The field activities for this project consisted of sampling of seven monitor wells and the laboratory analyses of the collected groundwater samples. Figure 1 illustrates the location of the project site on a partial Greensboro Quadrangle U.S.G.S. topographic map. The subject property was operated as a fueling station by Abercrombie Oil Company until 2014. The USTs were removed from the site on June 13, 2019 by Petroserve, Inc. A sheen of free product was observed on the groundwater encountered in the tank pit at approximately 8 feet below surface grade. Petroleum odors were noted in the UST excavation. After removing the tanks, 860 gallons of groundwater and free product were recovered from the UST excavation on June 13, 2019, before backfilling the UST excavation. Figure 2 illustrates the site layout, monitor well locations, and the former locations of the USTs. A 20-Day Report was submitted to the NCDEQ by Paragon on July 2, 2019. An UST Closure Report was submitted to the NCDEQ by Paragon on July 18, 2019. An Initial Abatement Action Report for the project site was submitted to the NCDEQ by Paragon on September 12, 2019. A Limited Site Assessment (LSA) was submitted to the NCDEQ by Paragon on October 8, 2019. A Comprehensive Site Assessment (CSA) was submitted to the NCDEQ by Paragon on September 24, 2020. Free Product Recovery Reports were submitted to the NCDEQ by Paragon on June 15, 2021 and November 30, 2021. A Free Product Gauging Letter report was submitted to the NCDEQ by Paragon on September 30, 2022. The site has been ranked as Intermediate Risk based on the former presence of free product. Contained herein are the results of the groundwater sampling event as directed by the NCDEQ. 1.2 Scope of Services This Groundwater Monitoring Report contains documentation concerning the following activities which have been conducted at this facility: o Free product gauging of two monitor wells and sampling of seven monitor wells conducted by Paragon on February 28, 2023 o Laboratory analyses of groundwater samples conducted by Waypoint Analytical, LLC of Charlotte, NC o The approximate groundwater flow direction and hydraulic gradient at the site calculated by Paragon Page - 2 2.0 Field Activities 2.1 Ground Water Flow Direction and Gradient In order to estimate the groundwater flow direction in the vicinity of the petroleum release, elevations of the monitor well casings were measured using surveying equipment. Static water levels were obtained from each of the wells and the data was used to compute a potentiometric surface map. Figure 3 illustrates the current potentiometric surface map as calculated based on the measurements obtained on February 28, 2023. Groundwater data and monitoring well information, which are contained in Table 1, were also used to estimate the hydraulic gradient at the project site. Using the horizontal distance between the monitor wells and the static water levels, the groundwater was calculated to flow toward the south with a hydraulic gradient of approximately 0.003 feet per feet. 2.2 Monitor Well Sampling and Analyses On February 28, 2023, seven monitor wells were sampled by Paragon. These samples were submitted to Waypoint Analytical, LLC for analyses utilizing EPA Method 6200B plus MTBE, IPE, EDB, 5 Oxygenates, and Ethanol. Before collecting the samples, the monitor wells were purged by removing a minimum of three well volumes to ensure that the samples were representative of the actual groundwater conditions. The wells were developed using disposable plastic bailers suspended with unused nylon string. Following development of the monitoring wells, groundwater samples were obtained from the disposable bailers. The supply wells were purged for a minimum of ten minutes prior to collection of the samples. All samples were placed in laboratory supplied glassware and were immediately placed in a cooler and chilled with ice to approximately 4oC in preparation for transportation to the analytical laboratory utilizing EPA approved chain-of- custody procedures. The laboratory analytical results indicated 2L Violations in the groundwater samples collected from monitor wells MW-1, MW-2, MW-6, and VEW-1. Monitor well MW-1 contained Benzene, Isopropylbenzene, Naphthalene, and n-Propylbenzene in excess of the 2L Standards. Benzene was reported at a concentration of 172 micrograms per Liter (ug/L), which exceeds the 2L Standard of 1 ug/L. Isopropylbenzene was listed at a level of 148 ug/L, which is over the 2L Standard of 70 ug/L. Naphthalene, which has a 2L Standard