembly? Hemphill Branch Library is located along the western property boundary of the subject facility. A daycare center, Childcare Network, is located approximately 400 feet north of the source area. A church was identified approximately 820 feet southwest of the source area. Other places of public assembly were not identified within 1,500 feet of the source area. 11. What is the zoning status of properties in the surrounding area? The subject facility and surrounding properties are zoned commercial and residential. Commercial businesses, residential areas, and undeveloped areas characterize the surrounding area. 12. Briefly characterize the use and activities of the land in the surrounding area. The site and adjacent areas are mainly commercial establishments or residential areas. 3.0 RECEPTOR PATHWAY INFORMATION As defined by NCDEQ, a receptor is “any human, plant, or animal that is or has the potential to be adversely affected by the release or migration of contaminants”. With respect to the subject facility, the following sections present information regarding potential receptor pathways for the migration of contaminants and pathway relationships to the facility. In an effort to efficiently gather complete and accurate data, ATC personnel performed a receptor survey of the area. Activities included a visual reconnaissance survey within 1,500 feet radial distance of the site, obtaining utility information from the City of Greensboro Water Department and obtaining property use information from the Guilford County Tax Department. The results of the survey, regarding the potential identification of water wells located within 1,500 feet of the site, are summarized below. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 6 3.1 WATER SUPPLY WELLS According to the City of Greensboro Water Department, public water is supplied to the site and adjacent properties within 1,500 feet of the source area; however, it is not mandatory for properties to be connected to the public water system. Two water supply wells were identified within 1,500 feet of the source area. It was confirmed with the City of Greensboro Water Department that these properties do not receive a water bill; therefore, these properties utilize the water supply wells for potable purposes. The nearest potable water supply well was identified approximately 610 feet southwest of the source area. It should be noted one potential non-potable water supply well was identified approximately 780 feet south of the source area. A water supply well survey was mailed to the identified property; however, the survey was not returned. The water supply well information is summarized on Table 1 and the approximate locations of the water supply wells are depicted on Figure 3. 3.2 PUBLIC WATER SUPLIES Public water supply to the area is provided by the City of Greensboro; however, connection is not mandatory. 3.3 SURFACE WATER BODIES As shown on Figure 1, surface water bodies were not identified within 1,500 feet of the source area. 3.4 WELLHEAD PROTECTION AREAS At the time of this investigation, the source area is not located within an approved wellhead protection area as defined in 42 USC 300h-7(e). 3.5 REGIONAL GEOLOGY AND HYDROGEOLOGY According to the Geologic Map of North Carolina (Brown, et al., 1985), the site lies within the Piedmont intrusive rocks of the Charlotte and Milton Belts. 3.6 SUBSURFACE STRUCTURES Subsurface structures identified at the subject facility include sanitary sewer lines, municipal water lines, and storm drains. A water meter was observed on-site. Other utilities may be present. 3.7 LAND USE The site and adjacent areas are mainly commercial establishments or residential areas. Adjacent property owner information is provided on Table 2. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 7 4.0 LIMITED SITE ASSESSMENT ACTIVITIES The limited site assessment activities performed to collect data for this report included researching site-specific, local and regional data, performing an Aggressive Fluid Vapor Recovery (AFVR) event to address the present of light non-aqueous phase liquid (LNAPL) at the site, performing soil and groundwater sampling, and submitting soil and groundwater samples for analytical testing. Information was also obtained from prior reports prepared by ATC. The following sections discuss specific methodologies used in conducting these limited site assessment activities. 4.1 MONITORING WELL INSTALLATION Monitoring well MW-1 was installed by personnel with Geologic Exploration on September 15, 2022. Monitoring wells MW-2, MW-3, and MW-4 were installed by personnel with SAEDACCO on January 23, 2023. The locations of the monitoring wells are depicted on Figure 2. Monitoring well MW-1 was installed to a depth of approximately 15 feet below ground surface (bgs), monitoring wells MW-2, MW-3, and MW-4 were installed to depths of approximately 20 feet bgs. The wells were installed using hollow-stem augers and were constructed of two-inch diameter well casing made of flush-joint, threaded schedule-40 poly vinyl chloride (PVC) pipe. The PVC well screen is 0.010-inch slot with a screened interval of 10 feet for monitoring well MW-1 and a screened interval of 15 feet for monitoring