PURPOSE OF SITE VISIT:

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. A Pre-Operation Inspection was conducted on May 30, 2023, by Section staff Andrew Hammonds and David Powell. They met with Bryan Leggett and Jerry Austin, with Richmond County, onsite to tour the new site. Signage was needing to be updated to meet rule in new permit, confirmation of these changes were sent via
email by Mr. Leggett on 6/1/2023. An engineers letter confirming site was built to approved specifications was also needed, and this was provided by Smith and Gardner Mike Brinchek via email to Section Permitting and Mr. Hammonds and Mr. Powell on 6/1/2023. The Air Curtain Incinerator (ACI) site has been constructed and
is ready to receive waste. Please follow up with Division of Air Quality on their requirements.

2. Cones were in place, over installed metal rods, for Edge of Waste (EOW) markers and to outline waste storage onsite. Good job. Please maintain these and add additional traffic control measures as needed. Stormwater pond looked good as well. Water was being pumped out from a power line trench before it was filled back in
with soil.
