Well MW-5 also contained concentrations of toluene, 1,2,4-trimethylbenzene, and total xylenes above 2L Standards. VOCs were not detected in wells MW-1 or WSW-1 above the laboratory method detection limits (MDLs), except for an estimated concentration of methylene chloride (1.7J µg/L) in water supply well WSW-1, which was also detected in the method blank and is suspected to be a laboratory contaminant. Depth to groundwater ranged from approximately 2.32 feet (MW-1) below ground surface (bgs) to 22.04 feet bgs (MW-5). Based on Terracon’s interpretation of topographic contours and historical groundwater data, groundwater flow direction is estimated to the east. Based on the analytical results, many of the petroleum constituent concentrations in well MW-5 have rebounded since the injection event in 2018, with benzene increasing slightly since the sampling event in June 2021. Based on the findings of our assessment activities, the following recommendations are provided for the site. Terracon recommends evaluating various bioremediation technologies to facilitate the degradation of VOCs in the subsurface. C. SITE HISTORY AND CHARACTERIZATION Terracon completed this Monitoring Report to document field activities conducted at the Brack Griffin Property located at 2601 Marshville-Olive Branch Road, Marshville County, North Carolina. Field activities included the installation of two monitoring wells (DMW-1 and MW-12), and a groundwater sampling event, completed in November and December 2022. The site is located at 2601 Marshville-Olive Branch Road in Marshville, Union County, North Carolina (Figure 1). C.1 Site Setting The Brack Griffin site is currently occupied by a thrift shop with gravel and grass-covered areas. The properties to the north, west and south are developed as rural residences. The property to the southeast is occupied by a former gasoline station identified as the Benton Nance Grocery. The site and surrounding properties are depicted in Figure 2. C.2 Release Summary Reportedly, a petroleum release was discovered at the site in 1999 related to a 500-gallon gasoline UST. Soil samples collected at the time of UST removal activities indicated elevated levels of gasoline and diesel range petroleum hydrocarbons at the base of the UST excavation. Reportedly, a second UST was suspected of being located to the west of the 500-gallon UST but no other tanks were found following investigative excavations. The property located to the southeast of the Brack Griffin Property is currently an active LUST incident, identified as the Former Benton Nance Grocery, Incident No. 18563. Brack Griffin Property Marshville, North Carolina Project Number 71159684A Incident No. 20257 February 23, 2023 Responsive ■ Resourceful ■ Reliable 4 C.3 Previous Investigations On September 2, 1999, OK Enterprises (OKE), Inc. removed a 500-gallon gasoline UST from the Brack Griffin property. S&ME monitored the removal of the UST and collected two soil samples from the UST excavation and gasoline range organics (GRO) and diesel range organics (DRO) in both samples at levels exceeding the regulatory action level. A second gasoline tank was suspected of being located on the site between Old Goldmine Road and the on-site building; however, test pits did not identify evidence of another tank. The tank basin and test pit excavations were backfilled with gravel. Petroleum impacted soils were disposed at an off-site facility. On February 14, 2000, S&ME sampled eight residential water supply wells (WSW-1 through WSW-3, WSW-5, WSW-8 through WSW-10 and WSW-12) on properties near the release incident. Laboratory results indicated MTBE was detected in two supply wells (WSW-8 and WSW- 12). Well WSW-8 is located on the Benton Nance Property to the southeast and well WSW-12 is located to the south of the site. On May 2, 2001, S&ME re-sampled the eight residential water supply wells. Laboratory results detected MTBE at a concentration below the 2L standard in supply well WSW-8. On March 26, 2002, S&ME sampled three additional supply wells (WSW-6, WSW-7, and WSW-13) and the previous eight residential supply wells. Laboratory results indicated MTBE was detected below the 2L standard in supply well WSW-8; however, the detected concentration would exceed the currently established standard for MTBE. TRC Environmental Corporation completed a Comprehensive Site