Services were authorized by the North Carolina Environmental Quality (NCDEQ) Task Authorization (TA) #03, accepted January 13, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Gauge and sample one (1) on-site monitoring well (MW-1); • Analyze the groundwater sample from MW-1 and one trip blank per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE); and • Prepare a letter report documenting the findings. The Rural Hall Shell, Inc. site is located at 7890 Broad Street, Rural Hall, Forsyth County, NC (See Figure 1 in Attachment A). CATLIN conducted field activities on February 1, 2023 in accordance with the approved TA and the pre-prepared Health and Safety Plan (HASP). Potential hazards were evaluated before beginning field work and documented on an electronic Job Hazard Analysis (JHA) form, provided in Attachment B. Photographs from the site activities are presented in Attachment C. While light non-aqueous phase liquid (LNAPL, aka free product) was not measured in MW-1, there appeared to be potential globules of product in the first bailer obtained from the top of the water column. CATLIN Engineers and Scientists CATLIN Project No. 222159 February 2023 Groundwater Gauging On February 1, 2023, CATLIN personnel gauged monitoring well MW-1 using an electronic groundwater interface probe. Gauging data was recorded on an electronic field data sheet using a tablet device. A copy of the field data sheet is included in Attachment B. Gauging procedures were performed in general accordance with NCDEQ Guidelines and Environmental Protection Agency (EPA) Region 4 Operating Procedures. Depth to water was 19.67 feet below top of casing. Gauging results are presented in Table 1 (Attachment D) and the location of monitoring well MW-1 is illustrated on Figure 2 (Attachment A). Groundwater Sampling Following gauging, MW-1 was sampled in accordance with NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining a representative groundwater sample, the well was purged by removing a minimum of three well volumes. Groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). The Aqua TROLL measured specific conductivity, pH, oxidation reduction-potential (ORP), dissolved oxygen, and temperature, which were recorded utilizing the VuSitu mobile application (version 1.17.12). Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. A copy of the groundwater sampling form is available in Attachment B. After a minimum of three well volumes were removed (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A laboratory-provided trip blank was maintained in the cooler for the duration of the event. The groundwater sample and laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Attachment E. Groundwater Sample Results On February 1, 2023, a sample was collected from monitoring well MW-1. The sample was submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). Laboratory analysis revealed that no analyte concentrations were detected above their Gross Contaminant Levels (GCL). Analytical results reported the following targeted analytes in the MW-1 sample at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS): benzene, n-butylbenzene, ethylbenzene, isopropylbenzene, p-isopropyltoluene, MTBE, naphthalene, n-propylbenzene, styrene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and total xylenes. One laboratory-provided trip blank was submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). No targeted analytes were detected in the sample. A copy of the complete laboratory report and chain of custody documentation is presented in Attachment E. Recommendations CATLIN recommends conducting a semi-annual sampling event. If no measurable LNAPL is encountered and groundwater concentrations are below GCL, the site may be closed after filing a Notice of Residual Petroleum.
