Permit to Operate issued December 21, 2015.
The facility received a Life of Site Permit on October 22, 2020. The permit will expire on December 1, 2065.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.
2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact
information as well as materials accepted at the facility.
3. White goods and electronics are being accepted for recycling. The electronics are palletized and wrapped in
cellophane for transportation to the recycler.
4. The access around the facility is stable and no soil erosion was noted.
5. The closed MSWLF had been mown within the last month. Continue to mow the closed MSWLF as often as needed
to allow for proper inspection.
6. Numerous tires had been deposited on the ground. Mr. Bodenhamer stated that the tires had been deposited that
morning. One trailer had been filled with the tires and the remaining would be loaded into the remaining empty
trailers.
7. Digital pictures were taken during the inspection.
Transfer Station Transfer Station (3503)
1. The condition of the tipping floor is consistent with the daily operations of the facility.
2. The transfer station walls were covered with dirt and grime and are in need of cleaning. Mr. Bodenhamer stated that
the transfer station walls have been washed with a fire hose within the past few months. As per 15A NCAC 13B
.0405 (11), ensure that the transfer station building is cleaned with a pressure washer no less than twice per
year.
3. Windblown waste was identified behind the transfer station and near the transfer trailer loading bay. Windblown
waste at the was actively being picked up during this inspection. Mr. Bodenhamer provided the Section with
photographs of the windblown having been picked up prior to the end of day. Continue to ensure that the
windblown waste is picked up and returned to the transfer station daily.
4. Ponding leachate was observed on the tipping floor. Ponded leachate on the tipping floor can be tracked out of the
transfer station and onto the apron by vehicles. The ponded leachate should be scraped towards the leachate
collection system when cleaning the tipping floor. The leachate drains in the transfer trailer loading bay were
identified to be covered with waste and grit. Ensure that the leachate drains are cleaned to ensure that they can
function properly.
5. Mr. Bodenhamer also pointed out the cracked asphalt entrance roadway. Mr. Bodenhamer stated that the roadway
would be replaced during the same time as the additional repairs identified in the Transfer Station Assessment
Report.
Yard Waste Area
1. Mr. Bodenhamer stated that the yard waste had recently been ground and windrowed. Mr. Bodenhamer also stated
that the yard waste would be taken to a local landscape company who would be able to resell the mulch.
2. No unacceptable wastes were observed within the waste stream.
3. No standing water was observed within the yard waste area.
