(ATC) has completed a Federal/State-Lead Groundwater Monitoring Report (GMR) documenting a November 7, 2017, monitoring event of seven on-site monitoring wells at Williams Grocery, located at 2425 US Highway 21, Hamptonville, Yadkin County, North Carolina. The groundwater monitoring event is being performed based on an October 2, 2017, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of the State Lead Contract #N17004 between NCDEQ and ATC. A release was discovered in February 1994, from the UST system during removal of a 2,000-gallon gasoline UST and a 500-gallon kerosene UST. Three 550-gallon gasoline USTs were filled in-place with concrete, and were later removed. ATC collected groundwater samples from seven site-related monitoring wells. Monitoring well MW-8 was scheduled to be sampled, however, it could not be located. The groundwater monitoring wells were gauged for depth to water, purged, and sampled. Free product was not detected in the monitoring well network. ATC also collected samples from water supply wells located at 2425 US Highway 21 (site/WSW-1), 1704 Hamptonville Road (WSW-3). Wells located at 1708 Hamptonville Road (WSW-5), and 1717 Hamptonville Road (WSW-6) could not be sampled due to occupant absence. The well located at 2405 US Highway 21 (WSW-7) could not be sampled due to ATC being unable to gain approval from the property owner at the time of sampling. The groundwater and water supply well samples were analyzed for volatile organic compounds (VOCs). Concentrations were compared to the North Carolina Groundwater Standards (2L Standards; Title 15A, NCAC, Subchapter 2L, Part .0202) and Gross Contaminant Levels (GCLs). The findings from the groundwater monitoring event indicate the following:  Free-phase petroleum product was not observed in the groundwater monitoring network;  Petroleum constituents were not detected in any of the sampled water supply wells;  Concentrations of benzene and 1,2-dibromoethane were detected above GCLs in monitoring wells MW-1 and MW-3;  Monitoring well MW-1 contained concentrations of 1,2-dichloroethane and methyl tertiary butyl ether (MTBE) above GCLs;  Monitoring well MW-1 contained concentrations of 13 additional compounds above 2L Standards;  Monitoring well MW-2 contained four compounds above 2L Standards;  Monitoring well MW-3 contained seven compounds above 2L Standards;  Monitoring well RW-1 contained concentrations of five compounds above 2L Standards;  Monitoring well MW-5 did not contain any compounds above 2L Standards;  Monitoring wells MW-4 and MW-6 did not contain detectable concentrations of petroleum compounds. Based on the detected concentrations, ATC recommends the installation of air sparge wells for use during aggressive fluid vapor recovery (AFVR) events. The air sparge wells would be used to volatilize petroleum concentrations for collection during future events. Bioremedial and Federal-State Lead Groundwater Monitoring Report June 29, 2018 Williams Grocery – NCDEQ Incident #15063 ATC Project #SLP1506301 6 bioaugmentation methods including enzyme injections or chemical oxidation should be considered to reduce dissolved phase petroleum concentrations. 3.0 SITE DESCRIPTION 3.1 Site Characterization The NCDEQ retained ATC to provide environmental consulting services for Williams Grocery, located at 2425 US Highway 21, Hamptonville, Yadkin County, North Carolina. Figure 1 depicts the site location on a topographic map. The site is currently vacant with a residential structure on the property. 3.2 Site Background The site formerly utilized a UST system consisting of one (1) 2,000-gallon gasoline UST, three (3) 550-gallon gasoline USTs, and one (1) 550-gallon kerosene UST. The 2,000-gallon gasoline UST and the 550-gallon kerosene UST were removed from the ground in February, 1994. The three 550-gallon gasoline USTs were initially closed in place due to stability of nearby foundations. Closure sampling was performed during tank closure activities. Total petroleum hydrocarbon (TPH) concentrations ranged from 42 parts per million (ppm) as gasoline range organics (GRO), to 25,000 ppm as GRO and diesel range organics (DRO). Groundwater monitoring wells MW-1 through MW-3 were installed and sampled in November, 1996. Free product was detected in monitoring wells MW-1 and MW-3 during initial sampling. Petroleum compounds were detected in monitoring well MW-2 at concentrations that exceeded the 2L Standard. The three USTs that were filled with concrete were removed in February 1997. During excavation activities, 144 tons of petroleum impacted soils were removed. Vertical and horizontal extent sampling detected concentrations ranging from 2,500 ppm to 13,000 ppm TPH GRO. Monitoring wells MW-4 through MW-11 were installed and sampled in April 1998. Initial sampling indicated concentrations above 2L Standards in monitoring wells MW-4, MW-5, MW- 8, and MW-9. Monitoring well RW-1 was installed in June 2010 in the source area. Initial sampling of well RW-1 showed concentrations of benzene, MTBE, and 1,2-Dibromoethane above 2L Standards and GCLs. Eleven additional compounds were detected above 2L Standards in the well. A Groundwater Monitoring Report completed by TerraQuest in June 2012, identified 11 potable water supply wells within 1,000 feet of the site. According to prior reports, a Point-of-Entry (POE) filtration system was installed on water supply well WSW-1. Subsequent groundwater monitoring events have been performed at the site. Monitoring wells MW-7 through MW-11 could not be located for multiple sampling events. The most recent groundwater monitoring event, performed in 2015, detected free product in monitoring well MW-3 and RW-1. Concentrations of petroleum compounds exceeded 2L Standards in monitoring well MW-2. According to a Groundwater Monitoring Report completed by S&ME, approximately 18 aggressive fluid vapor recovery (AFVR) events were completed at the site from June 1997, through November 1998. According to prior reports provided to ATC, approximately four MMPE events were performed at the site from July 2001 through August 2004. An MMPE event was most recently completed at the site as part of S&ME’s 2016 field activities from June 20, 2016, to June 24, 2016. According to data from the Groundwater Monitoring Report, the five MMPE events generated 2,068 gallons of hydrocarbons as free product and as vapors. 