(ATC) has completed a Groundwater Monitoring Report for the Marley’s Exxon site. This report documents the groundwater sampling activities conducted at the site in January 2023. The activities were performed based on a December 20, 2022, Task Authorization (TA-03) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A between NCDEQ and ATC. The former Marley’s Exxon site is located at 2445 Old Highway 421 in Staley, Randolph County, North Carolina. The site is currently vacant and is developed with a dilapidated single-story building. The former UST system consisted of one 1,000-gallon gasoline UST, one 6,000-gallon gasoline UST, and one 4,000- gallon diesel UST. The UST system was closed by removal in 1999 and 2001. Three monitoring wells (MW- 1R, MW-2, and MW-3) are associated with the site. One inactive water supply well (WSW-1) is also located on the property. Previous assessment activities have identified five active potable, one irrigation, and two inactive water supply wells within 1,000 feet of the site. Municipal water is not available to the site or vicinity. On January 20, 2023, ATC personnel collected groundwater samples from monitoring wells MW-1R, MW- 2, and MW-3, as well as offsite water supply well WSW-2. Light non-aqueous phase liquid (LNAPL) was not detected during the event. Petroleum constituents were detected above the Title 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards) in MW-1R, but below their Gross Contaminant Levels (GCLs). Monitoring well MW-3 and water supply well WSW-2 did not contain compounds above the method detection limits. A comparison of the analytical results from the current sampling event (January 2023) to the previous sampling event (January 2022) indicated a decrease in petroleum constituent concentrations in MW-1R and MW-2. ATC recommends performing an updated receptor survey, as the most recent survey was performed in 2004, to determine current receptors and the feasibility of connecting water supply wells to a municipal water source. 3.0 SITE DESCRIPTION 3.1 SITE CHARACTERIZATION The former Marley’s Exxon site is located at 2445 Old Highway 421 in Staley, Randolph County, North Carolina. The site formerly operated as a petroleum retail facility and is currently vacant with a dilapidated single-story building. The former UST system consisted of one 1,000-gallon UST, one 6,000-gallon gasoline UST, and one 4,000-gallon diesel UST. The UST system was closed by removal in 1999 and 2001. Three monitoring wells (MW-1R, MW-2, and MW-3) are associated with the site. One inactive water supply well (WSW-1) is also located on the property. Properties surrounding the site are used for residential and agricultural purposes or is undeveloped land. A rock quarry is located west of the site. A site topographic map is included as Figure 1. Previous assessment activities at the site have identified five active potable water supply wells and one irrigation well located within 1,000 feet of the site. Water supply well ownership information is included in Table 1 and a site map depicting monitoring well locations and other pertinent site features is included as Figure 2. A potential receptor map is included as Figure 3. 3.2 SITE BACKGROUND On November 8, 1999, one 1,000-gallon gasoline UST was closed by removal at the site. A 20-Day Report, dated November 22, 1999, indicated that the UST was in good condition, but soil contamination was evident by a strong petroleum odor in the soils overlying and surrounding the UST and product line. Additionally, laboratory analysis detected petroleum hydrocarbons exceeding the regulatory standards in soil samples Marley’s Exxon March 10, 2022 Page 3 of 5 ATC Project No. SLC2094603 NCDEQ State Lead Program collected beneath the UST and product line. No attempt was made to excavate contaminated soils during the UST closure activities. Cedar Rock Environmental completed a Phase I Limited Site Assessment (LSA) at the site in April 2000. The LSA indicated the presence of petroleum hydrocarbons at concentrations exceeding the regulatory levels for soil and groundwater. The LSA report also indicated that municipal water was not available in the vicinity of the site and that several water supply wells were identified within 1,000 feet of the site. One Type II monitoring well (MW-1) was installed adjacent to the former 1,000-gallon UST basin. MW-1 was installed to a depth of 40 feet below ground surface (bgs) using air rotary. Bedrock was encountered at 20 feet bgs. Groundwater was subsequently recorded at 8 feet bgs. On August 27, 2001, one 3,000 gallon diesel UST and one 6,000-gallon gasoline UST were removed, and approximately 200 cubic yards of suspect petroleum impacted soil were excavated and removed from the site. The soil samples collected from the vicinity of the UST, and associated lines and dispensers, during removal contained petroleum hydrocarbons greater than