The North Carolina Department of Environmental Quality — Division of Waste Management, Solid
Waste Section (Section) has reviewed and approved the closure cost estimate for the proposed scrap tire
processing facility in Wilson, NC. Prior to American Tire Distributors, Inc (ATD)'s pre -operation
meeting, ATD will be required to establish and provide their financial assurance mechanism(s) to the
Section. The permit information within this correspondence is for establishing financial assurance only
and does not allow operation activities at the Wilson Site without a signed permit to operate from the
Section.

• Surety Bond and Standby Trust
• Irrevocable Letter of Credit and Standby Trust
• Funded Trust
• Corporate Test
• Corporate Guarantee
• Insurance (not widely used)

approval before finalizing the mechanism.