Assessment (CSA) Addendum, dated March 21, 2003, for the former Benton Nance Grocery property that included soil and groundwater sampling and analysis. The findings presented in the CSA report suggested petroleum constituents from the release on the Benton Nance Grocery site had migrated onto the Brack Griffin property. In July 2009, S&ME sampled three on-site monitoring wells (MW-4, MW-5, and MW-11) and three residential water supply wells (WSW-1, WSW-2, and WSW-12). Benzene and 1,2-DCA were detected in well MW-5 at concentrations of 15,000 µg/L and 1,510 µg/L, respectively, which were above their respective GCLs. The water supply well identified as WSW-12 contained MTBE at a concentration above the current 2L standard. In February 2010, S&ME completed a groundwater monitoring event. Benzene was detected in well MW-5 above the GCL at a concentration of 12,000 µg/L In September 2011, S&ME sampled monitoring well MW-11 and supply wells WSW-1 and WSW- 2. Analytical results indicated benzene was the only petroleum constituent detected above the 2L standard in well MW-11 and VOCs were not detected in supply wells WSW-1 and WSW-2. Reportedly, 24 gallons of fluid were recovered and 8 gallons (calculated) of petroleum hydrocarbons were recovered in the vapor phase. One week following the AFVR event, S&ME collected groundwater samples from monitoring well MW-5. Analytical results indicated that although constituent concentrations decreased, targeted compounds (benzene and 1,2-DCA) remained at levels above their respective GCLs. In March 2013, Crawford Environmental sampled monitoring well MW-11 and supply wells WSW- 1 and WSW-2. Analytical results indicated benzene and naphthalene were detected above their respective 2L standards in well MW-11, and petroleum constituents were not detected in the water supply wells. In April 2015, Terracon collected groundwater samples from monitoring wells MW-4, MW-5 and MW-11, and water supply wells WSW-2 and WSW-12. Benzene and 1,2-DCA were detected in monitoring well MW-5 above their respective GCLs. MTBE was detected in supply well WSW-12 above the 2L standard. In March 2016, Terracon conducted a Ground Penetrating Radar/Electromagnetic (GPR/EM) survey to identify potential metallic objects and former excavations in the subsurface soils at the site and to install a monitoring well (MW-1) in the former tank basin. The GPR/EM survey did not reveal indications of a UST on the site or within the road between the site and the former Benton Nance Grocery property. Terracon collected groundwater samples from monitoring wells MW-1, MW-5, and MW-11. Benzene and 1,2-DCA were detected in well MW-5 above their respective GCLs. Terracon also installed an absorbent sock into well MW-5 and three O-Sox inserts into well MW-11. In May 2017, Terracon collected groundwater samples from wells MW-1, MW-5 and MW-11. Benzene and 1,2-DCA were detected in well MW-5 above their respective GCLs. In January 2018, Terracon collected groundwater samples from wells MW-1, MW-5 and MW-11 and removed the well sock inserts from wells MW-5 and MW-11. Benzene and 1,2-DCA were detected in well MW-5 above GCLs at concentrations of 13,000 µg/L and 1,000 µg/L, respectively. In February 2018, Terracon oversaw and documented an injection event. Injection points were advanced by direct-push technologies from 17 feet to 29 feet bgs. The solution used on the site was a slurry mixture of hydrogen peroxide (H2O2), sodium persulfate (Na2S2O8) and zero valence iron (ZVI). Additionally, sodium persulfate and hydrogen peroxide slurry were injected into on-site wells MW-5 and MW-11 and off-site well MW-6 located on the Benton Nance Property. A total of approximately 920 gallons of solution was used during injection activities. In July 2018, Terracon collected groundwater samples from wells MW-1, MW-4, MW-5, and MW- 11. The analytical report indicated 1,2-DCA was detected in well MW-5 at 748 µg/L, above the Brack Griffin Property Marshville, North Carolina Project Number 71159684A Incident No. 20257 February 23, 2023 Responsive ■ Resourceful ■ Reliable 6 GCL, though decreased as compared to the January 2018 results. Benzene was detected in well MW-5 at a concentration of 194 µg/L, and significantly reduced as compared to the prior sampling results. In March 2019 and September 2019, Terracon collected groundwater samples from monitoring