the regulatory levels. On October 28, 2004, Withers & Ravenel (W&R) abandoned MW-1, which was previously installed at the site in 2000, and installed three Type II monitoring wells (MW-1, MW-2 and MW-3). W&R sampled the three newly installed wells and two water supply wells. The monitoring well sampling results indicated petroleum hydrocarbon concentrations greater than the 2L Standards. The water supply well samples did not contain petroleum hydrocarbons above the 2L Standards. W&R also performed an updated receptor survey of the surrounding area. Nine water supply wells were identified within 1,000 feet of the site. The closest surface water body is an intermittent tributary to Rocky River, located approximately 400 feet northeast of the site. On December 16, 2005, W&R sampled the three monitoring wells, MW-1, MW-2 and MW- 3, and the results indicated petroleum hydrocarbons at levels greater than the 2L Standards in each well. Water supply well WSW-5 was sampled in March 2007 by W&R and the laboratory results reported methyl tert butyl ether (MTBE) at a concentration of 18 micrograms per liter (µg/L). On March 4, 2010, Agra Environmental (Agra) collected samples from monitoring wells MW-1, MW-2 and MW-3, and water supply wells WSW-2, WSW-3, WSW-5 and WSW-7. No petroleum hydrocarbons were detected greater than laboratory reporting limits in the water supply well samples. Samples collected from monitoring wells MW-1 and MW-2 contained petroleum hydrocarbons greater than the 2L Standards. On March 29, 2011, S&ME performed monitoring and water supply well sampling. The laboratory analytical results indicated that groundwater samples from monitoring wells MW-1, MW-2 and MW-3 contained multiple petroleum constituents at concentrations greater than their respective 2L Standards. No contaminant concentrations exceeded the GCLs. No petroleum constituents were detected in water supply well samples WSW-2, WSW-3, WSW-6, WSW-7, WSW-8 and WSW-9. A sample was not collected from water supply well WSW-1 because the well could not be located, the site was vacant, and the well was inactive. On May 31, 2011, S&ME sampled water supply well WSW-5. Analytical results reported a MTBE concentration of 25 µg/L, which exceeds the 2L Standard of 20 µg/L. During the water supply well sampling event, S&ME personnel determined that WSW-5 is not used as a potable water supply well but was being used to wash and process stone for the Southern Aggregates Company. On January 31, 2014, S&ME performed monitoring and water supply well sampling. S&ME was unable to locate MW-1. The laboratory analytical results indicated that the groundwater sample from monitoring well MW-2 contained multiple petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-3 exceeding the 2L Standards. On February 7, 2014, S&ME collected samples from water supply wells WSW-2, WSW-3, WSW-6, WSW- 7, WSW-8, and WSW-9. No compounds were detected at concentrations greater than the laboratory method reporting limits. Marley’s Exxon March 10, 2022 Page 4 of 5 ATC Project No. SLC2094603 NCDEQ State Lead Program On August 12, 2015, S&ME installed MW-1R to replace missing monitoring well MW-1. On August 19, 2015, S&ME sampled the monitoring wells and WSW-6. S&ME subsequently sampled water supply wells WSW-2, WSW-3, and WSW-9 on September 29, 2015. The laboratory analytical results indicated that groundwater samples from monitoring well MW-1R and MW-2 contained multiple petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-3, WSW- 2, WSW-3, WSW-6, or WSW-9 greater than the laboratory method reporting limits. On November 15, 2017, S&ME sampled monitoring wells MW-1R, MW-2, and MW-3. The laboratory analytical results indicated that groundwater samples from monitoring wells MW-1R and MW-2 contained petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-3 greater than the laboratory method reporting limits. On November 25, 2019, S&ME sampled monitoring wells MW-1R, MW-2, and MW-3 and water supply well WSW-2. Water supply wells WSW-3, WSW-6, WSW-7, and WSW-9 were not sampled as access could not be obtained prior to the sampling event. The laboratory analytical results indicated that groundwater samples from monitoring well MW-1R and MW-2 contained petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-3 exceeding the 2L Standards. No constituents were detected in WSW-2 greater than the laboratory method reporting limits. On January 18, 2021, ATC sampled monitoring wells MW-1R, MW-2, and MW-3 and water supply well WSW-2. The laboratory analytical results indicated that groundwater samples from monitoring well MW-1R contained petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-2 or MW-3 exceeding the 2L Standards. No constituents were detected in WSW-2 greater than the laboratory method reporting limits. On January 13, 2022, ATC sampled monitoring wells MW-1R, MW-2, and MW-3 and water supply well WSW-2. The laboratory analytical results indicated that groundwater samples from monitoring wells MW- 1R and MW-2 contained petroleum constituents at concentrations greater than their respective 2L Standards. No constituents were detected in MW-3 exceeding the 2L Standards. No constituents were detected in WSW-2 greater than the laboratory method reporting limits. 