Dear Mr. Mark Petermann:
Terracon Consultants, Inc. (Terracon) is pleased to submit this municipal water connection inquiry report for the above referenced property. This report has been prepared in general
accordance with North Carolina Department of Environmental Quality (NCDEQ), Underground Storage Tank (UST) Section Assessment Guidelines for UST Releases and Corrective Action Guidelines
for UST Releases, dated January 19, 2021, and Task Authorization No. 3 approved on February 7, 2023.
At the direction of NCDEQ, Terracon investigated the availability of municipal water connections for the site and surrounding properties containing water supply wells PW-6 (590 Wendell
Boulevard) and Gardner WSW (529 Eagle Rock Rd). This letter serves a summary of those findings.
In September 2022, Terracon was contacted by a developer after sending a municipal connection agreement to the property owner of PW-6. The developer stated that the property at 590 Wendell
Boulevard (PW6) was being bought and combined with surrounding properties and developed as a multi-family apartment complex. The developer informed Terracon that water supply well PW-6
would be abandoned, and the proposed apartment complex would be connected to the City of Raleigh municipal water supply.
Terracon contacted the City of Raleigh Utilities department to inquire about the availability of municipal water to the site and the property containing Gardner WSW. The City of Raleigh
responded and indicated that 8-inch ductile iron pipe (DIP) waterline runs parallel to Eagle Rock Road and is available for water connections to the site and 529 Eagle Rock Road (Gardner
WSW). The City of Raleigh also indicated that an 8-inch DIP municipal sewer line travels parallel to HWY 64. Sewer connection to the site and 529 Eagle Rock Rd may require a public sewer
main extension due to having to cross HWY 64. Lastly, the City of Raleigh will allow the properties to connect to the municipal water system without connecting to the municipal sewer
system.
