If they have not confirmed the tanks then they need to do that. Per GRI's cover memo, they need to confirm the presence of these tanks which is not a reimbursable activity. Once confirmed, they need to seek eligibility. Tank removal is not eligible for reimbursement for any reason. This is clearly stated in state law. If there are no tanks then the reason for the soil removal is not valid as there is no "source" feeding the GW plume. Scott C.
