STATUS OF PERMIT: C&D Landfill and T&P Operation Permit to Operate (PTO) issued October 7, 2021 Life of Site Permit for Phases 1, 2 and 3 T&P Operation PTO expiration date September 27, 2024 PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None. OBSERVED VIOLATIONS: None. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS On June 13, 2023, Chuck Kirchner met with Seth Heath, Ashley Montgomery, Joe Richardson, Drew Hinkle and John Pfleger to conduct a comprehensive inspection of the WI High Point Landfill, LLC - C&D Landfill and C&D Treatment and Processing Operation located on Riverdale Drive in Jamestown, Guilford County. General Facility and Permit Information 1. The facility is a construction and demolition debris (C&D) landfill with a C&D waste reclamation operation. 2. The facility permit approves the operation of the C&D landfill Phase 1-3 and the C&D Waste Reclamation operation. 3. The facility is in operation Monday through Friday 7:00 am – 4:30 pm. 4. The facility has completed the partial closure [11 acres] of Phase 1 identified as Cap Event 1A and 1B. 5. The facility is permitted to receive solid waste from Alamance, Cabarrus, Caswell, Davidson, Davie, Forsyth, Guilford, Orange, Randolph, Rockingham, Rowan, Stokes, Surry, and Yadkin Counties. 6. WI High Point Landfill, LLC's [Landfill's] met with the City of High Point to request for a permit modification to increase the allowable tonnage limit prescribed in Solid Waste Permit No. 41-16. As a result of these discussions, the City of High Point agreed to allow the Landfill to continue disposing at the current average disposal rate until a revised franchise amendment is approved. 7. The facility is permitted to receive C&D, inert debris, land clearing debris (LCD), and (used) asphalt. 8. The facility has a stormwater National Pollutant Discharge Elimination System (NPDES) permit, General Permit No. NCG120000, Certificate Of Coverage No. NCG120099. The NPDES permit became effective on November 1, 2018 and is effective for the duration of the General Permit. Records Review 9. The facility permit, site plan, and operations plan were discussed. 10. Phase 1 and 2 are covered with soil and contain vegetative ground cover. 11. The following are facility certified personnel: Seth Heath, Certified Manager of Landfill Operations, No. 961485, exp. 09/25/24 b. Edmund Larsey, Certified Manager of Landfill Operations, No. LF-2021078, exp. 09/21/24 c. Brannakin Jacobs, Certified Landfill Operations Specialist, No. LF2020009, exp. 03/16/23 d. Joseph Richardson, Certified Landfill Manager, No. 961582, exp. 2/19/24 12. The facility is required to conduct at least one waste screening per week but > 1% by weight of the previous week’s total. Waste screening records were observed from July 1, 2022 through June 12, 2023. 13. The facility maintains a record of the amount of material received. Throughput records for June 1, 2022 through June 12, 2023 were observed. The facility received 123,764.80 tons input. 3,060.24 tons of recycled material was observed in the same timeframe. 14. The facility annual report (FAR) for the C&D landfill was received by the SWS, dated July 19, 2022. Tonnage received July 2021 through June 2022 is 75,807.27. 15. The facility also recycles concrete, clean wood, metal and tires. The tonnage of C&D at the C&D T&P operation recovered July 2021 through June 2022 was 1,628.73. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Soil cover records were observed for April 4, 2022 through May 26, 2023. Soil or soil mulch mix was used for cover during this timeframe. 17. The facility maintains semiannual groundwater and surface water monitoring test records submitted by Golder Associates NC, Inc., analyzed by Environmental Conservation Laboratories, Inc. (ENCO). The record for April 19, 2022, September 21, 2022 and April 26, 2023 was observed. An exceedance is noted in each sampling period. 18. The facility maintains quarterly methane and hydrogen sulfide monitoring records. The monitoring is conducted by Golder Associates NC, Inc. Records were observed for April 14, 2022 (1st quarter), July 14, 2022 (3rd quarter), October 17, 2022 (4th quarter) and February 2, 2023 (1st quarter). No exceedance of the methane or hydrogen sulfide lower explosive limit (LEL) was noted. Facility Inspection 19. The facility is currently accepting C&D in the Phase 3 area. 20. The working face was small and compact. 21. The landfill footprint is designated by white PVC edge of waste markers. 22. The facility does use a soil/mulch mix alternative daily cover (ADC). 23. The facility shall cover solid waste with six inches of soil when the waste disposal area exceeds one-half acre and at least once weekly. 24. The facility groundwater wells: MW-3, MW-4S, MW-5, MW-6, MW-7S, and MW-8 and MW-9 observed in good condition and accessible. Assessment monitoring at two well locations: AMW-1 and AMW-2 was also observed in good condition. 25. Surface water monitoring is conducted at four surface water locations: SW-1, SW-2, SW-3, and SW-4. 26. The facility monitors five LFG wells (LFG-1, LFG-2A, LFG-3, LFG-4 and LFG-5). A readily accessible unobstructed path to each landfill gas location is maintained. 27. The facility has a readily available soil stockpile on site. 28. Some windblown material from daily operations was observed around the active cell during inspection. Ensure all windblown material is returned to the working face at the conclusion of each day of operation. 29. The landfill sediment basins appeared maintained. C&D Treatment and Processing Operation 30. The facility uses the mulch from the T&P operation for ADC or road/site stabilization. 31. All woody material to be mulched and recycled concrete stockpile observed was untreated and paint free. 32. The C&D T&P operation was not in operation during the inspection. 33. The C&D T&P operation consists of a conveyor-fed raised picking line and materials reclamation pad. 34. Mr. Heath stated that the C&D T&P picking line is operated as needed. 35. The facility shall not store C&D directly on the reclamation pad if the picking line is not in operation. Only enough C&D may be stored on the C&D reclamation pad that can be sorted the following day. Construction and demotion debris stored on the reclamation pad must be tarped. General Comments 36. Mr. Heath stated that the landfill is mowed twice a year, commonly in the spring and fall. 37. A water truck for dust control is available for use on site. 38. The facility has all-weather access roads. 39. The facility is secured by a locked gate. 40. The facility has a proper sign.
