Laboratory analytical results from the October 2015 monitoring event indicate that targeted compounds were detected in MW-1, MW-3, and MW-5 above North Carolina 2L Groundwater Quality Standards (NC2LGWQS), but concentrations did not their exceed respective Gross Contamination Levels (GCLs). Static water levels indicate that the groundwater flows northwest across the site. Analytical results indicate the leading edge of the plume is located between MW-5 and the newly installed monitoring wells. No Free product was detected in the monitoring wells. In general, concentrations of targeted compounds increased slightly since the previous sampling event. ECS recommends continued annual groundwater sampling at the site. 2.0 PROJECT INFORMATION The subject site, Kodell’s Grocery, is located off of NC Highway 89 across the street from Francisco Elementary School in Westfield, Stokes County, North Carolina (Figure 1). The area around the site is a rural mixed residential and farm use area east of Westfield, North Carolina (Figure 2). The building on site and adjacent lot are vacant. Three 1,000-gallon gasoline USTs and one 555-gallon kerosene UST were operated on the site. Based on information provided to ECS, the four USTs were removed from the site in January 1994. Samples collected after the underground storage tanks (USTs) were removed indicated impact by Total Petroleum Hydrocarbons Gasoline Range Organics (TPH GRO) beneath the gasoline and kerosene tanks. A Phase II Limited Site Assessment (LSA) was conducted in 2010 by Agra Environmental. Four monitoring wells (MW-1, MW-2, MW-3, and MW-4) were installed at the site and sampled in 2010. Groundwater analytical results indicated compounds above the NC2LGWQS in samples collected from monitoring wells MW-1 and MW-3. Nine water supply wells were located within 1,000 feet of the site and public water is not available in the vicinity of the site. Eight of the nine water-supply wells are active and used as potable water sources. The location of water supply wells within 500 feet of the release are shown on Figure 3. Water supply well information is summarized in Table 1. A groundwater monitoring event was conducted at the site in February 2012. Analytical results from the sampling event indicated targeted compounds were detected above their respective (NC2LGWQS) in monitoring wells MW-1 and MW-3. It was also determined that the groundwater flowed to the northeast. Another monitoring event was conducted in June 2012. Results indicated targeted compounds were above their respective NC2LGWQS in monitoring wells MW-1 and MW-3. Four water-supply wells were sampled within a 500 foot radius of the site (WSW-0460, WSW-1737, WSW-9974, and WSW-2242). The water supply well on-site (WSW-8279) could not be sampled because it was inactive. Compounds commonly associated with chlorination were detected in the samples obtained from well WSW-9974. In January 2013, groundwater monitoring wells and each active water-supply wells within 500 feet of the site (WSW-0460, WSW-9974, WSW-1737, and WSW-2242) were sampled. Analytical results Groundwater Monitoring Report Kodell’s Grocery 7150 NC Highway 89 Westfield, Stokes County, North Carolina NCDEQ Incident No. 12330 ECS Project No. 09.25088A November 4, 2015 2 indicated that several targeted compounds were detected at concentrations above their respective NC2LGWQS in samples collected from monitoring well MW-1 and MW-3. In September 2014, ECS sampled four groundwater monitoring wells and five water-supply wells in vicinity of the site. Concentrations of targeted compounds were detected in monitoring well MW-1 and MW-3. Analysis of samples obtained from the water supply well at Francisco Elementary School detected two trihalomethanes (THMs) above their respective NC2LGWQS. The THMs are likely associated with the chlorination of drinking water at the school. On September 30,2014, the NCDEQ compiled a Health Risk Evaluation (HRE) for the school well sample. The HRE did not recommend restriction on the use of the water. A copy of the HRE is included in Appendix A. On February 9, 2015, ECS returned to the site to install and sample one Type II groundwater monitoring well north of the MW-3 and MW-4 (MW-5). Concentrations of targeted compound were detected above their respective NC2LGWQS in the sample obtained from MW-5. 3.0 GROUNDWATER ASSESSMENT 3.1 Monitoring Well Installation On October 16, 2015, personnel from ECS mobilized to the site to observe the installation, survey and sample two additional Type II groundwater monitoring wells (MW-6 and MW-7) north of MW-5 (Figure 4). The wells were installed using a Geoprobe® drill rig equipped with solid stem augers. The drilling contractor was 3D Environmental Investigations, LLC. The borings for MW-5 and MW-7 were drilled to a depth approximately 22 and 25 feet below ground surface (bgs), respectively. The Type II wells were constructed with two-inch I.D. Schedule 40 PVC flush-threaded casing and screen. The PVC screen and casing was lowered into the open borehole. A 15 foot length of slotted well screen with machined 0.010-inch slot widths and a threaded bottom plug was installed at the bottom of the borehole for MW-6. A 10 foot section of screen was used in MW-7. The screen was installed to a depth such that the screened interval intersected the estimated groundwater surface as encountered during drilling activities. A solid section of PVC casing was placed above the screened interval and extended to a point just below the ground surface. The annular space around the screen was filled with washed and graded medium sand to approximately two feet above the top of the screen. A minimum two-foot thick seal of bentonite pellets was placed above the sand pack. After placement in the