HomeMy WebLinkAbout20050 Rite Aid Soil Management Options _Reeve LCID_20200807Via Email August 7, 2020 NCDEQ – Division of Waste Management Brownfields Program 1646 Mail Service Center Raleigh, NC 27699-1646 Attention: Ms. Carolyn Minnich Re: Soil Management Options CAMP North End Rite Aid & Former Charlotte Army Missile Plant Brownfields Properties Charlotte, North Carolina BPN: 20050-16-060 & 11044-07-060 H&H Job No. ATL-003 Dear Carolyn: In an approval letter dated January 14, 2020, the North Carolina Department of Environmental Quality (DEQ) Brownfields Program and DEQ Solid Waste Section (SWS) granted approval for various soil export options for the CAMP North End CIP Road Improvement Project (Site). All soils were approved for disposal at a municipal solid waste landfill. Soils without detected concentrations of volatile organic compounds (VOCs) or semi-VOCs which exceed the preliminary soil remediation goals (PSRGs) were also approved by DEQ for disposal at the 1516 Statesville Avenue site, Charlotte Douglass International Airport (CLT) landfill, and construction and demolition (C&D) landfills. The approval letter also indicated that other soil export options may be available pending similarity of metals concentrations with Site soils and DEQ approval. In an effort to expand soil management options for the Site, H&H completed background soil assessment activities on July 28, 2020 at Reeve’s Landfill (2323 Salome Church Road, Charlotte, North Carolina) and the inactive hazardous waste site owned by Blythe Construction (2911 N. Background soil assessment activities were completed in accordance with the July 24, 2020 email correspondence with DEQ. At Reeve’s Landfill, H&H advanced five (5) shallow soil borings to a depth of two feet below ground surface (bgs) using a decontaminated hand auger in locations where the landfill would likely place exported CAMP North End soils. Soil from the borings were logged for lithologic description, observed for visual and olfactory evidence of impacts, and screened for the presence of volatile organic vapors with a calibrated photoionization detector (PID). A summary of soil screening observations is presented as Table 1. A grab soil sample was collected from each shallow soil boring from a depth of 0-2 ft bgs and submitted under proper chain of custody to Waypoint Analytical laboratory for analysis of Resource Conservation and Recovery Act (RCRA) metals (EPA Method 6020) and hexavalent chromium (EPA Method 7199). The Reeve’s Landfill shallow soil boring locations are depicted on Figure 1. At the Blythe property, H&H advanced three (3) shallow soil borings utilizing methodology similar to shallow soil sample collection at Reeve’s Landfill. Shallow soil samples collected at the Blythe property were submitted under proper chain of custody to Waypoint Analytical laboratory for analysis of arsenic (EPA Method 6020) and hexavalent chromium (EPA Method 7199). The Blythe property shallow soil boring locations are depicted on Figure 2. As documented in the H&H In-situ Soil Characterization Report dated November 6, 2019, background concentrations of the metals arsenic and hexavalent chromium exceeded PSRGs in one or more samples at the Site. No other metals were detected above PSRGs in soil samples reported in the In-situ Soil Characterization Report. Laboratory analytical results from samples collected at Reeve’s Landfill indicate concentrations of arsenic ranging from 1.9 mg/kg to 3.0 mg/kg and hexavalent chromium concentrations ranging from <0.24 mg/kg to 0.43 J mg/kg. A tabular summary of shallow soil sample analytical results is presented in Table 2. Laboratory analytical data is attached as Attachment A. H&H compared the detected Reeve’s Landfill and Blythe property metals concentrations with Site analytical data. As documented in the In-situ Soil Characterization Report, concentrations of arsenic (ranging from 0.79 mg/kg to 5.01 mg/kg) and hexavalent chromium (ranging from <0.296 to 1.84 mg/kg) detected at the Site are consistent with naturally occurring background concentrations and are below protection of groundwater PSRGs. Comparison of Site soil analytical data with soil analytical data of Reeve’s Landfill and the Blythe property indicates that concentrations of arsenic and hexavalent chromium (comparison provided in Table 3) are generally similar between all three sites. As such, H&H is requesting that DEQ Brownfields Program and DEQ SWS grant approval for both the Reeve’s Landfill and the Blythe property as additional export options for Site soils previously approved for disposal at the 1516 Statesville Avenue, CLT, and C&D landfill sites.
