(ATC), on behalf of Cary Oil Company, Inc., is submitting this Groundwater Monitoring Report for the Hawfield’s General Store located at 2048 South N.C. Highway 119 Mebane, Alamance County, North Carolina (Incident #24443). Currently, the site operates as a convenience store and retail fuel outlet. A site topographic map is presented as Figure 1 and site map is presented as Figure 2. UST owner/operator and system information is included in Table 1. 2.0 EXECUTIVE SUMMARY Previous assessment activities identified petroleum-related impacts to soil, above established Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs), in the area to the east of the current UST basin and gasoline dispenser areas (in boring locations MW-1 and B-1). Historical soil analytical data along with a map depicting the locations of the soil samples are provided in Appendix A. Historically, it appears dissolved benzene concentrations were found to exceed the established 2L Standards in the groundwater samples collected from monitoring wells MW-1, MW-2, MW-4, MW-10, MW-11, and MW-12. Based on the calculated groundwater flow direction across the site, impacted groundwater is likely migrating to the southeast. As a consequence of assessment activities conducted at the facility, the horizontal and vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined and area limited to the vicinity of monitoring wells MW-1, MW-2, MW-11, MW-12, and VMW-1. In 2003, the dissolved contaminant mass at the site was estimated to cover an area approximately 8,400 square feet (ft2) resulting in: • a calculated dissolved benzene mass of 7.5200 kilograms (kg); • a calculated soil source zone benzene mass of 0 kg; and, • a calculated smear source mass of 0 kg. These calculations resulted in a total mass baseline/milestone benzene concentration of 7.5200 kg. Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 2 Based on the most recent groundwater analytical data (December 2022), the dissolved contaminant mass at the site was estimated to cover an area approximately 36,000 ft2 resulting in a calculated dissolved benzene mass of 5,629.08 kg. It should be noted there was an increase in contaminant mass as a result of the December 2022 sampling event due to the presence of light non-aqueous phase liquid (LNAPL) in monitoring wells MW-7 and MW-12. Cary Oil was notified of the presence of LNAPL at this location and site check activities are being conducted. A 24-Hour Release Notice was submitted to the NCDEQ on December 13, 2022. It appears the source of the LNAPL was a leak under one of the gasoline dispensers. The results will be provided in a separate Site Check Report. Based on the current groundwater analytical results, ATC recommends continued semi-annual groundwater sampling events and quarterly LNAPL checks. 3.0 SITE HISTORY On April 29, 2002, the 10,000-gallon kerosene UST was removed from the facility. On May 1, 2002, the two 6,000-gallon and one 4,000-gallon gasoline USTs were removed from the facility. During UST closure activities, petroleum-related impacts to soil were identified. Approximately 1,084 tons of petroleum-impacted soil was removed from the site for off-site disposal. A UST Closure Report was submitted to the NCDEQ on May 21, 2002. It should be noted a new UST system, consisting of one 6,000-gallon gasoline UST, one 10,000-gallon gasoline UST, and one 4,000-gallon kerosene UST were installed at the facility during May 2002. On July 12, 2002, the NCDEQ issued a Notice of Regulatory Requirements (NORR) requesting the performance of a Limited Site Assessment (LSA). Based on findings presented in the Phase II LSA Report, the NCDEQ ranked the site as high risk and requested the completion of a Comprehensive Site Assessment (CSA). A CSA Report was completed and submitted to the NCDEQ on June 16, 2003. On October 10, 2003, the NCDEQ issued a NORR requesting a Corrective Action Plan (CAP) and the performance of additional assessment activities. The CAP recommended the installation of an air sparge/soil vapor extraction (AS/SVE) system. The CAP was approved by NCDEQ but never implemented. Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 3 The site is zoned for commercial use (B-2). Properties surrounding the subject facility are zoned either residential, multi-family residential, or office & institutional. Commercial businesses and residential areas characterize the surrounding area. Adjacent property owner information is included as Table 2. According to the City of Mebane and Orange Alamance Water Systems, public water is supplied to the site and surrounding areas. One potential water supply well, PW-3, was identified approximately 1,000 feet northwest of the source area. The property was confirmed as being connected to the public water supply. It is not known at the time of this report if the water supply well is operational or non-operational. A water supply well survey was mailed to the property owner but has not yet been returned. This report documents the results of the December 2022 groundwater sampling event. 