Dear Mr. Ryals:

As authorized by your acceptance of ECS Southeast, LLP (ECS) Task Authorization Request No.
3 (TAR #3) dated January 23, 2019 and authorization on January 25, 2019, ECS has completed
the Groundwater Monitoring Letter Report for the above-referenced site. Included in this report is
a description of the field activities, the results obtained, and our conclusions and
recommendations.

On February 5, 2019, ECS located measured approximately 7.19 feet of free-product in
monitoring well MW-20 and was unable to collect the groundwater sample (Figure 1).

Based on the results of this Groundwater Monitoring Letter Report, ECS concludes and
recommends the following:

 ECS measured 7.19 feet of free product in monitoring well MW-20.

 Based on a conversation with Mr. Scott Ryals of NCDEQ, NCDEQ recommends excavating
soils from the end of the last excavation to as close to the building and monitoring well MW-
20.