3.3 Site and Regional Geology According to the Geologic Map of North Carolina, produced by the State of North Carolina in 1985, the site lies in the Brushy Mountains of the Inner Piedmont Physiographic Province. The rock type at the site has been identified as metamorphosed granitic rock. The shallow subsurface in most areas of the Piedmont contains residual soil overburden, including structure-free residuum, saprolite, and partially weathered rock (PWR) that derive from in-place weathering of the crystalline bedrock. In areas near creeks and rivers, alluvium derived from weathered residual soil is often present and such material may be present near drainages at the property. Saprolite and PWR typically contain some relict structures from the original rock material. Depth to rock ranges from ground surface at occasional outcrops to depths greater than 100 feet in areas of easily weathered rock. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined, or water table, aquifer and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. The bedrock fractures or other planar features generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water and soil weight normally results in pressure that causes water in a borehole which intersects a fracture or other feature to rise above the elevation of the fracture or feature. Such features may not occur on predicable trends, at the same elevations, or even be present or directly connected in separate boreholes. In areas adjacent to creeks the bedrock groundwater generally discharges to the residuum or alluvium and then into the surface water. In upland areas away from surface water drainages, the bedrock aquifer is generally Federal-State Lead Groundwater Monitoring Report June 29, 2018 Williams Grocery – NCDEQ Incident #15063 ATC Project #SLP1506301 8 recharged by downward infiltration of residuum or alluvial aquifer water at locations where fractures intersect the bedrock surface. For sites in the Piedmont, when gradient conditions are discussed, upgradient sites are in locations which could, based on topographic analysis, have shallow groundwater migration from them toward the project site. Side-gradient sites are nearby sites with equivalent elevation to the project site, which would be unlikely to have groundwater migration from them toward the project site, and downgradient sites are nearby sites which likely receive groundwater migration from beneath the project property. In most cases for the property, much of the surrounding area, and especially areas to the north, would be considered uppgradient. Based on groundwater gauging data from the November 7, 2017, groundwater monitoring event, groundwater is expected to flow to the south-southeast toward a tributary to South Deep Creek. Groundwater depth ranged from approximately 20.91 feet below ground surface (ft bgs) in monitoring well MW-6, to 25.12 ft bgs in monitoring well MW-4. 4.0 GROUNDWATER CHARACTERIZATION 4.1 Water Supply Wells Eleven water supply wells have been previously identified within 1,000 feet from the site. Figure 2 depicts the location of the water supply wells on an aerial overlay with radial distances from the site. Table 1 summarizes water supply well information. ATC also collected samples from water supply wells located at 2425 US Highway 21 (site/WSW-1), 1704 Hamptonville Road (WSW-3). Wells located at 1708 Hamptonville Road (WSW-5), and 1717 Hamptonville Road (WSW-6) could not be sampled due to occupant absence. The well located at 2405 US Highway 21 (WSW-7) could not be sampled due to ATC being unable to gain approval from the property owner at the time of sampling. Each water supply well sample was collected from outdoor spigots after the spigot was allowed to purge for five minutes. The water samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Con-Test Analytical laboratory in East Longmeadow, Massachusetts. Sample analytical results from supply well sampling did not identify detectable concentrations of petroleum constituents. Table 2 summarizes current water-supply well analytical results, and Table 3 summarizes historical water supply well analytical results. Field notes from the November 7, 2017, groundwater monitoring event are presented in Appendix A. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory reports was conducted. During the review, it was found that the samples were received from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the lab report, and the chain of custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for each method that was used for the original samples. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for each analytical method. A field blank was also analyzed during groundwater monitoring activities. Refer to the laboratory reports in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. Free product was not observed in the monitoring well network. Figure 3 depicts a site map. Monitoring well construction details are included in Table 4. An oil/water interface probe was used to measure the depth to groundwater from the top of well casing (TOC) in each well. Depth to groundwater elevation data is summarized in Table 5. Based on groundwater gauging data from the November 7, 2017, groundwater monitoring event, groundwater is expected to flow to the south-southeast toward a tributary to South Deep Creek. Historical data has generally shown groundwater flow to the east. Figure 5 depicts a groundwater elevation contour map. Field notes from the November 7, 2017, groundwater monitoring event are presented in Appendix A. 4.3 Groundwater Quality On November 7, 2017, groundwater samples were collected from monitoring wells MW-1 through MW-6. Monitoring well MW-8 could not be located during the groundwater monitoring event. During sampling activities, a three-volume well purge was implemented prior to groundwater sample collection to ensure collection of representative groundwater samples. The groundwater samples were collected in laboratory-supplied, preserved containers; entered into chain of custody control; placed on ice; and shipped to North Carolina accredited Con-Test Analytical laboratory in East Longmeadow, Massachusetts. The groundwater samples were analyzed by EPA Method 6200B for VOCs including petroleum constituents. The analytical report is included in Appendix B. Groundwater field parameters including temperature, dissolved oxygen, conductivity, pH, and oxidation reduction potential were measured during the monitoring event. Field parameter readings for each well are presented in Table 6. Current and historical groundwater analytical results are summarized in Tables 7 and 8, respectively. The groundwater analytical results were compared to the 2L Standards and GCLs. Groundwater analytical results indicated the following:  Free-phase petroleum product was not identified in the groundwater monitoring network;  Benzene was detected above GCLs in monitoring wells MW-1 and MW-3 at concentrations of 27,000 micrograms per liter (µg/L) and 21,000 µg/L, respectively;  1,2-dibromoethane was detected above GCLs in monitoring wells MW-1 and MW-3 at concentrations of 1,500 µg/L and 1,200 µg/L, respectively;  Monitoring well MW-1 contained concentrations of 1,2-dichloroethane and MTBE above GCLs at concentrations of 3,300 µg/L and 30,000 µg/L, respectively;  Monitoring well MW-1 contained concentrations of acetone (31,000 µg/L), diisopropyl ether (540 µg/L), ethylbenzene (2,700 µg/L), 2-hexone (1,600 J µg/L), isopropylbenzene (96 J µg/L), methyl ethyl ketone (15,000 µg/L), naphthalene (820 µg/L), n-propylbenzene (260 µg/L), styrene (210 µg/L), toluene (34,000 µg/L), 1,2,4-trimethylbenzene (2,100 µg/L), 1,3,5-trimethylbenzene (540 µg/L), and total xylenes (14,200 µg/L) above 2L Standards;  Monitoring well MW-2 contained benzene (74 µg/L), naphthalene (39 µg/L), toluene (1,000 µg/L), and total xylenes (680 µg/L) above 2L Standards; Federal-State Lead Groundwater Monitoring Report June 29, 2018 Williams Grocery – NCDEQ Incident #15063 ATC Project #SLP1506301 1  Monitoring well MW-3 contained ethylbenzene (3,500 µg/L), naphthalene (1,300 µg/L ), n- propylbenzene (420 J µg/L), toluene (41,000 µg/L), 1,2,4-trimethylbenzene (3,500 µg/L), 1,3,5-trimethylbenzene (980 µg/L), and total xylenes (20,800 µg/L) above 2L Standards;  Monitoring well RW-1 contained benzene (69 µg/L), 1,2-Dibromoethane (0.73 µg/L), 1,2- dichloroethane (23 µg/L), 1,2-dichloropropane (0.96 µg/L), and MTBE (27 µg/L ) above 2L Standards;  Monitoring well MW-5 contained a concentration of benzene below 2L Standards. The concentration of benzene was the only compound detected in monitoring well MW-5;  Monitoring wells MW-4 and MW-6 did not contain detectable concentrations of petroleum compounds. Figures 5 through Figure 10 depict isoconcentration contour maps for benzene, toluene, ethylbenzene, total xylenes, MTBE, and naphthalene, respectively. Figure 11 depicts additional concentrations of petroleum constituents above 2L Standards, and GCLs if applicable. The QA and QC measures and conditions applicable to the water supply well monitoring, as discussed in section 5.1, also apply to the monitoring well sampling. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC has completed a Federal/State Lead GMR documenting November 7, 2017 groundwater monitoring event for Williams Grocery, located at 2425 US Highway 21, Hamptonville, Yadkin County, North Carolina. No concentrations of petroleum constituents were detected in any of the sampled water supply wells. Free product was not observed in the groundwater monitoring network. The plume appears to be delineated and is stable based on groundwater concentrations detected in the monitoring well network. The groundwater monitoring event identified remaining impact above GCLs and 2L Standards. Prior MMPE events have been effective at removing free product in the monitoring well network; however, it appears that the MMPE events have not had a drastic effect on reducing dissolved phase concentrations. Based on the detected concentrations, ATC recommends the installation of air sparge wells for use during AFVR events. The air sparge wells would be used to volatilize petroleum concentrations for collection during future events. Bioremedial and bioaugmentation methods including enzyme injections or chemical oxidation should be considered to reduce dissolved phase petroleum concentrations.
