Scott Ball GRI Project No. 2099 i EXECUTIVE SUMMARY The Express Food Mart site is a former petroleum retail facility that was located at 6050 South NC Highway 16 Business in Denver, Catawba County, North Carolina. The site is currently owned by Norvell Denver LLC and is operated by CVS as a pharmacy. In January 1989, contamination of the on-site water supply well with gasoline constituents was reported to the NCDEQ. A site check completed in September 1991 identified a release at the site. No USTs are currently located on the property. Two 2,000-gallon gasoline USTs, two 3,000-gallon gasoline USTs, one 560-gallon heating oil UST, one 560-gallon kerosene UST, and one 560-gallon waste oil UST were removed from the site in July 1994. The adjoining properties are predominately commercial with a few single-family residences. According to the information determined during receptor survey activities, two potable water supply wells were identified within 1,500 feet of the site. Public water is available to the site and surrounding properties within a 1,500-foot radius of the site. A modified monitoring and recovery system was installed between May and August 1998. The pump and treat system consisting of four recovery wells and associated equipment was started on March 26, 1999. The pump-and-treat system operated under the NPDES permit NC0089001. The system was shut down on April 21, 2017, following a meeting held on April 11, 2017, between ATC Associates of North Carolina, P.C., Mooresville Oil Company and the NCDEQ UST Section. During this meeting it was agreed that the active remediation would be placed on hold with ground water monitoring being conducted on a semi- annual schedule and water supply well monitoring on a quarterly schedule. The NPDES Permit was rescinded in April 2017. On April 24, 2023, a ground water sampling event was conducted at the site. Five Type II monitoring wells (MW-5R, MW-6R, MW-10R, MW-11R, and MW-22), and one water supply well (WSW-Little) were gauged, purged and/or sampled. MW-23 and RW-4 could not be located. RW-1 appeared to have been abandoned and filled with concrete. MW-6R could not be sampled due to an obstruction in the well at approximately 13 feet BGS. WSW-Lineberger was not sampled because the well is currently inactive. Concentrations of benzene, toluene, ethylbenzene, xylenes, naphthalene, 1,2-dichloroethane, n-propylbenzene, 1,2,4- trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from monitoring wells MW-10R, MW-11R, and MW-22. WSW-Little was also sampled for EDB by method 504.1. EDB was not detected in the water supply well sample from WSW- Little. Based on this information, the risk classification for the site should remain high risk. Natural attenuation appears to be occurring at the site and GRI recommends continuing annual ground water monitoring events to monitor concentration trends. Water supply well sampling should also be continued on a quarterly schedule. Scott Ball GRI Project No. 2099 1 1.0 SITE HISTORY AND CHARACTERIZATION GRI presents the results of the April 24, 2023, ground water sampling event at the Express Food Mart site; located at 6050 South NC Highway 16 Business in Denver, Catawba County, North Carolina. A topographic map showing the general site location and the surrounding area is included as Figure 1. These activities were conducted in accordance with GRI Proposal No. 23-097, which was submitted to the NCDEQ on April 6, 2023, and was approved as Task Authorization No. 3898-95 on April 6, 2023. State correspondence has been included as Appendix A. The site is currently owned by Norvell Denver LLC and is operated by CVS as a pharmacy. In January 1989, contamination of the on-site water supply well with gasoline constituents was reported to the NCDEQ. A site check completed in September 1991 identified a release at the site. No USTs are currently located on the property. Two 2,000-gallon gasolineUSTs, two 3,000-gallon gasoline USTs, one 560-gallon heating oil UST, one 560-gallon kerosene UST, and one 560-gallon waste oil UST were removed from the site in July 1994. UST owner/operator information and former UST system information are included as Table 1 and Table 2, respectively. The Registered Tank Report is shown below: The site and surrounding area are predominately commercial properties with a few single-family residences. The site contains one building and is primarily capped with asphalt. The overall topography at the site is relatively flat. The former Express Food Mart and a car wash were demolished and replaced with a CVS store (pharmacy) in 1998. Scott Ball GRI Project No. 2099 2 trenches installed during previous assessment and remediation activities were destroyed during demolition and re-grading of the site. A modified monitoring and recovery system was installed between May and August 1998. The pump and treat system consisting of four recovery wells and associated equipment was started on March 26, 1999. Currently there are sixteen Type II monitoring wells at the site. A Site Map showing the locations of the monitoring wells and the structures on-site is included as Figure 2. Two potable water supply wells were identified within a 1,000-foot radius of the site. Water