On September 6, 2019, leakage from the UST was discovered during an inspection of the soil beneath the tank. The release was reported to your office by Sensible Solutions on September 17, 2019. The 1,000-gallon UST was cleaned and filled (decommissioned in-place) on October 1, 2019. No impacted soil was removed from the source area of the release. No water supply wells were found in the surrounding area. The subject property is surrounded by single- family homes (see Figure 2— Land Use Aerial View). The Williams High School campus is located within about 500 feet southeast of the subject site. According to the Alamance County Tax Office records, the house on the property was built in 1950. The subject underground heating oil storage tank (UST), located behind the garage, as shown in Figure 3 and the photographs in Appendix A, was installed when the house was built. Tables 1 and 2 contain readily available ownership and storage tank system information. Leakage from the subject UST was discovered in soil beneath the tank on September 6, 2019 during an inspection performed by Sensible Solutions. The amount of oil released was unknown. The release was reported to the North Carolina Department of Environmental Quality, Division of Waste Management, UST Section Winston-Salem Regional Office via UST-61 Form (see Appendix B) on September 17, 2019. 3.0 INITIAL RESPONSE and ABATEMENT ACTIVITIES Sensible Solutions was contracted by the property owner to manage the closure of the subject UST. The UST was cleaned and filled with an environmentally safe, expanding tn-polymer foam on October 1, 2019. Zebra Environmental & Industrial Services, of High Point, North Carolina, was subcontracted to provide the tank cleaning and fluid disposal services. Lisbon Maintenance Company, of Garland, North Carolina, provided the foam-filling service. A copy of the fluid disposal manifest is included in Appendix C. No impacted soil was excavated for off-site disposal. 4.0 SOURCE INVESTIGATION The subject site is located within the Carolina Slate Belt physiographic province. The native soil in the source area of the release generally consisted of a tan and light brown, slightly fine sandy SILT (ML) that likely originated from the in situ weathering of metamorphosed granitic rock (CZg on the Geologic Map of North Carolina, 1985). The depth to groundwater was estimated to be greater than 20 feet below ground surface, based on the topographic map (see Figure 1). The subject UST measured 3.8 feet in diameter and 12.0 feet in length. The bottom of the UST lay at a depth of about 5.8 feet below ground surface. Total tank capacity was 1,000 gallons. The subject residence and surrounding homes were observed to be connected to the municipal water distribution system. No water supply wells were found on the subject site or within 150 Page 2 feet of the source area of the release. No other sensitive receptors exist in the immediate vicinity of the subject release. 5.0 CONCLUSIONS and RECOMMENDATIONS A 1,000-gallon heating oil UST on the residential property located at 518 Tarleton Avenue in Burlington, North Carolina was closed in-place on October 1, 2019 (no impacted soil was removed from the source area of the release). The petroleum residuals in the soil underlying the UST were not believed to pose a health hazard to the occupants at the subject residence or on neighboring properties. No water supply wells were found on the subject property or within 150 feet of the source area. Therefore, the release incident should be classified as "Low Risk". Upon recording a Notice of Residual Petroleum (NRP) at the county register of deeds office and the completion of public notice, closure of the release incident should be granted by the NCDEQ, UST Section. Prior to cleaning, the tank contained about 400 gallons of oil.
