(ATC) submits this Groundwater Monitoring Report documenting the results of a groundwater monitoring event at the Former Rudisill’s 66 site. The report has been completed based the March 28, 2023, Task Authorization (TA-01) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of Environmental Quality (NCDEQ). The work was performed as part of the State Lead Contract # N70522-B between the NCDEQ and ATC. The incident is associated with releases of gasoline from the UST system removed in April 1996. As part of TA-01 ATC conducted a groundwater sampling event including the sampling of four groundwater monitoring wells (MW-1, MW-2, MW-4, and MW-6) on April 5, 2023. The purpose of this report is to evaluate the current status of the groundwater quality at the Former Rudisill’s 66 (site) located at 2707 1st Avenue in Hickory, Catawba County, North Carolina. The scope of services also included evaluation of a reported surface water body within 500 feet southwest of the source area. The following site conditions are noted based on the recent and historical assessment activities and are listed in the Conceptual Site Model (Appendix A):  No active water supply wells are located within 1,500 feet of the source area. Municipal water is provided to the site and surrounding properties.  No surface water bodies are located within 500 feet of the source area.  Concentrations of 1,2-dibromoethane (ethylene dibromide or EDB) exceeded the Gross Contamination Level (GCL) in MW-2.  Concentrations of several volatile organic compounds (VOCs) were reported in each of the monitoring wells at concentrations exceeding the 15A NCAC 02L .0202 Groundwater Quality Standards (2L Standards).  The depth to groundwater ranged from 28.39 feet below top of casing (ft-toc) to 29.95 ft-toc. Groundwater flow based on the April 5, 2023 data is indicated to be to the southeast; however, prior reports indicate a more southerly groundwater flow direction. The risk classification for the incident is Intermediate due to the exceedances of the GCL for EDB in well MW-2. EDB concentrations were less than the GCLs between July 2018 and June 2021. However, concentrations increased to 63.7 micrograms per liter (µg/L) and 121 µg/L for the October 2021 and January 2022 sampling events, respectively. The April 5, 2023 EDB concentration was 77.8 µg/L, indicating an approximate 35% decrease from the January 2022 concentration, but still exceeding the GCL. ATC recommends considering remedial actions to reduce the EDB concentrations to below the GCL, with possible actions including chemical injection or air sparging. Groundwater Monitoring Report May 19, 2023 Former Rudisill’s 66, Hickory, NC, NCDEQ Incident #15667 ATC Project #SLC1566701 3 3.0 SITE DESCRIPTION 3.1 Site Characterization ATC, under contract to the NCDEQ, provided environmental services at the Former Rudisill’s 66 Motors site, which is located at 2707 1st Avenue in Hickory, Catawba County, North Carolina. Figure 1 depicts the site on a topographic map. Former Rudisill’s 66 (site) is comprised of 0.34 acres and is developed as a vehicle repair facility. Adjacent properties to the north, across a railroad line, are occupied by residences; the adjacent property to the east across 27th Street SW, is occupied by Longview Drug; the adjacent property to the south is occupied by the Resurrected Life Baptist Church; and the adjacent property to the west is occupied by Dollar General. 3.2 Site Background The UST system at the site consisted of two 3,000-gallon gasoline tanks, one 2,000-gallon gasoline tank, one 550-gallon used oil tank, and one 550-gallon heating oil tank that operated at the site until 1990s. In April 1996, the USTs and associated piping were removed. Soil analytical results indicated total petroleum hydrocarbon (TPH) contamination ranging from 940 ppm to 40,000 ppm in the closure samples. No investigative or remedial activities were performed between 1996 and 1999. In July 1999, the site was accepted into the State Lead Cleanup Program. In August 2003, S&ME performed a Limited Site Assessment (LSA) that included a receptor survey and the installation and sampling of monitoring wells MW-1 through MW-3. Water supply wells or surface water features were not identified within 1,000 or 500 feet of the source area, respectively, and municipal water is provided to the area. Monitoring wells MW-1 (former dispenser island) and MW-2 (former UST basin) indicated groundwater contamination. Groundwater sampling in February 2004 indicated similar results. In February 2006, six soil borings were installed by Force Environmental, three of which were converted into monitoring wells MW-4 through MW-6. Groundwater contamination was