The property is currently vacant. A remnant concrete slab and asphalt pavement are still present at the site. Diesel impacts were reported in the area of the former diesel underground storage tank (UST) and dispenser on the subject property. The site location and vicinity are shown on Figure 1, and the site and pertinent features are shown on Figure 2. One 2,000-gallon diesel UST was removed in June 1997. Analysis of the UST closure soil sample S-2, collected from the floor of the UST excavation at a depth of 11 feet below the land surface (ft-bls), resulted in Total Petroleum Hydrocarbons (TPH) compounds of 470 parts per million (ppm) by Method 5030 and 8,500 ppm by Method 3550 in June 1997. TPH results for sample S-1, collected from the north end of the UST excavation, were below 10 ppm. Analysis of the dispenser closure soil sample P-1, collected at a depth of 2.5 ft-bls, resulted in TPH of 50 ppm by Method 5030 and 3,200 ppm by Method 3550. A preliminary subsurface investigation provided in November 1997 by others included three soil borings ranging from 14 to 33 ft-bls. Boring B-2 was in the UST excavation backfill. Six soil samples were collected and analyzed for TPH. No TPH compounds were detected by Method 5030. TPH compounds were detected in five of the six samples by Method 3550 at concentrations ranging from 10 ppm to 11.2 ppm. The only contaminant detected in a groundwater sample from temporary monitoring well TMW-1, located south of the UST excavation at boring B-1, was Xylenes at a concentration of 2.72 ppb. Groundwater was measured at TMW-1 at approximately 28 ft-bls. The preliminary subsurface investigation concluded that the soil contamination identified during tank closure was minor and localized in close proximity to the former UST. The concentration of Xylenes in the groundwater sample from TMW-1 was near the method detection limit and below the remediation guidelines for this compound. S&ME submits this Monitoring Report for the above referenced site. This report was prepared in accordance with Contract # 16-1713-2C for the Central Region, S&ME’s Proposal No. 1584-12-P160, dated June 7, 2012, and as approved with NCDENR’s Task Authorization No. 01, dated July 18, 2012. 3 SOIL QUALITY MONITORING 3.1 Soil Sampling Due to the absence of surface features to identify the precise locations of the former diesel UST and dispenser, S&ME performed three soil probes each to a depth of 10 ft-bls to identify the south end of the UST excavation near the location of prior soil sample S-2, and four soil probes to a depth of 5 ft-bls to identify the former dispenser and former soil sample P-1 location. The July 27, 2012, soil probe locations are shown on Figure 4 relative to the previous soil sample locations and the suspected locations of the former UST system components. Monitoring Report – #17591 Electric Supply Company S&ME Project No. 1354-12-174 327 West Russell Avenue, High Point, North Carolina October 18, 2012 3 Based on the presence of apparent fill soil to an approximate depth of 8 ft-bls overlying soil exhibiting apparent petroleum stains and odor in soil probe GP-1, and on the observation of apparent residual soils in probes GP-2 and GP-3, soil probe GP-1 was performed at or near the location of closure soil sample S-1. Headspace field screening for volatile organic vapors by a photo-ionization detector (PID) resulted in 60 ppm in soil sample GP-1. Observations of soil sample collected from soil probes GP-4 through GP- 7, and the PID headspace field screening measurement of 4 ppm for soil sample GP-4, soil probe GP-4 was performed at or near the location of closure soil sample P-1. Soil sample from soil probe GP-1-10’ (10 ft-bls) representing the former UST basin and soil sample GP-4-3’ (3 ft-bls) representing the former dispenser were prepared for laboratory analysis of volatile organic compounds (VOCs) by methods 8260 and semivolatile organic compounds (SVOCs) by method 8270, and for volatile petroleum hydrocarbons (VPH) and extractable petroleum hydrocarbons (EPH) by the MADEP Methods. The soil samples were transferred by hand using disposable latex gloves to laboratory-prepared containers. The soil sample containers were placed into a chilled cooler and submitted to a dedicated courier for delivery to Prism Laboratories. 