SITE HISTORY AND CHARACTERIZATION 1. UST Owner/Operator Information The City of Charlotte is the owner of the Site and the owner/operator of the 10,000-gallon gasoline UST and 20,000-gallon diesel UST. Ownership and operator information for the former USTs is provided in Table 1. 2. UST Information This UST Closure Report is for the removal of a 10,000-gallon gasoline UST and a 20,000- gallon diesel UST. Reportedly, these USTs were installed in 1990 and the system consists of the two USTs, associated product lines extending from the tanks, and two fuel dispensers. A 550-gallon motor oil UST was removed from the Site by others in 2009. Information regarding the UST details for the Site is provided in Table 2 and discussed below. 3. Description of the Release/Previous Releases No release was identified during the removal of the 10,000-gallon gasoline and 20,000-gallon diesel USTs. In 2009, evidence of a release was observed during the removal of the 550-gallon motor oil UST at the Site. Petroleum-affected soils were encountered beneath the associated product line. The NCDEQ assigned the release Incident #36697. Due to gravel backfill located within the product line trench and other active adjacent product lines, the affected soils were unable to be excavated. A Phase I LSA was performed by others in response to the petroleum-affected soils which included the installation of a groundwater monitoring well for the collection of a groundwater sample. Laboratory analysis of the groundwater sample did not identify petroleum constituent concentrations above their respective North Carolina 2L Groundwater Quality Standards (NC 2L Standards). Since constituent concentrations identified in the soil did not exceed the North Carolina Department of Environmental Quality (NCDEQ) Residential Maximum Soil Contaminant Concentrations (MSCCs) and groundwater concentrations were below NC 2L Standards, the NCDEQ issued a Notice of No Further Action (NFA) for Incident #36697 on July 7, 2009. In 2015, an inspection by NCDEQ identified a leak at the shear valve of the diesel dispenser, which triggered a notice of violation (NOV) dated June 11, 2015. Subsequently, a limited Site Check Report was performed by others which documented soil sampling and later excavation of impacted soil at the dispensers. Approximately 2.18 tons of impacted material were transported offsite for disposal. Description of Site Characteristics The Site encompasses approximately 3.4 acres, is in a mixed-use area of Charlotte, North Carolina, and is identified as Mecklenburg County Tax Parcel 097-221-02. A Topographic Map is included as Figure 1 and a Site Location Map depicting the location of the former USTs is shown on Figure 2. The Site is located within the Charlotte Belt of the Piedmont Physiographic Province consisting of low rounded hills and long rolling northeast to the southwest trending ridges with incised creek channels. Based on a review of the North Carolina Geologic Map, the Site is underlain by metamorphosed mafic rock. The Site is occupied by the City of Charlotte Department of Transportation Street Maintenance Facility which is comprised of a 6,054-square foot office building constructed in 1992, two 3,600-square foot warehouse buildings constructed in 1992, a 660-square foot warehouse building constructed in 2010, and a 4,536-square foot warehouse building constructed in 2011. The 7.5-minute Derita, North Carolina, United States Geological Survey (USGS) quadrangle, published in 2013 was examined. Review of the available topographic data indicates that the elevation of the Site is approximately 760 feet above mean sea level (msl). The general area of the Site slopes to the south-southeast towards an unnamed tributary of Briar Creek. The general direction of groundwater flow can be inferred from ground surface elevations and surficial expression of groundwater identified on the Derita, North Carolina USGS topographic quadrangle. Surficial groundwater occurrences generally include permanent lakes, streams, and wetland areas. Based on WSP’s review of topographic maps and observations of the Site vicinity, the groundwater flow direction was inferred to the south- southeast. WSP reviewed the Mecklenburg County Well Information System 4.0 for water-supply wells located in the area surrounding the Site. An inactive irrigation well was identified at 5800 Orr Road approximately 1,340-feet north of the former UST basin. CLOSURE PROCEDURE The City of Charlotte retained D.H. Griffin Wrecking Company, Inc. (DHG) to remove the 10,000-gallon gasoline and 20,000-gallon diesel USTs; and WSP to perform private underground utility locating services, observe the removal of two USTs, and collect closure soil samples. Prior to mobilization, DHG contacted the North Carolina underground utility location service (NC 811) for public utility location at the Site. In addition, WSP personnel and our private utility locator, Probe Utility Locating, mobilized to the Site on February 23, 2023, to perform Ground-Penetrating Radar (GPR) and Electromagnetic (EM) surveys to attempt to detect metallic objects such as pipes, and underground utility lines buried in the vicinity of the tanks. The purpose of this effort was to minimize the potential for digging into underground utilities buried at the Site, determine