4.0 GROUNDWATER ASSESSMENT ACTIVITIES 4.1 GROUNDWATER LEVELS On January 20, 2023, groundwater level measurements and samples were collected from monitoring wells MW-1R, MW-2, and MW-3. LNAPL was not observed in the gauged monitoring wells. Depth to groundwater measurements ranged from 3.67 feet bgs in MW-2 to 6.20 feet bgs in MW-1R. Monitoring well construction details and groundwater elevation data are summarized in Table 2. Field parameter data including temperature, conductivity, pH, and oxygen reduction potential were recorded during the sampling event and are included in Table 3. A groundwater elevation contour map generated using the January 20, 2023 groundwater elevation data is included as Figure 4. This figure indicates that the direction of groundwater flow at the site is to the east/southeast, which is consistent with the previous sampling event performed in January 2022. However, the groundwater flow direction in January 2021 was to the northeast. Field notes from the sampling event are included in Appendix A. Photographs of the monitoring well locations are included in Appendix B. 4.2 GROUNDWATER QUALITY On January 20, 2023, groundwater samples were collected from monitoring wells MW-1R, MW-2, and MW- 3, as well as water supply well WSW-2. A field blank sample (FB-1) was also collected during the sampling event. Samples were collected in laboratory-approved containers, packed in ice and delivered under chain of custody protocol to SGS North America, Inc (SGS), in Scott, Louisiana for analyses. Groundwater samples were analyzed for volatile organic compounds (VOCs) by Method 6200B. Marley’s Exxon March 10, 2022 Page 5 of 5 ATC Project No. SLC2094603 NCDEQ State Lead Program Analytical results indicated benzene (53.8 µg/L) and naphthalene (227 µg/L) above the 2L Standard in MW- 1R. No constituents were detected in MW-2 exceeding the 2L Standards. No constituents were detected in MW-3 or WSW-2 above the laboratory method detection limits. No contaminant concentrations exceeded the GCLs. Current monitoring well groundwater analytical data is summarized in Table 4. Historical monitoring well groundwater analytical data is summarized in Table 5. Water supply well analytical data is summarized in Table 6. Based on the results, the groundwater plume is not horizontally delineated in the downgradient direction. The plume is also not vertically delineated. A comparison of the analytical results from the current sampling event (January 2023) to the previous sampling event (January 2022) indicated a decrease in petroleum constituent concentrations in MW-1R and MW-2. A dissolved benzene isoconcentration contour map is included as Figure 5. An additional contaminants of concern map depicting concentrations exceeding the 2L Standards is included as Figure 6. The laboratory analytical report and chain-of-custody form are included in Appendix C. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was concluded that samples were received by the laboratory in acceptable condition and properly preserved. Samples were analyzed within the correct holding times, and the chain of custody was properly completed by all parties. The laboratory QC report shows an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. A field blank sample (FB-1) was collected during the January 2023 sampling event. Laboratory analysis detected acetone in the field blank sample. Acetone is a known laboratory contaminant and is not typically associated with petroleum releases. Refer to the laboratory report in Appendix C for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC completed a Groundwater Monitoring Report documenting the January 2023 groundwater sampling activities at the Marley’s Exxon site located at 2445 Old Highway 421 in Staley, Randolph County, North Carolina. Groundwater samples were collected from monitoring wells MW-1R, MW-2, and MW-3, as well as water supply well WSW-2. LNAPL was not detected in the gauged monitoring wells. Monitoring wells MW-1R contained compounds exceeding the 2L Standards. No constituents were detected in MW-2 exceeding the 2L Standards. However, none of the compounds in MW-1R exceeded the GCLs. Laboratory analysis did not detect any compounds in monitoring well MW-3 or water supply well WSW-2 at concentrations exceeding the method detection limits. ATC recommends performing an updated receptor survey, as the most recent survey was performed in 2004, to determine current receptors and the feasibility of connecting water supply wells to a municipal water source.