wells MW-2, MW-3, and MW-4. A coarse sand pack (filter pack) was used to backfill the well annulus to a depth of approximately one foot above each well screen. A one-foot thick bentonite seal was placed above the filter pack, and neat cement was used to fill the remainder of the well annulus to ground surface. The wells were installed as flush-mounted and were provided with a sealing and locking cap. A protective, steel, traffic-bearing cover was placed over each well upon completion. The boring logs and well construction records are presented in Appendix A. 4.2 SOIL SAMPLING During the installation of monitoring well MW-1, a soil sample was collected from the monitoring well borehole for submittal to the project laboratory for analyses. It should be noted the soil sample was lost during its transport to the project laboratory; therefore, ATC had to return to the site to collect a soil sample as close as possible to existing monitoring well MW-1. On October 28, 2022, ATC and Geologic Exploration personnel met onsite to collect a soil sample as close as possible to existing monitoring well MW-1. A stainless-steel, field-decontaminated hand auger was used to advance boring MW-1 to a depth of approximately 8.5 feet bgs. A soil sample was collected at an approximate depth of 7.5 to 8.5 feet bgs. The soil sample was screened with a photoionization detector (PID). The soil sample was placed directly into laboratory Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 8 supplied containers and placed into a chilled cooler. The soil sample was submitted for analysis by Environmental Protection Agency (EPA) Method 8260 and Massachusetts Department of Environmental Protection (MADEP) method for volatile petroleum hydrocarbons (VPH). 4.3 AFVR EVENT On October 4, 2022, following the installation of monitoring well MW-1, ATC personnel measured approximately 1.64 feet of LNAPL within this well. ATC immediately notified the Guilford County Health Department and it was requested that an AFVR event be performed on monitoring well MW-1. On October 19, 2022, ATC supervised the performance of an AFVR event at the site to assist in LNAPL recovery from monitoring well MW-1. Prior to the initiation of AFVR activities, the depth to LNAPL and groundwater was measured in monitoring well MW-1. On this date, approximately 1.39 feet of LNAPL was measured in monitoring well MW-1. The AFVR event included a single connection to monitoring well MW-1 for a 480-minute period. A stinger pipe consisting of one-inch flexible hose was used to connect between the truck vacuum line and the monitoring well. The stinger pipe in monitoring well MW-1 was lowered to an approximate depth of 14.75 feet bgs. The stinger pipe was not adjusted during the event. The annuli between the stinger pipe assembly and the well casing were sealed to minimize vacuum loss. AFVR activities were initiated at 0700 hours. At 1500 hours, the AFVR event concluded. Throughout the AFVR event, operative parameters from the exhaust stack on the vacuum truck were measured at 15-minute intervals for the first two hours and at 30-minute intervals for the remaining six hours. Using a PID, total volatile organic compound (VOC) readings from the exhaust stack ranged from 10.8 parts per million (ppm) to 4,280 ppm during the event. The truck vacuum gauge reading registered between 16 and 23 inches of mercury throughout the event. During the AFVR event, a total of 615 gallons of petroleum-impacted groundwater was recovered. Measurable LNAPL was not noted in the vac truck tank. A copy of the vacuum truck specifications is included in Appendix B. Eastern Environmental Management, LLC of Rocky Mount, North Carolina disposed of the recovered fluid. The disposal manifest is included in Appendix B. Using the PID readings of the exhaust stack, air emission calculations indicated approximately 24.59 pounds (4.62912 gallons) of petroleum vapors were emitted through the exhaust stack. AFVR field measurements and emissions calculations are provided in Appendix B. Cumulative AFVR recovery data and LNAPL thickness through time are provided on Table 3. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 9 On February 14, 2023, ATC measured monitoring well MW-1 as a follow-up to the October 2022 AFVR event. On this date, LNAPL was measured in monitoring well MW-1 at a thickness of 1.41 feet. 4.4 GROUNDWATER SAMPLING On February 14, 2023, groundwater samples were collected from monitoring wells MW-2, MW-3, and MW-4. Monitoring well MW-1 was not sampled on this date due to the presence of LNAPL within this well. The monitoring wells were purged prior to sampling by removing a minimum of three well volumes of water from each well. After allowing sufficient time for recharge, a representative groundwater sample was collected from each well using a new, disposable Teflon bailer. Upon collection, the groundwater samples were placed into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS North America (SGS) in Scott, Louisiana for analyses. The groundwater samples were analyzed by EPA Method 6200B to include ethanol and oxygenates, EPA Method 504.1 for ethylene dibromide (EDB), EPA Method 6020 for lead, and MADEP method for VPH. 5.0 SITE GEOLOGY