Olive Road Windsor, Bertie County, North Carolina NCDEQ Incident No. 38592 ECS Project No. 49:3455-F Dear Mr. Ryals: As authorized by your acceptance of ECS Southeast, LLP (ECS) Task Authorization Request No. 5 (TAR No. 5) dated April 7, 2020, ECS has completed the Letter Report for the above referenced site (Figures 1 and 2). Site Photographs are included as an attachment. FIELD ACTIVITIES On April 15, 2020, ECS contracted with Hazmat Emergency Response and Remediation, Inc. (HERR) to conduct an Aggressive Fluid Vapor Recovery (AFVR) event at the site using monitoring well MW-20R as an extraction point. The location of the monitoring well is shown on Figure 3. Prior to the event, ECS measured approximately 1.57 feet (18.84 inches) of free product in monitoring well MW-20R. HERR connected the AFVR recovery pump and vacuum truck to monitoring well MW-20R, and applied vacuum and extracted fluids from 8:30 AM through 4:30 PM (8 hours). Approximately 925 gallons of liquid was removed from this monitoring well. ECS personnel field notes for the AFVR event are included as an attachment. On April 29, 2020, ECS remobilized to the site to gauge the amount of free product remaining in monitoring well MW-20R and/or collect a field blank and groundwater sample from the monitoring well if free product was not present. ECS gauged monitoring MW-20R utilizing an oil/water interface probe and measured free product at a thickness of 0.35 feet (4.20 inches). Therefore, monitoring well MW-20R was not sampled and a field blank was not collected. A summary of monitoring well construction details are included on Table 1. Letter Report – Former Bazemore Grocery 730/732 Mt. Olive Road Windsor, Bertie County, North Carolina NCDEQ Incident: 43116 ECS Project No. 49:3455-F RESULTS Free-Product Characterization Type(s) of material released Gasoline Summary of Free Product Recovery During the AFVR event on April 15, 2020, ECS recorded field measurements from the AFVR exhaust to calculate the equivalent free product mass and volume as emissions. ECS collected a measurement of the exhaust stack diameter and measurements of exhaust velocity, temperature and VOC concentrations. ECS used these measurements to calculate a mass-removal rate in pounds per hour. ECS then converted the mass-removal rate to gallons of free product at a ratio of 6.33 pounds per gallon of free product in accordance with the NCDEQ Guidelines. This calculation is based on the molecular weight of gasoline and the weight of carbon in a gasoline molecule. The field measurements and calculations are summarized in Tables 2 and 3. Estimated Quantity of Free Product (Liquid) Recovered The AFVR event recovered 925 total gallons of petroleum impacted groundwater. Estimated Quantity of Free Product Emissions A total of 0.038 pounds (0.006 gallons) of free product were estimated to be emitted as vapor during the AFVR event. Emissions calculations are summarized in Tables 2 and 3. Permitting Petroleum emissions associated with AFVR are not required to have air permits in North Carolina. Therefore, no permits were issued. Disposition of Recovered Free Product Recovered groundwater was disposed of by HERR at their waste disposal facility in Whiteville, North Carolina. The waste disposal manifest is included as an attachment. CONCLUSIONS AND RECOMMENDATIONS Based on the results of this assessment, ECS concludes the following:  Prior to the AFVR event, ECS measured 18.84 inches of free product in monitoring well MW-20R.  Subsequent to the AVFR event, ECS measured 4.20 inches of free product in monitoring well MW- 20R.