4.0 UPDATED RECEPTOR SURVEY INFORMATION Water Supply Wells According to the City of Mebane and Orange Alamance Water Systems, public water is supplied to the site and surrounding areas. One potential water supply well, PW-3, was identified approximately 1,000 feet northwest of the source area. The property was confirmed as being connected to the public water supply. It is not known at the time of this report if the water supply well is operational or non-operational. A water supply well survey was mailed to the property owner but has not yet been returned. Previously identified water supply wells PW-1 and PW-2 have been confirmed to be non-operational. Water supply well PW-1 has been filled with concrete according to the property owner and well PW-2 is no longer in use. Water supply well information is provided on Table 3 and Figure 3. Surface Water The nearest surface water body is an intermittent stream located approximately 1,100 feet northwest of the source area. A small unnamed pond is located approximately 1,500 feet from the source area. Surface water bodies were not identified within 1,000 feet of the source area. Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 4 Wellhead Protection At the time of this letter report, the source area is not located within an approved wellhead protection area as defined in 42 USC 300h-7(e). Zoning and Land Use The site is zoned for commercial use (B-2). Properties surrounding the subject facility are zoned either residential, multi-family residential, or office & institutional. Commercial businesses and residential areas characterize the surrounding area. Adjacent property owner information is included as Table 2. 5.0 GROUNDWATER MONITORING 5.1 Geology and Hydrogeology According to the Geologic Map of North Carolina (Brown, et al., 1985), the site is located within the northern Carolina Slate Belt within the Piedmont physiographic province. The Carolina Slate Belt lies in the region of the eastern Piedmont underlain by low-grade metasedimentary and metavolcanic rock of Late Proterozoic age. This area is characterized by intermediate metavolcanic rock with metamorphic andesitic tuffs and flows, which are medium to dark greyish green with minor felsic and mafic metavolcanic rock. As part of the CSA, rising head slug tests were performed using monitoring wells MW-1, VMW-1, MW-2, and MW-3. Based on the slug test results, the average hydraulic conductivity at the site was calculated at approximately 0.6218 feet per day. The shallow groundwater flow direction was determined to be in the southeastern direction across the site, and the average groundwater flow velocity was calculated to be 0.00009758 feet per day through the saturated medium. 5.2 Groundwater Elevations On December 7, 2022, ATC collected static water level measurements from monitoring wells MW-1, MW-2, MW-3, MW-6, MW-7, MW-8, MW-11, MW-12, and VMW-1. It should be noted LNAPL was measured in wells MW-7 and MW-12 on this date. Depths to water measurements were collected using an electronic oil/water interface probe. The groundwater depths were converted to relative elevations using an assumed datum of 100 feet Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 5 relative to an arbitrary on-site benchmark. Monitoring well construction details are included in Table 4. Current and historical groundwater elevation data are included in Table 5. It appears groundwater flows across the site to the southeast. A groundwater elevation contour map is provided as Figure 4. Historical groundwater flow maps are provided in Appendix B. 5.3 Groundwater Analytical Results On December 7, 2022, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-3, MW-6, MW-8, MW-11, and VMW-1. LNAPL was measured in well MW-7 at a thickness of 0.21 feet and in well MW-12 at a thickness of 0.14 feet. Groundwater samples were collected into laboratory-approved containers, packed in ice and delivered under chain-of-custody to SGS North America in Scott, Louisiana, for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) via EPA Method 6200B to include ethanol and oxygenates. A summary of the recent groundwater analytical data is presented in Table 6 and a historical summary of groundwater analytical data is presented in Table 7. Select natural attenuation measurements are provided in Table 8. The laboratory analytical results from the December 2022 sampling event detected dissolved target compound concentrations