(AECOM)on behalf of Speedway,LLC (Speedway)has prepared this Comprehensive Site Assessment (CSA) Letter report for Speedway Store No.7968 (Site), located at 4431 North Center Street, Hickory, Catawba County,North Carolina (NC).The Site is currently vacant with gas operations discontinued in March 2021 when the underground storage tank (UST) system was removed. This CSA Letter report summarizes the activities requested by the NCDEQ Notice of Regulatory Requirements (NORR) issued September 6, 2022 and amended December 2022. On August 22, 2022,ATC Associates of North Carolina, PC (ATC)(Speedway’s former consultant)submitted a CSA report to NCDEQ. Based on the results of the CSA the plume was not horizontally delineated to the north-northeast. Between August 2022 and September 2022,CSA responsibilities were taken over by AECOM. In February 2023 AECOM travelled back to the site and installed three (3) monitoring wells to delineate the benzene plume and to perform a light non-aqueous phase liquid (LNAPL)evaluation on monitoring well MW-03. In February 2023 AECOM oversaw the installation of monitoring wells MW-10, MW-11, and MW-12,installed in the downgradient direction (north-northeast) of the source area. Soil analytical results from the monitoring well installation indicated no contamination above the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). Groundwater analytical results for monitoring wells MW-10 and MW-11 indicated the presence of Contaminants of Concern (COCs) above their respective North Carolina Groundwater Quality Standards (2L Standards). During the same time as the monitoring well installation, AECOM attempted to perform a LNAPL evaluation on monitoring well MW-03. On February 7, 2023, the apparent thickness of LNAPL in monitoring well MW-03 was measured at 0.02 ft. An attempt to pull the LNAPL from the monitoring well and measure the rebound was unsuccessful due to the minimal apparent thickness. An absorbent sock was installed in the monitoring well to reduce the presence of LNAPL in the well.LNAPL was not measured in any other monitoring well on Site. 1-1 Speedway 7968, Hickory, NC – CSA Letter Report April 2023 1. Two (2) 8,000-gallon regular unleaded USTs, one (1) 8,000-gallon premium UST, one (1) 8,000-gallon diesel, and one (1) 8,000-gallon kerosene UST along with corresponding dispensers and product lines were removed from March 22 through March 25, 2021.Table 1 and Table 2 provide additional information related to UST owner/operator and UST system release information, respectively. 3-2 Speedway 7968, Hickory, NC – CSA Letter Report April 2023 3. Comprehensive Site Assessment 3.1 Monitoring Well Installation Three (3) 2-inch diameter monitoring wells (MW-10, MW-11, and MW-12) were installed on February 1, 2023 through February 2, 2023 by South Atlantic Environmental Drilling and Construction Company, Inc. (SAEDACCO) with oversight by AECOM. The new monitoring wells were placed in the downgradient direction of the source area (MW- 10 and MW-11) and in the cross-gradient direction (MW-12) using the groundwater elevation contour map provided in the CSA Report (ATC, 2022). Monitoring well MW-10 was installed to 60 feet below grade surface (bgs) with 20 feet of 0.01-inch slotted polyvinyl chloride (PVC) screen. Monitoring wells MW-11 and MW-12 were installed to a depth of 55 feet bgs with 20 feet of 0.01-inch slotted PVC screen. During well installation soil samples were screened every five (5) feet using a photo-ionization detector (PID). The screening results were used to select the depth interval from which a soil sample was collected and submitted to Pace for analysis (see Section 3.2 for a discussion of the sample collection method). Each new monitoring well was installed using a hollow stem auger and cleared up to five (5) feet below grade using an air knife. Spoils from the air knife and hollow stem auger were spread around each well location. Following installation, the wells were developed using a peristaltic pump until the groundwater ran clear and allowed to sit at least 24 hours prior to collecting groundwater samples. The wells were also surveyed using an Autolevel and staff to determine monitoring well position and elevation to tie them into the existing monitoring well network. Monitoring well construction information for all Site wells is included in this report as Table 3. A Site Plan showing monitoring well locations is included as Figure 1. Soil boring logs are included with this letter report as Appendix A and SAEDACCO’s monitoring well records are included as Appendix B. 3.2 Soil Sample Collection On February 3, 2023, three (3) soil samples were collected from the newly installed monitoring wells (MW-10, MW- 11, and MW-12). A PID was used to measure the VOC (Volatile Organic Compound) concentration of each five (5) foot interval within each soil sample. A soil sample was collected from the depth interval with the highest PID reading and placed on ice in a laboratory-supplied container and submitted to Pace for analysis by Environmental Protection Agency (EPA) Method 8260D. 3.3 Soil Sample Results Analytical results from the soil collected during the monitoring well installation indicated no contamination above the Soil-to-Groundwater Maximum Soil Contaminant Concentrations (MSCCs). A summary of soil analytical results is included in this report as Table 4. 