3.2 Soil Analytical Results One VOC was detected in soil sample GP-4-3 (Acetone at 0.096 ppm) at a concentration below the corresponding Soil-to-Groundwater (STG) Maximum Soil Contaminant Concentration (MSCC). One VOC was detected in soil sample GP-1-10 (Phenanthrene at 3.4 ppm-J) at a concentration below the corresponding STG MSCC. The J laboratory modifier indicated the concentration was detected below the method reporting limit and was estimated. Two target analytes (C9-C18 Aliphatics, C9-C22 Aromatics) were also detected in soil sample GP-1-10 at concentrations greater than the STG MSCCs, but less than the Residential MSCCs. The target analyte, C19-C36 Aliphatics, was detected at 320 mg/kg, which is less that the Residential MSCC. There is no STG MSCC for C19- C36 Aliphatics. A copy of the laboratory analytical results and chain-of-custody form is included in Appendix I. The soil analytical data are summarized on Table 1. 4 RECEPTOR SURVEY S&ME conducted a visual survey of properties located within a 1,500 feet radius of the site) on July 27, 2012. No water supply well structures were observed within 1,500 feet from the source area. S&ME observed water meter vaults at the subject property and properties in the surrounding vicinity S&ME performed a receptor survey for the adjoining Electric Supply Company site located at 515 West Greene Street (Incident #17590) during September 2011. The release locations for Incidents 17590 and 17591 are located within 200 feet of each other. S&ME submitted a Well Survey Questionnaire to 12 property owners of 19 properties located within 500 feet of the source area, based on Guilford County GIS website. Well Survey Questionnaires were also sent to the property owners of 300A Oak Street and 501 West High Avenue. S&ME received a Domestic Return Receipt documenting delivery of the form to 10 property owners. One survey form was returned undelivered. Monitoring Report – #17591 Electric Supply Company S&ME Project No. 1354-12-174 327 West Russell Avenue, High Point, North Carolina October 18, 2012 4 S&ME received 16 completed survey forms from nine property owners. Each form stated that no water supply well is located on the corresponding property and that public water is their source of drinking water, including 300A High Street. One form stated that the property is vacant. Copies of the returned forms and Domestic Return Receipts are included in Appendix II. Based on the USGS topographic map and the GIS aerial map for the surrounding area, the nearest surface water body is an intermittent stream located approximately 510 feet southeast of the source area (Figure 1 and Figure 3). The source area is not known to be located within a Wellhead Protection Area as defined in 42 USC 300h-7(e), based upon a review of the corresponding webpage of the Public Water Supply Section of the Division of Environmental Health. No basements were observed by S&ME on the property. No public underground utilities were identified intersecting or adjacent to the former UST basin prior to field activities. Two places of public assembly were observed within a 1,500 feet radius from the site, including the Salvation Army located approximately 750 feet to the east northeast, and Southside Recreation Center located approximately 1,100 feet to the south, as shown on Figure 3. 5 CONCLUSIONS AND RECOMMENDATIONS A soil monitoring event and receptor study was conducted at the Electric Supply Company site located at 327 West Russell Avenue in High Point, Guilford County, North Carolina, to assess current petroleum impacts to soil from a release from a former diesel UST system that was located on the subject site. The findings at the site are as follows: No water supply wells were identified within 1,500 feet of the source area, and municipal water service is available to the subject and surrounding properties. No surface water bodies were identified within 500 feet of the source area. Soil impacts are greater than the Soil to Groundwater MSCC, but less than the Residential MSCC. The 1997 groundwater sample from temporary well TMW-1 indicated no target compound above the NCAC 2L standards. Based on the above, the recommended risk classification of the site is Low Risk, and the recommended land use classification is Industrial/Commercial. Based on these findings, S&ME recommends the incident be closed with a No Further Action status.
