Dear Mr. Millen:
Please find enclosed the Phase II Limited Sampling Report prepared by Excel Civil &
Environmental Associates, PLLC (Excel) for the above referenced Property. The following
summarizes Excel's findings:
Property Jurisdiction
According to a Phase I ESA completed by Mill Creek Environmental (MCE) dated February 2023,
the subject property is comprised of one parcel of land, approximately 0.58-acres in size. The
property is identified as Parcel ID Number 171299 according to the Gaston County GIS Website.
Current ownership of the subject property, according to the Gaston County GIS website, is
currently held and maintained by Gaston College Foundation Inc.
The subject property consists of one approximately 0.58-acre parcel identified in the Gaston
County Tax Assessor's database by Parcel Number 171299. The subject property is developed
with one 1,316 square foot residential building with a concrete driveway. Ground cover on the
undeveloped portions of tare subject property are predominantly grass, shrubs, and hardwood
trees. The subject property is served by electric, telephone, natural gas, and municipal water
utilities. A septic system is present on the subject property.
During site reconnaissance, MCE observed an underground storage tank (UST) fill port on the
southeast side of the building on the subject property. Based on the age of the building, the

presence of a heating oil UST is suspected. The current owner had no information regarding the
presence of the fill port.
MCE identified the potential presence of an underground heating oil tank on the subject
property as a REC.
Residential heating oil tanks are exempt from the State of North Carolina's underground
storage tank regulations. However, if contamination resulting from a leak or spill is discovered,
property owners are required to report the findings to the North Carolina Department of
Environmental Quality (NCDEQ) and the owner of the subject property may be held liable for
the cost of the cleanup. At a minimum, MCE recommended collection of soil samples next to
the tank and laboratory analysis of the samples to determine if a release has occurred prior to
acquisition of the subject property. Removal or in-place closure of the heating oil tank is also an
option.
The main objective of the project is to evaluate whether a release of petroleum hydrocarbons
has occurred associated with the usage of the heating oil tank on the subject property.
Scope of Investigations
This Phase II report was conducted to assess potentially impacted soil in the vicinity of the
heating oil tank. The assessment consisted of four hand auger borings completed down to a
depth of seven feet below grade level (fbgl). The soils were screened for potential volatile
compounds with a photoionization detector (PID) in the field and Excel collected four soil
samples on the subject property for analysis to determine potential environmental impact. For
soil boring locations, refer to the attached Figure 2 (Phase II Sampling Locations Map).
Phase II Assessment Summary
On March 9, 2023, as requested, Excel Civil & Environmental Associates. mobilized to the site
and completed four hand auger borings in the vicinity of the heating oil UST. Descriptions
regarding soil classification, color, geologic and/or sedimentary structures are detailed in the
Soil Boring Logs located in Appendix B.
Following collection of soil samples in approximate two-foot increments, the soils were
screened for potential volatile compounds with a photoionization detector (PID) in the field.
Excel collected four soil samples which screened the highest and submitted for laboratory
analyses in laboratory supplied containers. The soil samples were submitted to Waypoint
Analytical of Charlotte, North Carolina and were received on March 10, 2023, for laboratory
analysis. Samples were analyzed for Total Petroleum Hydrocarbons (TPH) Gasoline and Diesel
Range Organics by EPA Method 8015C. A summary of the groundwater laboratory analysis is
included with this report.

A review of the groundwater analytical data indicates results for TPH Diesel Range Organics
exceeded the NCDEQ Action Levels at the location of Boring B-2. A copy of the laboratory
analytical report and associated chain-of-custody form(s) are included in Appendix A of this
report.
Receptor Information
On behalf of Gaston College Foundation Inc., a representative of Excel Civil & Environmental
(Excel) visited the property on April 12, 2023 and walked the surrounding area to locate any
potential receptors. Excel personnel spoke with the property owner at 205 College View Drive
who confirmed the residence did not have a water supply well and water was currently
provided by Town of Dallas public works department. The property located at 201 College View
Drive was observed to be connected to the Town of Dallas public works department with a
water meter observed in the right of way. The property at 203 College View Drive was
observed to be connected to the Town of Dallas public works department with a meter from
the Town of Dallas was observed in the right of way. 107 College View Drive had a public water
meter was observed in the right of way and by observation, no water supply wells exist within
this property. The property located at 106 & 108 College View Drive were observed to have a
vacant restaurant and an industrialized facility situated on the parcel and both have water
meters within the right of way supplying domestic water service from the Town of Dallas. The
subject property and residence located at 202 College View Drive is currently vacant and has a
water meter from the Town of Dallas within the right of way supplying domestic water service
and by observation no water supply wells exist on this property. The property adjacent to 202
College View Drive located at 204 & 206 College View Drive is owned by Gaston College and is
currently a vacant parcel with a water meter from the Town of Dallas observed within the right
of way. Based on the site visit, no water supply wells were located within 150’ of 202 College
View Drive.
Limitations
This report is based on a limited number of samples and chemical analyses. The conclusions
presented in this report are based only on the observation made during this investigation
and/or on data provided by others. The report presents a description of the subsurface
conditions observed at each boring/excavation location during this investigation. Subsurface
conditions may vary significantly with time, particularly with respect to soil and groundwater
elevations and quality. The conclusions and recommendations set forth herein are applicable
only to the facts and conditions described at the time of this report.

The above referenced project has been analyzed per your instructions. The analyses were performed in accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the
analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136
Method Update Rule May 2021) unless otherwise indicated. Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time.
Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as-received basis unless otherwise indicated. This report shall not be reproduced except in full and relates only to