3.4 Groundwater Sample Collection On February 7, 2023, following well development, groundwater was collected from monitoring wells MW-10, MW-11, and MW-12. The groundwater samples were analyzed for VOCs by Standard Methods 6200B, total lead by EPA Method 6020B, and ethylene dibromide (EDB) by EPA Method 504.1. To collect a sample, the bailer was slowly lowered to a depth just beneath the water surface in the monitoring well. The bailer was then recovered, and the contents carefully decanted into laboratory-supplied sample containers, properly preserved, and delivered to Pace. Groundwater elevation data including top of casing elevations for monitoring wells MW-10 through MW-12 is included in Table 5. 3.5 Groundwater Sample Results Analytical results for monitoring well MW-10 indicated benzene, ethanol, methyl tertiary butyl ether (MTBE), naphthalene, tertiary butyl alcohol (TBA), and lead were above their respective 2L standards. Monitoring well MW-11 groundwater sampling results indicated benzene, ethylbenzene, MTBE, naphthalene, toluene, xylenes, TBA, and lead were above their respective 2L standards. It may be noted that the lead concentrations may be due to 3-3 Speedway 7968, Hickory, NC – CSA Letter Report April 2023 suspended fine sediments within the sample from post development activities and not from the UST system. No contaminants of concern (COCs) were above their respective 2L standards from samples collected in MW-12. A benzene plume map (Figure 2) has been included to present the known horizontal extent of benzene above the 2L Standard using the most recent data collected from all Site monitoring wells sampled during CSA activities. Refer to Table 6, Summary of Groundwater Analytical Results and Appendix C for the laboratory analytical report. 3.6 LNAPL Evaluation During the CSA activities AECOM gauged the Site monitoring wells and attempted to perform a LNAPL Evaluation on monitoring well MW-03. LNAPL was recorded in monitoring well MW-03 at a depth of 53.62 feet bgs (Table 5), with an apparent thickness of 0.02 feet. The evaluation was attempted by removing the LNAPL via hand bailing and a peristaltic pump and then recording the amount of rebounded thickness and the time it took for the LNAPL to rebound to the originally recorded depth. Removal of the LNAPL proved too difficult by hand bailing and then by peristaltic pump as both methods removed too much waterand not enough LNAPL. When it was observed that sufficient information could not be achieved from the efforts, the evaluation was cancelled, and an absorbent sock was installed in the monitoring well. LNAPL within monitoring well MW-03 will be gauged, and socks replaced as necessary during subsequent Site visits. 4-1 Speedway 7968, Hickory, NC – CSA Letter Report April 2023 4. Summary To meet the requirements of the NCDEQ Notice of Regulatory Requirements (NORR) issued September 6, 2022 and amended December 2022, the following activities have been conducted at the Site:  Monitoring wells MW-10, MW-11, and MW-12 were installed to depths between 55 feet and 60 feet bgs as part of the ongoing CSA initially started by ATC Associates of North Carolina, PC (ATC) in early 2022.  Soil and groundwater samples were collected from the newly installed monitoring wells only.  Based on the groundwater sample results the dissolved-phase plume is horizontally delineated to the east with monitoring well MW-12; however, the dissolved-phase plume is not defined to the north to 2L standards. Due to the presence of a thick wooded area and the steep natural slope to the north of monitoring wells MW-10 and MW-11, it is not possible to install additional monitoring wells in that downgradient direction.  The property immediately to the north of the Site is a residence that contains a water supply well that is within 500 feet of the Site; hence the High risk ranking (see ATC’s CSA Report [ATC, 2022] for additional details).  The apparent thickness of LNAPL in monitoring well MW-03 was recorded in February 2023 to be 0.02 feet; an absorbent sock has been installed in the monitoring well and will be checked and replaced as necessary during each subsequent Site visit. Based on the above information, the horizontal benzene plume at the Site has been delineated to the extent that site conditions allow, therefore AECOM, on behalf of Speedway, recommends the following actions:  Attempt to abandon the water supply well located north (downgradient) of the Site to reduce the risk ranking from High to Intermediate.  Perform a 96-hour mobile multiphase extraction (MMPE) event on monitoring wells MW-01, MW-02, and MW-03 to reduce/eliminate the presence of LNAPL and benzene concentrations present at the Site.  Perform a comprehensive groundwater monitoring event 30 days after the initial MMPE event to assess recovery performance and plume stability.  Gauge monitoring well MW-03 on a quarterly basis and remove LNAPL/replace absorbent socks as necessary until LNAPL is no longer present within the monitoring well.
