The site was formerly used as a gas station, and a petroleum release was discovered in 1989 when a supplywell at the Charles White property was found to be contaminated with gasoline constituents. No Responsible Party was identified, so the site was recommended to the State-Lead Cleanupprogram, Federal Trust Fund branch in 1990. An investigation was initiated, and a petroleum release was confirmed onsite during tank removal activities in 1992. Five undergroundstorage tanks and 75 cubic yards of contaminated soil were removed. An air-sparge and soil vapor extraction system was installed in the source area in January 2001 and operated untilApril 30, 2004. In cooperation with the City of Kannapolis, we extended a waterline to the area, connected numerous properties with impacted wells to the waterline, and have monitoredthe groundwater quality in the area since then. Due to the fact that the groundwater does not meet “Unrestricted Use” standards, meaning that contamination remains above the 2L standards, a Notice of Residual Petroleum was placed onthe property deed (Book 1411, Page 998). Based on information provided to date, the UST Section finds it appropriate to classify the risk of the discharge or release as low. Furthermore,the UST Section determines that no further action is warranted for this incident.
