HomeMy WebLinkAboutWS-5420_18698_CA_FNTR_20150924_ Former Duke FosterLetter Report Duke Foster/D&M Market Southern Corner of the Intersection of Nicks Road and NC Hwy 119S Mebane, Caswell County, North Carolina NCDEQ Incident No.:18698 ECS Project No. 09-25628 September 24, 2015 2 1.0 SITE HISTORY The site is the Duke Foster/D&M Market site located on the southern corner of the intersection of Nicks Road and NC Hwy 119 South in Mebane, Caswell County, North Carolina (Figure 1). Based on the NCDEQ Underground Storage Tank (UST) Section database and reports from others, Foust Oil Company operated a gasoline station at the site prior to September 1989. Information regarding the USTs is summarized in Table 1. After the USTs owned by Foust Oil were removed and prior to installing their system, Eane’s Oil Company (EOC) collected five soil samples in July 1988 from the area of the former USTs. The analysis of two of the samples detected total petroleum hydrocarbons (TPH) as gasoline above State Action Levels. EOC installed three 2,000-gallon gasoline USTs at the site in September 1989. Prior to installing the USTs in the area of the former USTs, EOC installed an impermeable geotextile membrane. According to the NCDEQ UST Database, the tanks were taken out of service on February 28, 1992 and removed on December 1, 1992. Earth Movers, Inc. (EM) performed the removal of the USTs. The closed tanks were removed from a "contained" excavation and piping route. The tank systems were "European Style" using suction pumps with product lines operating below atmospheric pressure. Five soil samples were collected below the tanks within the confines of an impermeable geotextile membrane. Analysis of the samples did not detect TPH as gasoline above State Action Levels. On April 29, 2011, Paragon Environmental Consultants, Inc. drilled two borings at the site, and collected one sample for analysis from the boring (Boring B-2) exhibiting the highest level of field evidence of a release. The sample was analyzed for TPH as gasoline, volatile organic compounds (VOCs) by EPA Method 8260, and volatile organic hydrocarbons (VPH) by the MADEP Method. The analysis detected 2,460 ppm of TPH as GRO. According to Paragon, the analysis also detected “many compounds in excess of the lowest MSCCs”. Clark Environmental Services, Inc. (CES) reported in May 1998 that groundwater contamination had been discovered in a nearby water supply well. The type of contaminants and concentration were not discussed, nor was the location of the water supply well. We were not able to confirm if the remaining impacted soil was removed or if a Limited Site Assessment has been performed. ECS was contracted by Mr. Herbert Berger with NCDEQ, Division of Waste Management, UST Section to provide a Groundwater Monitoring report and Updated Risk Receptor Survey. Project information is based on conversations between Mr. Berger and Mr. John M. Stewart of ECS and the previously cited reports. Letter Report Duke Foster/D&M Market Southern Corner of the Intersection of Nicks Road and NC Hwy 119S Mebane, Caswell County, North Carolina NCDEQ Incident No.:18698 ECS Project No. 09-25628 September 24, 2015 3 2.0 FIELD ACTIVITIES 2.1 Soil Sampling On June 30, 2015, ECS personnel observed the advancement of one soil boring (MW-1) in the excavation of the former UST (Figure 2). The boring was advanced by 3D Environmental Investigations, LLC. (3D) using a Geoprobe® drill rig. During the drilling of the borehole for MW-1, soil samples were collected at 10-foot intervals starting from the surface to a depth of approximately 35 feet below the ground surface (bgs). Each soil sample was collected by driving a 5-foot long sampler into the soil. The soil samples were visually classified in the field by an ECS professional. The soil samples were placed in resealable plastic bags for the purpose of field screening. The plastic bags were placed in a warm location for approximately 10 minutes to allow the headspace of the bag to equilibrate with the soil sample. The probe of a Foxboro Model 1000B Toxic Vapor Analyzer which is a flame ionization detector (FID) was then inserted into the bag and the bag was immediately resealed. The maximum FID readings for each sample were recorded. Based on the FID readings, samples from depths of 10 and 20 feet bgs were selected for analysis (MW1-10 and MW1-20). A boring log was prepared for the boring and is attached. The sampler wearing a new pair of nitrile gloves for each sample placed the samples in laboratory prepared containers, labeled them, and placed them into a cooler with ice to maintain the samples at a temperature of 4°C. The samples were transported to Pace Analytical Services, Inc. (Pace) to be analyzed for volatile organic compounds (VOCs) using EPA Method 8260/5035 and volatile petroleum hydrocarbons (VPH) using the Massachusetts Department of Environmental Protection (MADEP) Method. 