discovered in MW-6 (former UST basin) above both the 2L standards and GCLs. Groundwater was determined to be delineated with the installation of these wells. A surface water body (“small surface stream”) was reportedly located approximately 425 feet southwest of the source area. This surface water body was not reported to be present in the LSA Report or subsequent reports. Between May 2006 and September 2020, groundwater monitoring events were conducted at the site by S&ME. Constituents generally decreased over time with Well Booms® and oxygen- releasing media (O-SOX) installed annually in wells MW-1, 2, 4 and 6 in order to aide in contaminant degradation. During the sampling in September 2020, S&ME sampled all six monitoring wells and the total concentrations of dissolved phase petroleum constituents increased in MW-1 and MW-6, decreased in MW-2, and remained stable in MW-3, MW-4, and MW-5 since the previous sampling in May 2020. Multiple constituents were detected at concentrations above their 2L standards in wells MW-1, MW-2, MW-4 and MW-6. EDB was reported at a concentration of 72 µg/L in well MW-1, which is in excess of its GCL. S&ME recommended reducing EDB below the GCL in monitoring well MW-1 and then closing the site with a Notice of Residual Petroleum In June 2021, Terracon conducted a groundwater monitoring event and collected samples from MW-1 through MW-6. Multiple constituents were detected at concentrations in exceedance of their 2L standards in MW-1, MW-2, MW-4, and MW-6. The total concentrations of dissolved phase petroleum constituents increased in MW-2, decreased in MW-1 and MW-6, and remained stable in MW-3, MW-4, and MW-5. Between October 2021 and January 2022, Terracon conducted two groundwater monitoring events and collected samples from MW-1, MW-2, and MW-6. Multiple constituents were detected at concentrations above their 2L standards in MW-1, MW-2, and MW-6. In both events, MW-2 had increasing EDB concentrations above its GCL. The total concentrations of dissolved phase petroleum constituents on-site are generally stable. Terracon recommended the continued monitoring of groundwater monitoring wells to evaluate plume stability, and reducing the EDB levels in MW-2 to achieve site closure with a Notice of Residual Petroleum. 3.3 Site and Regional Geology According to the Geologic Map of the Charlotte 1° x 2° Quadrangle, North Carolina and South Carolina, produced by Goldsmith, et. al. in 1988, the site lies within the Inner Piedmont Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. The rocks in the site area are predominantly described as sillamanite-mica schist. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” or saprolite. Information obtained from the Web County Soil Survey for Catawba County, depicts soils on the site as Clifford sandy loam (CfB). Based on the well logs for wells MW-1 through MW-3 included in the LSA Report, soil was described as clayey silt and sandy, clayey silt to approximately 20 feet below ground surface (ft-bgs) and sandy, silty clay to termination depths of 40 ft-bgs. Bedrock was not reported to the termination depths of 40 ft-bgs. 3.4 Site and Regional Hydrogeology The shallow aquifer occurrence varies in depth from ground surface at springs, creeks, and rivers to as deep as 50 feet or more beneath upland surfaces in some parts of the Piedmont. Water in the alluvium or unconsolidated residual material, including saprolite and PWR, usually behaves as an unconfined aquifer, or water table, and will yield water with head elevation equivalent to the first elevation where water was encountered. Permeability varies with lithology and is typically relatively low in residual soils, with higher permeability in saprolite or PWR due to relict rock texture and variable susceptibility to weathering exhibited by different minerals in the rock. Groundwater flow in residual soils or alluvium is usually in rough concurrence with local topographic conditions and is toward local drainage features. Based on historical groundwater elevations from the site monitoring wells, groundwater flow across the site is generally to the south, although the April 5, 2023 groundwater data (without data from MW-3 or MW-5) indicate groundwater flow to the southeast. Depth to groundwater in the overburden aquifer at the site has historically ranged from approximately 23.5 to 34.8 ft-toc. The bedrock fractures or other planar features of the Piedmont Physiographic Province generally constitute the bedrock aquifer, with the surrounding rock material being effectively impermeable. Along with fractures, contacts between rock bodies probably constitute zones of significant groundwater occurrence in the bedrock. The surrounding material and overlying residuum tend to make the bedrock aquifer a semi-confined aquifer. That is, the overlying water Groundwater Monitoring Report May 19, 2023 Former Rudisill’s 66, Hickory, NC, NCDEQ Incident #15667 ATC Project #SLC1566701 5 and soil weight normally results in pressure that causes water in a borehole, which intersects a fracture or other feature, to rise above the elevation of the fracture or feature. Modern water supply wells in the Piedmont are typically installed with a surface casing through the unconsolidated material, and an open borehole into the bedrock where water-bearing fractures are encountered. 