Friends Homes – Ridgecrest, 913 ● Greensboro, Guilford County, North Carolina Project Number 190474.10 November 23, 2020 │ 4 B: EXECUTIVE SUMMARY The subject property is located at 913 Ridgecrest Drive in Greensboro, Guilford County, North Carolina. The area of concern is the former underground storage tank (UST) pit on the southeast side of the residential structure. One approximately 550-gallon, bare-steel heating oil UST, installed at an unknown date, was removed from the subject property on August 10, 2020. One soil sample was collected from the base of the excavated area and submitted to a laboratory for chemical analysis. The soil sample associated with the Heating Oil UST system was not above applicable action levels for soil contamination. The soil sample analyzed did not exceed the action level for North Carolina Department of Environmental Quality (NC DEQ) Residential Maximum Soil Contamination Concentrations (MSCCs) or NC DEQ Soil- to-groundwater MSCCs. Excavation of soil, other than what was necessary to remove the UST, was not conducted due to no signs of a release. The approximate coordinates of the former UST are 36.093331, -79.894639. Site reconnaissance during the closure activities did not identify any private use water wells within 150 feet of the UST excavation. The subject property is located in a mixed-use area. The approximate site location and UST pit location are shown on Figures 1, 2, and 3. UST Owner/Operator Information: The former UST owner/operator and dates of operation is unknown. The Presbyterian Homes Inc currently owns the property. 2. UST Information: The last known contents of the UST were heating oil used for residential heating purposes. The tank was of bare steel construction and approximately 550-gallons in capacity. The UST was removed from the ground on August 10, 2020. A tank disposal manifest is included in the Appendix. 3. Non-UST Spills at the Site: No non-UST spills are known to have occurred at the site. 4. Description of Release: The UST system was discovered during an Environmental Transaction Screen performed in July of 2019, and the UST was removed from the ground on August 10, 2020. During the removal of the UST, the UST appeared to be in good condition with no visible leaks. 5. Site Characteristics: The subject site, located at 913 Ridgecrest Drive, is currently vacant. The site formerly housed a residential structure that was previously demolished. The surrounding properties are residential. The area surrounding the residence is mostly grassed. The subject site is located in the Piedmont Physiographic Province of North Carolina. Based on review of the Geologic Map of North Carolina, 1985, the site is located in the Charlotte Belt of the Piedmont Geologic Province of North Carolina. Soils in this area have been formed by the in-place weathering of the underlying crystalline rock, which accounts for their classification as “residual” soils. Residual soils near the ground surface, which have experienced advanced weathering, frequently consist of red brown clayey silt (ML) or silty clay (CL). The thickness of this surficial clayey zone may range up to roughly 6 feet. For various reasons, such as erosion or local variation of mineralization, the upper clayey zone is not always present. With increased depth, the soil becomes less weathered, coarser grained, and the structural character of the underlying parent rock becomes more evident. These residual soils are typically classified as sandy micaceous silt (ML) or silty micaceous sand (SM). With a further increase in depth, the soils eventually become quite hard and take on an increasing resemblance to the underlying parent rock. When these materials have a standard penetration resistance of 100 blows per foot or greater, they are referred to as partially weathered rock. The transition from soil to partially weathered rock is usually a gradual one and may occur at a wide range of depths. Lenses or layers of partially weathered rock are not unusual in the soil profile. Partially weathered rock represents the zone of transition between the soil and the indurated metamorphic rocks from which the soils are derived. The subsurface profile is, in fact, a history of the weathering process which the crystalline rock has undergone. The degree of weathering is most advanced at the ground surface, where fine grained soil may be present. And, the weathering process is in its early stages immediately above the surface of relatively sound rock, where partially weathered rock may be found. Friends Homes – Ridgecrest, 913 ● Greensboro, Guilford County, North Carolina Project Number 190474.10 November 23, 2020 │ 7 The thickness of the zone of partially weathered rock and the depth to the rock surface have both been found to vary considerably over relatively short distances. The depth to the rock surface may frequently range from the ground surface to 80 feet or