2.2 Monitoring Well Construction Upon completion of soil boring for MW-1, a permanent groundwater monitoring well was installed in the boring to a depth of 35 feet (Figure 2). The well was constructed with 2-inch I.D. Schedule 40 PVC flushed-threaded casing and screen. The PVC screen and casing were lowered to the bottom of the borehole. A 20-foot length of slotted well screen with machined 0.010-inch slot widths and threaded bottom plug was installed at the bottom of the well. A solid section of PVC casing was placed above the screened interval and extended to just below the ground surface. The top of the casing was fitted with an expandable lockable cap. The annular space around the well was filled with a washed fine filter sand to approximately 2 feet above the top of the screen. A minimum 2-foot thick seal of bentonite pellets was placed immediately above the sand pack. The top of the well casing was equipped with a water-tight protective manhole cover and lockable well plug. A monitoring well construction diagram was prepared for the monitoring well and is attached. Upon gauging the well, the water table was measured 21.50 feet below the top of casing and between an 1/8 and a 1/4 of an inch of free product were measured on the surface of the water table (observed in the bailer). Therefore monitoring well MW-1 was not sampled. 3.0 LABORATORY ANALYTICAL RESULTS Laboratory analysis of the soil sample collected at 10 feet detected naphthalene, toluene, xylenes, p-isopropyltoluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, C5 to C8 aliphatic range hydrocarbons, C9 to C12 aliphatic range hydrocarbons, and C9 to C10 aromatic range hydrocarbons in excess of their North Carolina Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). Laboratory analysis of the soil sample collected at 20 feet detected benzene, ethylbenzene, n-butylbenzene, sec-butylbenzene, isopropylbenzene, n- propylbenzene, naphthalene, toluene, xylenes, p-isopropyltoluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene in excess of their Soil-to-Groundwater MSCCs. The analysis detected C5 to C8 aliphatic range hydrocarbons, C9 to C12 aliphatic range hydrocarbons, and C9 to C10 aromatic range hydrocarbons at concentrations above their Residential MSCCs. Concentrations were not above the commercial/industrial MSCCs. The soil sample results Are summarized in Table 2. The laboratory data sheets are attached. 4.0 CONCLUSIONS Based on the results of the LSA, ECS concludes the following:  Laboratory analysis of the soil samples collected from a depth of 10 and 20 feet bgs detected numerous VOCs and aliphatic and aromatic compounds above the Soil-to- Groundwater and Residential MSCCs;  Free product was measured on the water table in MW-1; and  Five water supply wells were observed within 1,000 feet of the source area. The property is currently supplied with well water. 5.0 RECOMMENDATIONS Based on the information obtained from this investigation, ECS recommends the following:  The installation of three additional monitoring wells in the downgradient direction (see Figure 2). Survey the four wells (one existing and three new) to a common datum. Analyze the samples for VOCs using SM 6200B.  Collect a sample from the onsite water supply well (PW-4). Analyze the sample for VOCs using SM 6200B.  Drilling six soil borings to delineate the soil contamination (See Figure 2). Analyze the samples for TPH DRO/GRO. Soil above 100 ppm will be considered for excavation. The activities and evaluative approaches used in this assessment are consistent with those normally employed in soil and groundwater assessment projects of this type. Our evaluation of site conditions has been based on our understanding of the site project information and the data obtained during our field activities.
