A. 15A NCAC 13B .0101 (28), "'Inert debris waste' means inert debris that consists solely of asphalt, cured
concrete, brick, concrete block, gravel, and rock. Inert debris waste shall not contain chemical adhesives or
sealants, or lead -based paint."
CORRECTIVE ACTIONS IN PROGRESS: The countertop material is still being uncovered in the inert debris
stockpile. Corey stated that they were still removing the countertop material from the roadway and inert debris
stockpile and disposing of the countertop material at the landfill. The countertop materials have been treated with
sealants and have adhesives on the back and do not meet the definition of an inert debris as defined in 15A NCAC
13B .0101 (28). As identified in previous inspection reports, the sealed granite and quartz are considered

to be unacceptable waste and MUST be removed from inert debris pile and disposed of at a permitted
facility. Continue to remove the countertop material from the inert debris stockpile and roadways.
OBSERVED VIOLATIONS:
None.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. 15A NCAC 13B .0564 (7), "The site shall establish and maintain an access road around the waste boundary
for access by emergency or fire -fighting vehicles and equipment." and 15A NCAC 13B .0301 (6)(1)), "Buffer
Requirements ... surrounded by an unused and cleared area of no less than 25 feet to allow access for fire or
emergency response vehicles." The facility is in the process of installing an access roadway around the LCID;
however, the roadway was constructed with the comingled ground countertop and concrete material. The facility is
in the process of removing the countertop material from the roadway. Continue to establish and maintain the access
road around all areas for fire and emergency response vehicles.
2. A water truck is located at the property and is used to control dust emissions at the facility.
3. A large stockpile of land clearing waste was observed to the north of the MWP area. Corey stated that the grinder
should be at the facility in the next few days to grind the land clearing waste. Steam was seen coming from the land
clearing waste stockpile. It was recommended during the inspection that the land clearing waste be stockpiled in
windrows and monitored to ensure that they do not catch fire.
4. Two areas of standing water were observed near the MWP area. The area has received large amounts of rain
recently. No waste was observed within the standing water. It was recommended during the inspection that the area
be graded to shed water.
5. Minimal windblown waste was observed during this inspection. Continue to ensure that windblown is removed
prior to the end of the day.
6. The LCID has been covered with soil. Several areas of the side slope appeared to be greater than the three horizontal
to one vertical ratio. Corey stated that the area is being reworked to meet the three horizontal to one vertical ratio
for the side slopes.
7. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
8. Digital pictures were taken during the inspection.