more. The thickness of partially weathered rock, which overlies the rock surface, may vary from only a few inches to as much as 40 feet or more. Groundwater in the Piedmont is typically found in two separate but interconnected water-bearing zones. A shallow water-bearing zone is typically found in the residual soils layer. A deeper water-bearing zone occurs within the underlying bedrock. Groundwater was not encountered during excavations at the subject site. Topography at the subject site generally slopes down to the west-northwest. Surface water bodies are not present at the subject site. No water supply wells were observed on the subject property or adjoining properties. Review of the Guilford County GIS website for wells in the area of the subject site did not reveal any wells with 1,000-feet from the subject site. 6. Initial Abatement Actions, Assessment Activities, and Corrective Actions: Geo-Hydro was contracted by The Presbyterian Homes Inc to provide UST system removal, soil sampling, and reporting services. Presbyterian Homes, Inc. contracted Doggett Construction to perform the UST removal activities. The heating oil UST was removed from the ground on August 10, 2020. Field screening with a photoionization detector (PID) was performed by Geo-Hydro during removal and excavation activities. Based on the results of field screening procedures, over-excavation was not conducted. Excavation of soil, other than what was necessary to remove the UST, was not conducted due to no obvious signs of a release. A soil sample was collected and submitted for laboratory analysis from the base of the excavation in general accordance with NC DEQ UST STIRA Guidelines. E: CLOSURE PROCEDURE 1. Preparations for Closure: Based on the UST being a Non-Regulated, Noncommercial UST, a UST-3 Form was not submitted to the NC DEQ UST Section prior to closure activities. The tank was purged of liquid and sludge material via vacuum-truck and rendered inert with dry ice after purging. 2. Closure Procedures: Overburden soils on the top and sides of the UST were excavated until the tank could be removed. The UST was then removed with a track-mounted excavator. After removal, the tank was inspected for holes, corrosion, and pitting. The tank was determined to be in good condition. No impacted soils were observed below the tank. Due to no visible signs of a release and continuous screening of soil by PID excavation was stopped at approximately eight feet below ground surface. One sample was collected beneath the tank to a depth of 8.5 feet. Due to the heating oil contents, the UST pit base sample was submitted for laboratory analysis for volatile organic compounds (VOCs) via USEPA Method 8260B, semi volatile organic compounds (SVOCs) via USEPA Method 8270D, total petroleum hydrocarbons-gasoline range organics (TPH-GRO), TPH-DRO, MADEP EPH, and MADEP VPH analysis. Excavated soil was loaded directly into dump trucks during excavation activities. Approximately 17.05 tons of soil were excavated from the UST pit and transported to AES of North Carolina, a permitted Soil Treatment Facility, located in Thomasville, North Carolina. The tank pit was backfilled with clean Friends Homes – Ridgecrest, 913 ● Greensboro, Guilford County, North Carolina Project Number 190474.10 November 23, 2020 │ 8 soil fill material that was brought in from offsite and was compacted with the excavator bucket during backfill activities. Soil disposal waste manifests are included in the Appendix. 3. Residual Material in UST: At the time of removal, the 550-gallon UST contained no residual material. 4. Soil Excavation Activities: After removal of the UST, the base of the excavation was approximately three feet below ground surface. Excavated soil was loaded directly into dump trucks during excavation activities. Approximately 17.05 tons of soil were excavated from the UST pit and transported to AES of North Carolina, a permitted Soil Treatment Facility, located in Thomasville, North Carolina. The tank pit was backfilled with clean soil fill material that was brought in from offsite and was compacted with the excavator bucket during backfill activities. Soil disposal waste manifests are included in the Appendix. F: SITE INVESTIGATION 1. Field Screening: Post-removal soil sampling was conducted at the base of the tank pit. Soil screening was performed in the field by placing a soil grab sample in a Ziploc bag and screening the headspace of the bag with a PID. Based on field screening observations, over-excavation was not necessary at the time of removal, but was conducted. Side walls were also screened continuously during the excavation. Calibration of the PID was performed by the rental provider, Enviro-Equipment, Inc. Soils in the tank pit were classified in the field as sandy silt. 2. Soil Sampling Information: A grab soil sample was collected from the base of the tank pit from the excavator bucket. The soil sample was collected into a Ziploc bag, screening the headspace of the bag with a PID, and then immediately sampled by collection in laboratory supplied sample containers. 