above established 2L Standards for the groundwater samples collected from monitoring wells MW-1, MW-2, MW-3, MW-8, MW-11, and VMW-1. Dissolved total xylenes and 1,2,4-Trimethylbenzene concentrations were detected above their respective Gross Contaminant Levels (GCLs) in the groundwater sample collected from monitoring well MW-1. A dissolved benzene isoconcentration map is provided as Figure 5. Other dissolved contaminants of concern are provided on Figure 6. The laboratory report and chain-of-custody documents are provided as Appendix C. Groundwater concentrations trend plots for dissolved benzene concentrations through time versus depth to water for monitoring wells MW-1, MW-11, and MW-12 are provided in Figures 7 through 9. Overall, it appears dissolved target compound concentrations at the site have increased since 2003. As a consequence of assessment activities conducted at the facility, the horizontal and Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 6 vertical extents of dissolved petroleum hydrocarbon concentrations have been reasonably defined and area limited to the vicinity of monitoring wells MW-1, MW-2, MW-11, MW-12, and VM-1. This results in a 74,754.802% increase in benzene mass since 2003. It should be noted there was an increase in contaminant mass as a result of the December 2022 sampling event due to the presence of light non-aqueous phase liquid (LNAPL) in monitoring wells MW-7 and MW-12. Cary Oil was notified of the presence of LNAPL at this location and site check activities are being conducted. A 24-Hour Release Notice was submitted to the NCDEQ on December 13, 2022. The contaminant mass calculations are provided in Table 9 and contaminant mass removal is provided in Table 10. Contaminant mass versus time is provided in Appendix D. 5.4 LNAPL Recovery Historically, LNAPL has not been associated with this release. In June 2021, LNAPL was measured in monitoring wells MW-1 and MW-12. In December 2022, LNAPL was measured in monitoring wells MW-7 and MW-12. Aggressive Fluid Vapor Recovery (AFVR) events were conducted at the facility on September 15, 2021 and January 26, 2022. Results of these events were provided in letter reports that are on file at the NCDEQ. On March 1, 2022, following the January 2022 AFVR event, LNAPL was not Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 7 measured in wells MW-1 or MW-12. Additional AFVR events have not been conducted at the facility at the time of this report. 6.0 MONITORING PLAN AND SCHEDULE Based on the current groundwater analytical results, ATC recommends continued semi-annual groundwater sampling events and quarterly LNAPL checks. 7.0 CONCLUSIONS ATC has performed a groundwater sampling event at the Hawfield’s General Store in Mebane, North Carolina. Based on field activities, observations, and groundwater analytical results, ATC concludes the following: • Depth to groundwater measurements ranged from 21.83 feet to 29.43 feet below ground surface MW-7 and MW-6, respectively. Groundwater appears to flow across the site in southeasterly direction; • One non-potable water supply well was identified approximately 1,000 feet northwest of the source area. The area is supplied potable water by the City of Mebane and Orange Alamance Water Systems not identified within 1,500 feet of the source area. • The nearest surface water body is an intermittent stream located approximately 1,100 feet northwest of the source area. Surface water bodies were not identified within 1,000 feet of the source area; • The site is not located within a wellhead protection area; • LNAPL was detected during the December 2022 sampling event in monitoring wells MW-7 and MW-12; • Site check activities are being conducted. A leak was discovered under one of the gasoline dispensers; • Previous assessment activities identified petroleum-related impacts to soil above established Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs) near the current UST basin/dispenser island area; • Laboratory analytical results from the December 2022 sampling event detected dissolved target compound concentrations above established 2L Standards for the groundwater samples collected; and, Groundwater Monitoring Report February 23, 2023 NCDEQ Incident No.24443 Page 8 • Based on the most recent groundwater analytical data, the dissolved contaminant mass at the site was estimated to cover an area approximately 36,000 ft2 resulting in a calculated dissolved benzene mass of 5,629.08 kg. To date, the dissolved benzene mass has increased at the site due to the presence of LNAPL in monitoring wells MW-7 and MW-12. Based on the current groundwater analytical results, ATC recommends continued semi-annual groundwater sampling events and quarterly LNAPL checks.