supply well information is provided in Table 3. Municipal water is available to the site and surrounding properties. Adjacent property owner information is presented in Table 4. In February and March 2003, approximately 1,944.54 tons of contaminated soil was excavated from the vicinity of the former tank pit and former dispenser island. In October 2003, an additional 222.79 tons of contaminated soil were excavated from the site in the vicinity of monitoring well MW-11 and recovery well RW-2. The system was again restarted on April 6, 2011 after issuance of the NPDES permit NC0089001 and operated until it was shut down on April 21, 2017 following a meeting held between ATC Associates of North Carolina, P.C. (ATC), Mooresville Oil and the NCDEQ UST Section. During this meeting it was agreed that the active remediation would be placed on hold with ground water monitoring being conducted on a semi-annual schedule and water supply well monitoring on a quarterly schedule. The NPDES Permit was rescinded in April 2017. 2.0 PRESENTATION OF CURRENT SITE ASSESSMENT INFORMATION/ COMPARISON TO HISTORICAL ASSESSMENT INFORMATION On April 24, 2023, five monitoring wells (MW-5R, MW-6R, MW-10R, MW-11R, and MW-22) were gauged, purged, and/or sampled. Monitoring well MW-6R could not be sampled due to an obstruction in the well at a depth of about 13 feet. MW-23, and RW-4 could not be located, and were not sampled. GRI attempted to gauge and sample recovery well RW-1, however, the well had been filled and capped with concrete. GRI has no knowledge of this monitoring well being abandoned. Water supply well WSW-Lineberger was not in service, and could not be sampled. WSW-Little was sampled using a bailer lowered down the well casing. All monitoring wells were gauged, purged, and sampled in accordance with the NCDEQ Guidelines. Free product was not observed in site monitoring wells. Depths to ground water in the gauged monitoring wells ranged from 15.06 feet to 17.63 feet. Relative ground water elevations in the Type II monitoring wells ranged from 82.65 feet to 85.27 feet. Ground water flow was generally towards the northeast with a horizontal gradient of approximately 0.009 feet per foot. Well construction and gauging information is presented in Table 5. A Water Table Surface Map based on the Type II monitoring wells is included as Figure 3. Water supply well samples were also submitted for laboratory analyses for 1,2- dibromoethane (EDB) by EPA Method 504.1. Concentrations of benzene, toluene, ethylbenzene, xylenes, naphthalene, 1,2-dichloroethane, di-isopropyl ether, n-propylbenzene, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from monitoring wells MW-10R, MW-11R, and MW-22. WSW-Little was also sampled for EDB by method 504.1. EDB was not detected in the water supply well sample from WSW-Little . A summary of the analytical results for ground water samples collected on April 24, 2023, is presented in Table 6. A Ground Water Quality Map based on the April 2023 data is included as Figure 4. A complete report of laboratory analyses of the ground water samples collected from the monitoring wells and water supply well during the April 2023 sampling event is included as Appendix B. The water table has a seasonal high depth to water of approximately 8 to 10 feet BGS. Free product has not been historically present at the site. A baseline contaminant mass prior to CAP implementation was not established at the site. Please note that milestones were not established in the CAP. 3.0 FREE PRODUCT REMOVAL Free product has not been historically present in monitoring wells. 4.0 NATURAL ATTENUATION / NATURAL SOURCE ZONE DEPLETION STATUS A pump-and-treat system was installed in 1999 and operated periodically until it was shut down in April 2017. RW-1 appears to have been concreted up, RW-4 and MW-23 could not be located. MW-6R could not be sampled, due to an obstruction above the water in the well. Ground water flow was generally towards the northeast with a horizontal gradient of approximately 0.009 feet per foot.  On April 24, 2023, water supply well WSW-Little was sampled. WSW-Lineberger could not be sampled as their well was inactive, according to the tenant at the property. Concentrations of benzene, toluene, ethylbenzene, xylenes, naphthalene, 1,2-dichloroethane, di- isopropyl ether, n-propylbenzene, 1,2,4-trimethylbenzene, and/or 1,3,5-trimethylbenzene that exceeded the MACs were reported in the ground water samples collected from monitoring wells MW-10R, MW-11R, and MW-22. The assessment was conducted based on the scope of work and level of effort desired by the NCDEQ and with resources adequate only for that scope of work. Our findings have been developed in accordance with generally accepted standards of environmental practices in the State of North Carolina, available information, and our professional judgment. No other warranty is expressed or implied. The data that is presented in this report is indicative of conditions that existed at the precise locations sampled and at the time the samples were collected. In addition, the data obtained from samples would be interpreted as being meaningful with respect to parameters indicated in the laboratory report.