3. Groundwater and Surface Water Sampling: Groundwater and surface water were not encountered at the subject site. 4. Quality Control Procedures: The soil sample was placed on ice immediately following collection and transported under standard chain-of-custody procedures to Pace Analytical of Huntersville, NC. A clean pair of nitrile gloves was worn for collection and handling of the sample. 5. Investigation Results: Soil sampling results, outlined in Table A, indicated that the soil sample associated with the UST does not exceed applicable NC DEQ UST Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). Soil sampling results, outlined in Table A, indicated the soil sample collected beneath the UST, 913 Ridgecrest (Base), contained TPH-DRO concentration at 10.4 milligrams per kilogram (mg/kg), below the Soil-to-Groundwater MSCC and Residential Soil MSCC of 100 mg/kg. Also outlined in Table A, naphthalene, a VOCs was detected; however, this detection did not exceed the Soil to Groundwater or Residential MSCC action level of 0.16 and 313 mg/kg respectively, for naphthalene. Soil sampling results, outlined in Table B, indicated the soil sample collected beneath the UST, 913 Ridgecrest (Base), Friends Homes – Ridgecrest, 913 ● Greensboro, Guilford County, North Carolina Project Number 190474.10 November 23, 2020 │ 9 contained MADEP VPH and EPH C9-C18 Aliphatics concentrations at 14.2 mg/kg ; however, this detection did not exceed the Soil to Groundwater or Residential MSCC action level of 540 and 1,500 mg/kg respectively, for C9-C18 Aliphatics. Semi-volatile organic compounds (SVOCs) were also requested to be ran on the soil sample and did not exceed the laboratory’s method detection limit. G: CONCLUSIONS AND RECOMMENDATIONS The heating oil UST closure procedures outlined in this report were performed in accordance with the NC DEQ Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases document. No detections were above NC DEQ action levels of MSCCs. Based on the results of soil analysis of the post-removal soil sample related to the UST, Geo-Hydro Engineers requests the NC DEQ consider issuing a No Further Action determination for the UST system at 913 Ridgecrest Drive in Greensboro, Guilford County, North Carolina. ND - Not Detected at or above adjusted reporting limit. TNTC - Too Numerous To Count J - Estimated concentration above the adjusted method detection limit and below the adjusted reporting limit. MDL - Adjusted Method Detection Limit. PQL - Practical Quantitation Limit. RL - Reporting Limit - The lowest concentration value that meets project requirements for quantitative data with known precision and bias for a specific analyte in a specific matrix. S - Surrogate 1,2-Diphenylhydrazine decomposes to and cannot be separated from Azobenzene using Method 8270. The result for each analyte is a combined concentration. Consistent with EPA guidelines, unrounded data are displayed and have been used to calculate % recovery and RPD values. LCS(D) - Laboratory Control Sample (Duplicate) MS(D) - Matrix Spike (Duplicate) DUP - Sample Duplicate RPD - Relative Percent Difference NC - Not Calculable. SG - Silica Gel - Clean-Up U - Indicates the compound was analyzed for, but not detected. Acid preservation may not be appropriate for 2 Chloroethylvinyl ether. A separate vial preserved to a pH of 4-5 is recommended in SW846 Chapter 4 for the analysis of Acrolein and Acrylonitrile by EPA Method 8260. N-Nitrosodiphenylamine decomposes and cannot be separated from Diphenylamine using Method 8270. The result reported for each analyte is a combined concentration. Pace Analytical is TNI accredited. Contact your Pace PM for the current list of accredited analytes. TNI - The NELAC Institute. ANALYTE QUALIFIERS Sample was diluted due to the presence of high levels of non-target analytes or other matrix interference.D3 The precision between the sample and sample duplicate exceeded laboratory control limits.D6 The recalculated concentration of the calibration standard(s) did not meet method acceptance criteria; this result should be considered an estimated value.IK Matrix spike recovery exceeded QC limits. Batch accepted based on laboratory control sample (LCS) recovery.M1 The lab does not hold NELAC/TNI accreditation for this parameter but other accreditations/certifications may apply. A complete list of accreditations/certifications is available upon request.N2 Surrogate recovery not evaluated against control limits due to sample dilution.S4 Surrogate recovery outside control limits due to matrix interferences (not confirmed by re-analysis).S5 The continuing calibration verification was above the method acceptance limit. Any detection for the analyte in the associated samples may have