(Progress) was contracted by Page Distributing Company, Inc. to conduct underground storage tank (UST) closure activities at the Page Distributing Company Site located at 150 Stratford Court in Winston-Salem, Forsyth County, North Carolina (Figure 1). The site consists of a former bulk oil facility which stored petroleum products in USTs for distribution and retail sale. At the time of the removal the site was not an operating facility. The site is located in a generally commercial area of Winston-Salem.It is likely that the surrounding properties are served by the Winston-Salem municipal water-supply system. The closure activities included the removal of three gasoline USTs, two new oil USTs, one diesel fuel UST, and one waste oil UST associated piping, and fuel dispensers. D.UST CLOSURE RESULTS On September 30, 2019 through October 4, 2019 Stewarts Grading and Hauling excavated the overburden soil from the vicinity of the USTs using a trackhoe. Progress personnel provided oversight during 20 Day Report Page Distributing Company Site 150 Stratford Court Winston-Salem, Forsyth County, North Carolina Progress Project 1019170.001 October 22, 2019 3 excavation activities. The USTs were encountered approximately three to four feet below land surface (bls). Stewarts Grading and Hauling evacuated the fluids (approximately 1,525 gallons) via a vacuum truck and tanker prior to the UST removals. Progress did not note significant damage or perforations on the USTs. The USTs were transported off-site via flatbed trailer to a metal recycling facility. Disposal manifests for both the recovered fluids and USTs will be provided in the Initial Abatement Action Report. The excavation for the gasoline USTs was approximately 36 feet by 27 feet by 13 feet deep. Petroleum odors were noted in the vicinity of the fillports at the time of removal. The excavation for the new oil USTs was approximately 22 feet by 25 feet by 13 feet deep. The excavation for the diesel fuel UST was approximately 25 feet by 12 feet by 13 feet deep. Noticeable petroleum odors were noted during the excavation of the diesel fuel UST. The excavation of the waste oil UST was approximately 21 feet by 9 feet by 9 feet deep. A total of nine soil samples were obtained beneath the gasoline USTs from the bucket of the trackhoe for analysis for gasoline range total petroleum hydrocarbons (TPH-G) (T-1-1, T-1-2, T-1-3, T-2-1, T-2-2, T- 2-3, T-3-1, T-3-2, and T-3-3). Progress collected a total of six soil samples beneath the two 8,000-gallon new oil USTs (T-4-1, T-4-2, T-4-3, T-5-1, T-5-2, and T-5-3) from the bucket of the trackhoe for analysis for diesel range total petroleum hydrocarbons (TPH-D). Progress collected a total of three soil samples beneath the 8,000-gallon diesel UST (T-6-1, T-6-2, T-6-3) from the bucket of the trackhoe for analysis for total petroleum hydrocarbons as TPH-G and TPH-D. Progress collected a total of two soil samples beneath the 2,000-gallon waste oil UST (T-7-1 and T-7-2) from the bucket of the trackhoe for analysis for volatile organic compounds, semi-volatile organic compounds, volatile and extractable petroleum hydrocarbons, and lead and chromium. Progress collected a total of 13 soil samples beneath the fuel distribution lines (L-1 through L-13) from the bucket of the trackhoe for analysis for TPH-G, with samples collected from beneath distribution lines associated with the diesel fuel UST also analyzed for TPH-D. Progress collected a total of 4 soil samples beneath the dispensers (D-1 through D-4) from the bucket of the trackhoe for analysis for TPH-G, with samples collected from beneath the dispensers associated with the diesel fuel UST also analyzed for TPH-D. The locations of the soil samples collected during UST closure are shown on Figure 3. After obtaining each soil sample, the soil samples were transferred to laboratory-prepared containers and immediately placed on ice. A label with the facility name, soil sample number, date and time of sampling, and parameter to be analyzed was affixed to each container for identification. New disposable latex gloves were used to maintain sample integrity during the sampling process. Analytical results were compared to the North Carolina Reporting Limit of 10 milligrams per kilogram (mg/Kg) and the North Carolina Action Level of 50 mg/Kg for TPH-G and 100 mg/Kg for TPH-D. Laboratory analysis of soil samples T-6-1, T-6-2, T-6-3, D-1, D-2, and L-10 detected TPH-D at concentrations that exceed the North Carolina Action Level. Laboratory analysis of soil samples T-6-1 and L-10 detected TPH-G at a concentration that exceeds the North Carolina Action Level. Although soil samples T-7-1 and T-7-2 detected