4.0 GROUNDWATER CHARACTERIZATION While at the site to sample the monitoring wells, ATC conducted a site reconnaissance by walking along roads and open areas on commercial properties south of the site to check for the reported surface water body located approximately 425 feet southwest of the site. No surface water bodies were identified within 500 feet of the site during this site reconnaissance. A drainage feature was indicated on a nearby parcel to the west, 330 feet southwest of the site. Photographs of the drainage feature from approximately 480 feet from the site is included in Appendix B, along with a county GIS image of the area and drainage feature. 4.1 Groundwater Levels On April 5, 2023, groundwater levels were measured in monitoring wells MW-1, MW-2, MW-4, and MW-6. Figure 2 depicts a site map with well locations. Recent and historical depth to groundwater data are summarized in Table 1. The depth to groundwater in the shallow monitoring wells ranged from 28.39 ft-toc in MW-4 to 29.95 ft-toc in MW-2. Based on the groundwater levels and calculated groundwater elevations, groundwater was determined to flow to the southeast with a horizontal hydraulic gradient of 0.022 feet per foot (Figure 3). Field notes and site photographs from the April 5, 2023 groundwater monitoring event are presented in Appendix B. 4.2 Groundwater Quality On April 5, 2023, groundwater samples were collected from monitoring wells MW-1, MW-2, MW-4, and MW-6. Prior to sampling, the wells were purged a minimum of three well volumes. Upon completion of purging activities, water quality field parameters were measured in each well. Field parameters are included in Table 2. The water samples were collected in laboratory-supplied, preserved containers; entered into chain-of-custody control; placed on ice; and delivered to Pace Analytical Services, LLC in Huntersville, NC. The groundwater samples were analyzed by EPA Method 6200B for VOCs including ethanol and oxygenates. The analytical report is included as Appendix C. Groundwater analytical results from the April 5, 2023 monitoring event are summarized in Table 3. Historical groundwater analytical results are summarized in Table 4. Figure 4 depicts dissolved- phase compounds detected above 2L Standards in sampled monitoring wells. Groundwater analytical results indicated the following:  EDB concentration exceeded the GCL in MW-2.  Benzene concentrations exceeded the 2L Standard in MW-1, MW-2, and MW-6 (Figure 5).  EDB concentrations exceeded the 2L Standard in MW-1, MW-2, MW-4, and MW-6 (Figure 6).  Other VOCs exceeded the 2L Standards in wells MW-1, MW-2, MW-4, and MW-6. As part of ATC’s quality assurance and quality control (QA and QC) measures, a data review of the laboratory report was conducted. During the review, it was found that the samples were received Groundwater Monitoring Report May 19, 2023 Former Rudisill’s 66, Hickory, NC, NCDEQ Incident #15667 ATC Project #SLC1566701 6 from the laboratory in acceptable condition and properly preserved. The samples were analyzed within correct holding times and reported within the laboratory report, and the chain-of-custody was properly completed by all parties. The laboratory QC report shows that an internal blank was analyzed for EPA Method 6200B. The laboratory fortified blank (LFB) and laboratory control sample (LCS) data results were also provided for EPA Method 6200B. A field blank was also analyzed during the groundwater monitoring event, and VOCs were not detected in the field blank sample. Refer to the laboratory report in Appendix B for details regarding QA results for the laboratory samples and any noted exceptions. Overall, ATC concludes that the laboratory results are usable and any exceptions do not significantly impact the conclusions presented in this report. 5.0 CONCLUSIONS AND RECOMMENDATIONS On behalf of the Trust Fund Branch of the UST Section, ATC conducted a groundwater sampling event including the sampling of four groundwater monitoring wells (MW-1, MW-2, MW-4, and MW- 6.) on April 5, 2023.
