Section staff Andrew Hammonds and David Powell met with Ms. Angie Foster onsite for an inspection. The site has a Temporary Disaster Debris Site, and now a Compost and Treatment and Processing permit with an ACI. The city wishes to keep the DS83-006 for emergencies. The site has been in operation for some time now. Temperature and burning records for both sites were sent via email after inspection. Be sure to document annual training and thermometer calibration records as required by permit and keep copies in records for review during inspection, if not doing so already. 2. Signage is still present and fence to control access. The site has much waste in the compost area. A second ash storage shed is now finished and being used. Not much ACI waste onsite waiting to be burned. Soil was staged in reserve for firefighting as well. The site was in good shape with minimal unapproved wastes visible in compost windrows. Water was standing in between windrows from recent rainfall. Once waste is removed, be sure and add soil/grade as needed for positive drainage and proper pad specifications for compost windrows. Compost windrows had good separation. Ms. Angie plans to send finished compost to a new facility in Scotland County which will be composting food waste soon, NC Organics Recycling 8304-COMPOST-2023. ACI awaiting proper weather and enough waste to burn. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Expansion into Area 3 was discussed as well as ideas for the potential for a Transfer Station in future. Consult the Sections Permitting Branch Head Sherri Stanley, sherri.stanley@deq.nc.gov or (919) 707 – 8235, for approval before altering any process/plans at the permitted facilities. Mr. Ming Chao will be retiring at end of June, 2023, and so all correspondence should go to Sherri Stanley until she delegates those duties to another in Section permitting. 4. Stormwater structures seemed to still be in good condition.