chromium at concentrations that exceed the Soil-to Groundwater Maximum Soil Contaminant Concentration (MSCC), the absence of petroleum contamination in those is evidence that the detections represent naturally occurring levels. E.INITIAL RESPONSE AND ABATEMENT ACTION On September 30 through October 4, 2019, one 4,000-gallon gasoline UST, two 8,000-gallon gasoline USTs, two 8,000-gallon new oil USTs, one 8,000-gallon diesel fuel UST, one 3,000-gallon waste oil UST, associated piping, and fuel dispensers were removed from the site. Soils with strong petroleum odors were noted beneath the gasoline fillport of Tank 3, in the vicinity of the diesel fuel UST, and beneath the diesel fuel dispensers. Please note, soil samples collected beneath Tank 3 did not indicate evidence of a release. F.EXCAVATION OF CONTAMINATED SOIL Over-excavation of the identified contaminated soil has not occurred at the time of this report. G.LABORATORY ANALYTICAL RESULTS Laboratory analysis of soil sample L-10 collected beneath the product line and soil sample T-6-1 collected beneath the diesel fuel UST detected TPH-G above the North Carolina Action Level of 50 mg/Kg. Laboratory analysis of soil samples T-6-1, T-6-2, and T-6-3 collected beneath the diesel fuel UST detected TPH-D above the North Carolina Action Level of 100 mg/Kg. Laboratory analysis of soil samples D-1 and D-2 collected beneath the diesel fuel dispensers detected TPH-D above the North Carolina Action Level of 100 mg/Kg. Laboratory analysis of the soil samples of the remaining soil samples collected from beneath the fuel distribution lines and dispensers did not exhibit concentrations above the applicable standards. 20 Day Report Page Distributing Company Site 150 Stratford Court Winston-Salem, Forsyth County, North Carolina Progress Project 1019170.001 October 22, 2019 5 H.GROUNDWATER AND SURFACE WATER INVESTIGATION Groundwater was not encountered during the over-excavation activities. I.FREE PRODUCT INVESTIGATION AND RECOVERY REPORT Free product was not noted during the UST removal activities. J.CONCLUSIONS Following the completion of the initial abatement activities, Progress concludes the following: Progress supervised the removal of a total of seven USTs, associated fuel dispensing lines, and fuel dispensers from the subject site. Progress collected a total of nine soil samples beneath the three gasoline USTs (T-1-1, T-1-2, T-1-3, T-2-1, T-2-2, T-2-3, T-3-1, T-3-2, and T-3-3). Progress collected a total of six soil samples beneath the two 8,000-gallon new oil USTs (T-4-1, T-4-2, T-4-3, T-5-1, T-5-2, and T-5-3). Progress collected a total of three soil samples beneath the 8,000-gallon diesel UST (T-6-1, T-6-2, T-6-3). Progress collected two soil samples beneath the 3,000-gallon waste oil UST (T-7-1 and T-7-2). Laboratory analysis of the soil samples T-6-1 (18,500 mg/Kg), T-6-2 (14,700 mg/Kg), and T-6-3 (667 mg/Kg) collected beneath the diesel fuel UST indicated TPH-D concentrations in excess of the North Carolina Action Level. Additionally, laboratory analysis of soil sample T-6-1 (82.0 mg/Kg) collected beneath the diesel fuel UST indicated a TPH-G concentration in excess of the North Carolina Action Level. Progress collected a total of 13 soil samples beneath the fuel distribution lines (L-1 through L-13). Laboratory analysis of the soil samples collected from beneath the fuel distribution lines did not exhibit detectable concentrations of TPH-G and/or TPH-D, except for line sample L-10 (94.1 mg/Kg TPH-G and 221 mg/Kg TPH-D). Progress collected a total of 4 soil samples beneath the dispensers (D-1 through D-4). Laboratory analysis of the soil samples D-3 and D-4 collected from beneath the gasoline dispensers did not exhibit detectable concentrations of TPH-G. Laboratory analysis of the soil samples D-1 (22,300 mg/Kg) and D-2 (22,700 mg/Kg) collected beneath the diesel fuel dispensers indicated TPH-D concentrations in excess of the North Carolina Action Level. 20 Day Report Page Distributing Company Site 150 Stratford Court Winston-Salem, Forsyth County, North Carolina Progress Project 1019170.001 October 22, 2019 6 K. RECOMMENDATIONS Based on the presence of contaminated soil above the North Carolina Action Levels, Progress recommends the over-excavation of contaminated soil beneath the diesel UST, the diesel fuel dispensers, and in the vicinity of distribution line sample L-10. Progress recommends submitting a copy of this report to the Winston-Salem Regional Office of the NCDEQ. L. QUALIFICATIONS OF REPORT The activities and evaluative approaches used in this assessment are consistent with those normally employed in projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