AND HYDROGEOLOGY 5.1 DESCRIPTION OF SHALLOW SUBSURFACE GEOLOGY According to the Web Soil Survey, the predominant site soil is Enon-Urban land complete (EuB) with 2 to 10 percent slopes. Typically, this soil is composed of sandy loam and clay and is typically found on hillslopes on ridges. The parent material is saprolite that has been derived from diorite and/or gabbro and/or diabase and/or gneiss. The soil is well drained. The depth to water is more than 80 inches. Soil encountered during the installation of monitoring wells MW-1 through MW-4 generally consisted of silt to clayey silt to twenty feet bgs. The boring logs for monitoring wells MW-1 through MW-4 is provided in Appendix A. 5.2 GROUNDWATER OCCURRENCE On February 14, 2023, ATC collected static water level measurements from monitoring wells MW-1 through MW-4. Depths to water measurements were collected using an electronic oil/water interface probe. Depths to water measurements ranged between 11.89 feet in monitoring well MW-3 to 13.16 feet in monitoring well MW-1. Table 4 provides a summary of well construction and depth-to-groundwater measurement. 5.3 GROUNDWATER FLOW DIRECTION The groundwater depths were converted to relative elevations using an assumed datum of 100 feet relative to an arbitrary on-site benchmark. Monitoring well construction details and current groundwater elevation data are included in Table 4. A groundwater elevation contour map based on the February 2023 static water level data is included as Figure 4. Based on the recent groundwater level measurements, groundwater appears to flow to the south across the site. Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 10 6.0 ANALYTICAL RESULTS 6.1 SOIL ANALYTICAL RESULTS Laboratory analytical results of the soil sample collected in close proximity to monitoring well MW-1 detected a benzene concentration above its established Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs). A summary of soil laboratory analytical results from the UST closure are provided in Table 5. Petroleum-related impacts to soil are provided on Figure 5. A copy of the laboratory analytical report is included as Appendix C. 6.2 GROUNDWATER ANALYTICAL RESULTS LNAPL was measured in monitoring well MW-1 at a thickness of 1.41 feet. Laboratory analytical results of the groundwater sample collected from monitoring well MW-4 detected a dissolved benzene concentration above its established 2L Standard but below its established Gross Contaminant Level (GCL). Dissolved target compound concentrations, above established 2L Standards, were not detected in the groundwater samples collected from monitoring wells MW-2 and MW-3. A summary of the groundwater analytical data is presented in Table 6. Dissolved contaminants of concern are depicted on Figure 6. A copy of the laboratory analytical report is included as Appendix C. 7.0 CONCLUSIONS AND RECOMMENDATIONS 7.1 CONCLUSIONS Based on the information obtained during this LSA, it appears the site has been impacted from a petroleum release. • The subject facility is connected to the public water supply provided by the City of Greensboro Water Department. Public water is available to the surrounding area and connection is not mandatory; • Two water supply wells were identified within 1,500 feet of the source area. It was confirmed with the City of Greensboro Water Department that these properties do not receive a water bill; therefore, these properties utilize the water supply wells for potable purposes. The nearest potable water supply well was identified approximately 610 feet southwest of the source area. • One potential non-potable water supply well was identified approximately 780 feet south of the source area. A water supply well survey was mailed to the identified property; however, the survey was not returned. • The subject facility is not located within an approved Wellhead Protection Area; • Surface water features were not identified within 1,500 feet of the source area; • Laboratory analytical results of the soil sample collected in close proximity to monitoring well MW-1 detected a benzene concentration above its established STGW-MSCC; • LNAPL was detected in monitoring well MW-1; • An AFVR event was conducted at the site. A total of 615 gallons of petroleum-impacted groundwater was recovered during the AFVR event. Using the PID readings of the exhaust stack, air emission Phase II Limited Site Assessment Report ATC Associates of North Carolina, LLC Circle K Store #2723476 March 30, 2023 11 calculations indicated approximately 24.59 pounds (4.62912 gallons) of petroleum vapors were emitted through the exhaust stack; and, • Laboratory analytical results of the groundwater sample collected from monitoring well MW-4 detected a dissolved benzene concentration above its established 2L Standard but below its established GCL. Dissolved target compound concentrations, above established 2L Standards, were not detected in the groundwater samples collected from monitoring wells MW-2 and MW-3. 7.2 RECOMMENDATIONS The results of the LSA activities indicate that the subject facility meets the criteria for High Risk classification. 8.0 LIMITATIONS This report has been prepared for the exclusive use of Circle K Stores, Inc.