a high bias.v1 The continuing calibration verification was below the method acceptance limit. The analyte was not detected in the associated samples and the sensitivity of the instrument was verified with a reporting limit check standard.v2 The continuing calibration verification was below the method acceptance limit. Any detection for the analyte in the associated samples may have low bias.v3 REPORT OF LABORATORY ANALYSIS This report shall not be reproduced, except in full, without the written consent of Pace Analytical Services, LLC.Date: 08/20/2020 12:09 PM Pace Analytical Services, LLC 9800 Kincey Ave. Suite 100 Huntersville, NC 28078 (704)875-9092 Page 57 of 62 #=CR# QUALITY CONTROL DATA CROSS REFERENCE TABLE Pace Project No.: Project: 92490481 Friends Homes Guildford/190474 Lab ID Sample ID QC Batch Method QC Batch Analytical Method Analytical Batch 92490481001 560138 5606351001 Ridgecrest (Base)EPA 3546 EPA 8015C Modified 92490481002 560138 560635911 Woodbrook (Base)EPA 3546 EPA 8015C Modified 92490481003 560138 560635913 Ridgecrest (Base)EPA 3546 EPA 8015C Modified 92490481004 560138 5606351001 Ridgecrest (North)EPA 3546 EPA 8015C Modified 92490481005 560138 5606351001 Ridgecrest (South)EPA 3546 EPA 8015C Modified 92490481006 560138 5606351001 Ridgecrest (West)EPA 3546 EPA 8015C Modified 92490481007 560138 5606351001 Ridgecrest (East)EPA 3546 EPA 8015C Modified 92490481008 560138 560635911 Woodbrook (North)EPA 3546 EPA 8015C Modified 92490481009 560138 560635911 Woodbrook (South)EPA 3546 EPA 8015C Modified 92490481010 560138 560635911 Woodbrook (East)EPA 3546 EPA 8015C Modified 92490481011 560138 560635911 Woodbrook (West)EPA 3546 EPA 8015C Modified 92490481001 560343 5608811001 Ridgecrest (Base)MADEP EPH MADEP EPH 92490481002 560343 560881911 Woodbrook (Base)MADEP EPH MADEP EPH 92490481003 560343 560881913 Ridgecrest (Base)MADEP EPH MADEP EPH 92490481001 1526983 15269831001 Ridgecrest (Base)MADEPV MADEP VPH 92490481002 1526983 1526983911 Woodbrook (Base)MADEPV MADEP VPH 92490481003 1526983 1526983913 Ridgecrest (Base)MADEPV MADEP VPH 92490481001 560244 5602481001 Ridgecrest (Base)EPA 5030B EPA 8015C Modified 92490481002 560037 560056911 Woodbrook (Base)EPA 5030B EPA 8015C Modified 92490481003 560037 560056913 Ridgecrest (Base)EPA 5030B EPA 8015C Modified 92490481004 560037 5600561001 Ridgecrest (North)EPA 5030B EPA 8015C Modified 92490481005 560244 5602481001 Ridgecrest (South)EPA 5030B EPA 8015C Modified 92490481006 560037 5600561001 Ridgecrest (West)EPA 5030B EPA 8015C Modified 92490481007 560244 5602481001 Ridgecrest (East)EPA 5030B EPA 8015C Modified 92490481008 560244 560248911 Woodbrook (North)EPA 5030B EPA 8015C Modified 92490481009 560037 560056911 Woodbrook (South)EPA 5030B EPA 8015C Modified 92490481010 560037 560056911 Woodbrook (East)EPA 5030B EPA 8015C Modified 92490481011 560037 560056911 Woodbrook (West)EPA 5030B EPA 8015C Modified 92490481001 559716 5599601001 Ridgecrest (Base)EPA 3546 EPA 8270E 92490481002 559716 559960911 Woodbrook (Base)EPA 3546 EPA 8270E 92490481003 559716 559960913 Ridgecrest (Base)EPA 3546 EPA 8270E 92490481001 560235 5602401001 Ridgecrest (Base)EPA 5035A/5030B EPA 8260D 92490481002 560085 560088911 Woodbrook (Base)EPA 5035A/5030B EPA 8260D 92490481003 560235 560240913 Ridgecrest (Base)EPA 5035A/5030B EPA 8260D 92490481001 5595991001 Ridgecrest (Base)ASTM D2974-87 92490481002 559599911 Woodbrook (Base)ASTM D2974-87 92490481003 559599913 Ridgecrest (Base)ASTM D2974-87 92490481004 5595991001 Ridgecrest (North)ASTM D2974-87 92490481005 5595991001 Ridgecrest (South)ASTM D2974-87 92490481006 5596081001 Ridgecrest (West)ASTM D2974-87 92490481007 5595991001 Ridgecrest (East)ASTM D2974-87 REPORT OF LABORATORY ANALYSIS This report shall not be reproduced, except in full, without the written consent of Pace Analytical Services, LLC.Date: 08/20/2020 12:09 PM Pace Analytical Services, LLC 9800 Kincey Ave. Suite 100 Huntersville, NC 28078 (704)875-9092 Page 58 of 62 #=CR# QUALITY CONTROL DATA CROSS REFERENCE TABLE Pace Project No.: Project: 92490481 Friends Homes Guildford/190474 Lab ID Sample ID QC Batch Method QC Batch Analytical Method Analytical Batch 92490481008 559599911 Woodbrook (North)ASTM D2974-87 92490481009 559599911 Woodbrook (South)ASTM D2974-87 92490481010 559599911 Woodbrook (East)ASTM D2974-87 92490481011 559599911 Woodbrook (West)ASTM D2974-87 92490481001 1526860 15268601001 Ridgecrest (Base)SM 2540 G SM 2540G 92490481002 1526860 1526860911 Woodbrook (Base)SM 2540 G SM 2540G 92490481003 1526860 1526860913 Ridgecrest (Base)SM 2540 G SM 2540G REPORT OF LABORATORY ANALYSIS This report shall not be reproduced, except in full, without the written consent of Pace Analytical Services, LLC.Date: 08/20/2020 12:09 PM Pace Analytical Services, LLC 9800 Kincey Ave. Suite 100 Huntersville, NC 28078 (704)875-9092 Page 59 of 62 Page 60 of 62 Page 61 of 62 Page 62 of 62 Appendix 4 Waste Disposal Manifests
