HomeMy WebLinkAbout21015 Five Points Soil Management 20230516 May 16, 2023 Sent Via E-mail Mr. Chad Splawn City of Monroe PO Box 69 Monroe, NC 28211 Subject: Brownfields Soil Management Approval Five Point Gateway Brownfields Property 320-322 East Franklin Street Monroe, Union County Brownfields Project No. 21015-17-090 Dear Mr. Splawn: The North Carolina Department of Environmental Quality (DEQ) Brownfields Redevelopment Section received and reviewed a request to export approximately 1,500 cubic yards of soils and import 500 cubic yards for the redevelopment activities at the Five Points Gateway Brownfields Property. This request was submitted on your behalf by Resolve Environmental Services, PLLC (Resolve) in an email dated April 17, 2023 and Import-Export Soil Sampling Plan #-Revisoin #2 dated April 21, 2023. DEQ Brownfields reviewed the soil analytical data provided in the Borrow Source and Export Soil Sampling Report (Report) prepared by Resolve dated May 12, 2023. Based on our review of the data provided, DEQ Brownfield agrees soils from Bakers Quarry in Monroe, Union County (Permit No. 90-02) are acceptable for import at the Brownfields Property. The next portion of the report addresses the request to export up to 1,500 cubic yards of stockpiled soil on the Brownfields Property. Based on the review of the soil analytical data provided in the Report, DEQ Brownfields agrees that these soils may be exported to the following options Anson County Landfill (Pit Road, Lilesville, Anson County, Permit No. 0401-MSWLF-1973), or Union County C&D (2125 Austin Chaney Road, Wingate, Union County (Permit No. 9001-CDLF-1998), or at another Brownfields Property with metals concentrations which are consistent with those from recent sampling event. Other Beneficial Fill and Land Clearing & Inert Debris Landfill (LCID) options may be available; however, DEQ requires that the receiving facility should have metals concentrations which are consistent with those from the Brownfields Property. Upon determination of the receiving facility, please contact us and we will assist you in determining if additional sampling is needed for the receiving facility. Mr. Splawn Page 2 May 16, 2023 All soil export must be conducted under a DEQ Brownfields approved Environmental Management Plan (EMP). Per the Five Points EMP, if unanticipated impacts are identified during excavation, please refer to the EMP for further actions and cease transfer until appropriate characterization can be completed. Please be advised that this approval from DEQ Brownfields does not waive any applicable requirement to obtain any necessary permits, licenses or certifications which may be required from other state or local entities.