of 6 ug/L, was reported at a concentration of 94.4 ug/L. n-Propylbenzene was shown at a level of 342, which is in excess of the 2L Standard of 70 ug/L. According to the analytical results for monitor well MW-2, Benzene, Napthalene, and tert-Butyl Alcohol were above the 2L Standards. Benzene was shown at 23.2 ug/L. Naphthalene was reported at a concentration of 50.4 ug/L. tert-Butyl Alcohol, which has a 2L Standard of 10 ug/L, was reported at a concentration of 27.2 ug/L. The laboratory results for MW-6 indicated Benzene, tert-Amyl Alcohol, tert-Butyl Alcohol, and MTBE at levels above the 2L Standards. Benzene was listed at a level of 10.9 ug/L. tert-Amyl Alcohol was reported at a level of 66.9 ug/L, which exceeds the 2L Standard of 40 ug/L. tert-Butyl Alcohol was shown at a concentration of 55.2 ug/L. MTBE was listed at a level of 25.2 ug/L, which is above the 2L Standard of 20 ug/L. Page - 3 The results for monitor well VEW-1 showed MTBE at a concentration in excess of the 2L Standards. MTBE was listed at a level of 96 ug/L. The samples collected from monitor wells MW-3, MW-4, MW-5 were below the 2L Standards for all compounds by EPA Method 6200B. All of the monitor wells were below the Gross Contaminant Levels (GCLs). Isoconcentration maps illustrating the estimated extent of Benzene and MTBE in the shallow monitor wells at this facility are contained as Figures 4 and 5, respectively. Table 2 summarizes the laboratory analytical results for the sampling event conducted on February 8, 2023. Appendix A contains copies of the laboratory report and the chain-of-custody record for the groundwater samples obtained on this date. 2.3 Plume Development During the most recent gauging event conducted on February 28, 2023, monitor wells MW-1 and MW-2 contained no free product. Monitor wells MW-1 and MW-2 reported 2L Violations, but no GCL violations. Monitor well MW-6 and vertical extent well VEW-1 still contain slight 2L Violations, but have shown significant decreases since the previous sampling event conducted on June 11, 2020. Monitor well MW-5 is below the 2L Standards for all compounds for the first time. Monitor wells MW-3 and MW-4 remain below the 2L Standards. Since the previous sampling event conducted during the LSA and CSA activities, every single monitor well has shown significant decreases in contaminant concentrations. This indicates that the free product recovery and dual-vapor extraction events conducted by MMPE have been effective in removing free product from the monitor wells in the former tank basin, as well as significantly lowering the concentrations of dissolved phase contaminants in all of the monitor wells at the BFI 4 site. Table 3 contains the historical groundwater results. 3.0 Conclusions and Recommendations 3.1 General Summary The groundwater monitoring activities at BFI 4, located at 1506 Headquarters Drive in Greensboro, NC, have been completed. From a review of all information gathered during this remediation project, Paragon Environmental Consultants, Inc. makes the following conclusions: o Monitor wells MW-1 and MW-2 did not contain free product. None of the monitor wells contained free product on February 28, 2023. o Monitor wells MW-1, MW-2, MW-6, and VEW-1 were reported with 2L Violations. All of the monitor wells were below the GCLs on February 28, 2023. o The analytical results for this facility showed significant decreases in contaminant concentrations in all of the monitor wells, indicating that MMPE has been effective in removing free product and lowering the dissolved phase contaminant concentrations. Page - 4 3.2 Recommendations Due to the absence of free product and groundwater contaminant concentrations at levels below the Gross Contaminant Levels, a notice of No Further Action should be issued for the subject site. Public notification and deed recordation will be required for this subject site due to groundwater contamination in excess of the 2L Standards. The assessment was conducted based on the scope of work and level of effort desired by the client. Our findings have been developed in accordance with generally accepted standards in the practice of Groundwater Monitoring Reports in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data presented in this report are indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. Additionally, the data obtained from the samples would be interpreted as meaningful with respect to the parameters indicated in the laboratory reports. No additional information can be logically inferred from this data.