well, the bentonite pellets were allowed to hydrate. After hydrating the bentonite pellets, a bentonite/neat cement mixture was poured down the borehole to fill the annular space from the bentonite seal to the ground surface. The top of the well casing was equipped with a lockable, water-tight well plug and a flush-mounted protective steel cover was installed over the well. Copies of the boring log and well construction diagram are included in Appendix B. Photographs of the monitoring well installation are included in Appendix C. Groundwater Monitoring Report Kodell’s Grocery 7150 NC Highway 89 Westfield, Stokes County, North Carolina NCDEQ Incident No. 12330 ECS Project No. 09.25088A November 4, 2015 3 3.2 Groundwater Flow Measurements On October 16, 2015, ECS measured the static water level (SWL) in five monitoring wells using a decontaminated electronic water level meter. The static water levels and top of casing elevations were used to calculate groundwater flow direction. The static water level measurements can be found on Table 2. 3.3 Monitoring Well Sampling On October 16, 2015, ECS personnel collected samples from five monitoring wells (MW-1, MW-3, MW-5, MW-6, and MW-7). The locations of the wells are shown on Figure 3. Prior to sampling, the wells were purged using a new disposable polyethylene bailer and new length of nylon cord. The wells were developed/purged by evacuating a minimum of three well volumes using the bailer and cord. The wells were developed/purged to remove sand, silt and other fine sediments and to promote communication between the surrounding formation and the sand pack surrounding the well’s screened interval. After purging was completed, the sampler wearing a new pair of disposable nitrile gloves for each sampling point poured the groundwater sample from the bailer into laboratory prepared containers. Each container was labeled and placed in a cooler containing ice to maintain the samples at approximately 4 Celsius. The sample containers were then delivered to Pace Analytical Services, Inc. (Pace) in Huntersville, North Carolina to be analyzed for volatile organic compounds (VOCs) using Standard Method 6200B plus methyl tert butyl ether (MTBE), isopropyl ether (IPE), and ethylene dibromide (EDB). A Chain of Custody Record was maintained and is included in the Appendix D. 3.4 Groundwater Chemistry Prior to collecting the groundwater samples, geochemical parameters (temperature, pH, dissolved oxygen, and conductivity) were measured using a YSI Model 560 meter. The turbidity was observed during the sampling and recorded on the Groundwater Sampling Data Sheets (Appendix E). 4.0 RESULTS 4.1 Groundwater Flow Direction The groundwater flow direction is generally to the northwest across the site (Figure 5). Groundwater at the site is flowing to the northwest under a gradient of 0.0181 ft/ft as determined between MW-1 and MW-6. 4.2 Monitoring Well Sampling Results Laboratory analysis of groundwater samples collected from monitoring wells MW-1, MW-3, and MW-5 detected targeted compounds that exceed their respective NC2LGWQS; however, the concentrations did not exceed their respective GCLs. Laboratory analysis of the samples collected from MW-6 and MW-7 did not detect hydrocarbons above the laboratory reporting limits. The laboratory data sheets are included in the Appendix D. Using the laboratory analytical results of the groundwater samples collected from the groundwater monitoring wells, isoconcentration maps showing the horizontal extent for the compounds which were detected above the NC2LGWQS are included as Figure 6 through Figure 6I. 4.3 Groundwater Chemistry Based on the geochemical data, the average groundwater temperature was 14.59° C and the average conductivity was 0.137mS/cm. The pH ranged from a low of 4.87 to 5.31 and the dissolved oxygen (DO) ranged from 2.26 mg/l to 4.97mg/l. The geochemical measurements are shown on Table 4. 5.0 CONCLUSIONS ECS has completed the groundwater monitoring sampling at the site. ECS sampled five Type II monitoring wells. Based on on-site groundwater measurements and laboratory analytical results, ECS concludes the following:  The groundwater flow direction is generally to the northwest across the site;  Monitoring well MW-1 concentrations of toluene, ethylbenzene, total xylenes, styrene, naphthalene, isopropyl benzene, n-Propylbenzene, 1,2,4-trimethylbenzene, and 1,3,5- trimethylbenzene were detected above their respective NC2LGWQS, but below their GCLs;  Monitoring well MW-3 and MW-5 concentrations of benzene, toluene, ethylbenzene, total xylenes, styrene, naphthalene, isopropyl benzene, 1,2,4-trimethylbenzene, and 1,3,5- trimethylbenzene.  No free product was detected in the monitoring wells;  The concentrations of petroleum related hydrocarbons generally increased in each well sampled since the 2014 sampling events.  Laboratory analysis of groundwater samples collected from monitoring wells MW-6 and MW-7 did not detect targeted compounds above the laboratory reporting limits.  Based on the results of the recent investigation, it is ECS’ opinion that the plume has been adequately delineated. ECS recommends installing O-sox in MW-1, MW-3 and MW-5 and sampling the wells in six months. The standards used to determine if the water is suitable for drinking and cooking are the United States Environmental Protection Agency’s Maximum Contaminant Levels (MCLs) or, if no MCLs exist, North Carolina Groundwater Standards (2L). If any contaminant concentrations exceed applicable standards for using the water for drinking and cooking, those contaminant concentrations are further analyzed to determine if the water is suitable for other household uses, such as showering, bathing, washing dishes, flushing toilets, and hand washing.