the orientation and location of two USTs, and to locate the associated product lines extending from the tanks to the fuel dispensers. DHG performed UST excavation activities between February 27 and March 2, 2023. Prior to removal, the tops of the USTs were uncovered by removing the asphalt and pea gravel from above the tanks. The depth to the top of each UST measured approximately 2 feet. After the tanks were uncovered, residual liquid was removed from each tank by a vacuum truck and the tank interiors were washed. Due to the large sized of the diesel UST, the interior of the tank was washed by a confined space entry by DHG personnel. In addition, residual liquid was pumped from the product lines extending from the tanks to the fuel dispensers. Approximately 1,388-gallons of petroleum contact water was pumped from the USTs and product lines into a vacuum truck for off-Site disposal at DHG’s facility in Greensboro, North Carolina. Following removal of the liquid from the tanks, pea gravel adjacent to the tank was removed to free the tank from the excavation. Perched water was observed in the excavation when removing the adjacent pea gravel, and this water was removed with a pump and discharged onto the ground surface. This perched water was rainwater that had infiltrated from the ground surface into the tank pit, as groundwater was encountered at 22.5 feet below ground surface (bgs) during the previous Phase I LSA performed by others at the Site. The Mecklenburg County Fire Marshal mobilized to the Site on March 28, 2023 to observe the two USTs and determine that the oxygen level in each tank was below explosive range using a lower explosive limit (LEL) meter prior to removal. After receiving the Fire Marshal’s approval, DHG first removed the 10,000-gallon gasoline UST from the excavation. The UST was removed from the excavation and then placed onto a truck for off-Site disposal at the A-1 C&D Landfill in Greensboro, North Carolina. Following the removal of the gasoline UST, DHG removed the 20,000-gallon diesel UST from the excavation. Due to the large size of the diesel UST, this tank was removed in pieces and placed into a truck for off-Site disposal at the A-1 C&D Landfill. The two USTs appeared to be in good condition, with no holes observed in either tank. The dimensions of the 10,000-gallon gasoline UST measured approximately 31.5 Underground Storage Tank Closure Report – CDOT Facility April 11, 2023 6001 General Commerce Drive, Charlotte, North Carolina WSP Project: 0910-23-0043 6 feet long by 8 feet in diameter. The dimensions of the 20,000-gallon diesel UST are approximately 37.75 feet long by 10 feet in diameter. Note, the dimensions for the diesel UST were obtained from the manufacturer’s (Xerxes) website since the tank was removed from the excavation in pieces. The final dimensions of the UST excavation measured approximately 37 feet wide by 40 feet long. Following the removal of each UST, an attempt to collect closure soil samples beneath the center line of each tank was made; however, because the pea gravel extended beyond the reach of the excavating equipment (greater than 15 feet deep), the closure samples were not able to be collected at the time of tank removal. On March 1, 2023, WSP confirmed with Mr. Dan Bowser of the NCDEQ UST Section, that the closure samples could be collected from soil borings advanced at the former tank locations after the excavation was backfilled. After attempting to collect the closure samples, the pea gravel excavated during the removal of the USTs was placed back into the excavation. Clean imported backfill material was then placed on top of the pea gravel to complete the backfilling of the excavation and the area was capped with asphalt to match the surrounding area. During the backfilling activities, DHG performed compaction activities. Once the depth of the excavation reached a depth that was safe to enter per Occupational Safety and Health Administration (OSHA) standards (4 feet bgs), a WSP materials testing technician performed in-place field density tests per American Society for Testing and Materials (ASTM) standards to determine the percent compaction achieved by DHG. Following the completion of the backfilling activities, the product lines were removed from the ground. The lines for both the diesel and gasoline USTs were located within one trench. Closure soil samples were collected from beneath the two fuel dispensers and from beneath the product lines. Photographs of the UST closure activities are included in Appendix A. The tank disposal certificate and liquid disposal manifest are included in Appendix B. The Site Investigation Report for Permanent Closure or Change-in-Service of Registered UST (Form UST-2A) is included in Appendix C. The former locations of USTs, and the product lines are depicted on Figure 3. SITE INVESTIGATION Between February 27 and March 1, 2023, WSP personnel collected closure soil samples from beneath the two fuel dispensers and the product lines for quantitative analyses using ultraviolet fluorescence (UVF) spectrometry. The product lines were buried approximately 1- foot bgs and samples were collected from approximately 1.5-feet into the native soil beneath the dispensers and product lines. One closure sample was collected from beneath each dispenser (Disp-D and Disp-G/PL-2) and six product line closure samples (PL-1, PL-3 to PL-7, and Disp-G/PL-2) were collected at an approximately 10-foot linear interval and at locations of joints/elbows. Due to close proximity of the product lines around the gasoline dispenser, sample Disp-G/PL-2 was considered a dispenser and product line closure sample. The dispenser and product line closure soil samples were collected manually, directly from the excavator bucket. To minimize the potential for cross-contamination, a new pair of nitrile gloves were donned for the collection of each sample. UVF analysis was performed by Mr. Derick Haydin, a certified QED UVF technician with WSP, using a calibrated QED HC-1 UVF Hydrocarbon Analyzer. The UVF closure soil samples were analyzed on-Site for total petroleum hydrocarbon (TPH) diesel range organics (DRO) and gasoline range organics (GRO). UVF analytical results of the dispenser and product line closure soil samples did not identify TPH-GRO or TPH-DRO concentrations above the State Action Level of 50 milligrams per kilogram (mg/kg) for TPH-GRO or 100 mg/kg for TPH-DRO. On March 17, 2023, WSP and our driller licensed in the State of North Carolina, AmeriProbe, LLC, mobilized to the Site to advance four soil borings at the former location of the 10,000- gallon gasoline UST and four soil borings at the former location of the 20,000-gallon diesel UST for the collection of closure soil samples. AmeriProbe, LLC advanced each soil boring to an approximate depth of 20 feet bgs using a Geoprobe® 7720DT direct-push rig. A MacroCore® sampler was driven into the soil at each location to remove soil cores from the subsurface. To minimize the potential for cross-contamination between samples, a new PVC sleeve (tube) was inserted into the sampler for each soil sample interval. Visual and olfactory observations relative to the soil cores were recorded by WSP field personnel. The soil types encountered in each boring was recorded to prepare soil boring field worksheets. Native soil was encountered beneath the former 10,000-gallon gasoline UST at approximately 16 feet bgs and beneath the former 20,000-gallon diesel UST at 17 feet bgs. Probe refusal or groundwater were not encountered in the eight borings advanced at the at the location of the former USTs. Soil boring field worksheets are included in Appendix D. Soil samples were collected from the first foot of native sample in each boring, between 16 to 18 feet bgs. The soil samples were placed in laboratory-provided containers, placed in a cooler on ice, and delivered to Waypoint Analytical, LLC (Waypoint) in Charlotte, North Carolina under chain-of-custody protocol. The soil samples were analyzed for TPH-DRO and GRO via Underground Storage Tank Closure Report – CDOT Facility April 11, 2023 6001 General Commerce Drive, Charlotte, North Carolina WSP Project: 0910-23-0043 8 EPA Method 8015. In addition, the soil samples were placed on-hold for analysis of volatile organic compounds (VOCs) via EPA Method 8260, semi-volatile organic compounds (SVOCs) via EPA Method 8270, and extractable and volatile petroleum hydrocarbons (EPH and VPH) via the MADEP Method; however, since the results of the TPH analyses did not exceed the applicable State Action Levels, the samples were not analyzed for the held analyses. Following the collection of the closure soil samples, the borings were backfilled with bentonite to the ground surface. The UST closure soil sampling results are summarized on Table 3. UVF instrument generated tables and the Waypoint analytical report are included in Appendix E. CONCLUSIONS AND RECOMMENDATIONS WSP has completed contracted activities for the closure of two USTs by removal at the City of Charlotte Department of Transportation Street Maintenance Facility located at 6001 General Commerce Drive, Charlotte, North Carolina. The following conclusions and recommendations are based on WSP’s field observations and data evaluations from the field efforts performed in February and March 2023.  One 10,000-gallon gasoline UST and one 20,000-gallon diesel UST were emptied, removed, and disposed during the February and March 2023 closure activities. The two USTs were observed to be in good condition with no holes observed in the tanks.  The product lines associated with the two USTs were removed and disposed during the February and March 2023 closure activities. The product lines were located within one trench and observed to be in good condition with no holes.  The excavation for the USTs was backfilled using the existing pea gravel and clean imported backfill material. DHG performed compaction of the backfill material and a WSP materials testing technician performed in-place field density tests per ASTM standards to determine the percent compaction achieved by DHG.  Petroleum-impacted soil was not observed during the February and March 2023 closure activities. Sixteen soil samples were collected and UVF or laboratory analyses did not identify TPH-DRO or GRO concentrations above their respective State Action Levels.  Based on the February and March 2023 closure activities, no further action is recommended. WSP respectfully requests No Further Action be issued for the removal of the 10,000-gallon gasoline and 20,000-gallon diesel UST. FIGURES Note: This map is for reference only.