wells MW-1, MW-4, MW-5, and MW-11. The laboratory reports indicated well MW-5 contained 1,2-DCA at concentrations above the GCL. In March 2020, Terracon collected groundwater samples from wells MW-1, MW-4, MW-5, and MW-11, and water supply wells WSW-1 and WSW-2. According to the laboratory analytical report, 1,2-DCA was detected in monitoring well MW-5 at a concentration above the GCL. Based on historical data, VOC concentrations in well MW-5 appeared to rebound following the 2018 injection event. Terracon collected groundwater samples from monitoring well MW-11 in March 2021, and MW-5 in June 2021. According to the analytical results, chloromethane was detected in well MW-11 above the 2L standard. 1,2-DCA exceeded the GCL in well MW-5, and benzene, EDB, naphthalene, toluene, 1,2,4-trimethylbenzene, and total xylenes were detected above their respective 2L standards. C.4 Water Supply Wells Based on historical receptor information, eleven water-supply wells were identified within 1,500 feet of the source area, and municipal water service is not available to the site and surrounding properties. Two water supply wells are located within 250 feet of the source area. Water supply well WSW-2, located at 7007 Old Gold Mine Road, is approximately 170 feet to the north of the site. Water supply well WSW-8, located at 2602 Marshville-Olive Branch Road, is approximately 245 feet to the southeast of the site, but is monitored in association with the Benton Nance incident. C.5 Surface Water The site is situated on the eastern flank of a local topographic high that is generally located to the west of Old Goldmine Road. The source area is located approximately 330 feet southwest of unnamed tributaries of Gourdvine Creek which discharges into Richardson Creek and Rocky River. Surface waters are depicted on Figure 1. C.5 Land Use Information The adjacent properties to the north, west and south are developed as rural residences. The property located to the southeast of the Brack Griffin Property is currently an active LUST incident, identified as the Former Benton Nance Grocery, Incident No. 18563. The building appears to be vacant and was identified as a heating and air conditioning repair shop. The site and surrounding properties are depicted in Figure 2. ASSESSMENT INFORMATION D.1 Site Geology and Hydrogeology The following resources were reviewed to evaluate site-specific geological and hydrogeological characteristics. Olive Branch, North Carolina, USGS 7.5-minute series topographic map, dated 1970 (Figure 1). Geologic Map of North Carolina, dated 1985. The Geology of the Carolinas, Carolina Geological Society Fiftieth Anniversary Volume, edited by J. Wright Horton, Jr., and Victor A. Zullo, The University of Tennessee Press, dated 1991. Soil Survey of Union County, North Carolina, US Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey via the Internet, http://websoilsurvey.nrcs.usda.gov/app/. The site is located within the Carolina Slate Belt of the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of low to medium elevation, rounded hills and long rolling northeast to southwest trending ridges with incised creeks and river channels. Rocks in the site area are described as metamorphosed mudstone and argillite. In-place chemical and physical weathering of parent rocks typically form residual soils in the Piedmont region. Weathering is facilitated by the presence of fractures, joints, and less resistant minerals in the rock. In areas not altered by erosion, alluvial deposition or the activities of man, the typical residual soil profile consists of clay-rich unconsolidated materials at the surface, transitioning to sandy silts and silty sands at depth. Typically, the boundary between soil and rock is not sharply defined. This transitional zone is termed “partially weathered rock” (PWR) or saprolite. Information obtained from the Web Soil Survey for Union County, depicts soils at the site as Badin channery silt loam (BaB). Soils observed during the installation of monitoring wells MW-12 and DMW-1 consisted of tan silt to approximately 3 feet below ground surface (ft-bgs), followed by PWR interlayered with tan silt to a depth of 33 ft-bgs. Competent rock was encountered during the installation of DMW-1 at an approximate depth of 33 ft-bgs, and a water bearing fracture was encountered at a depth of approximately 41 ft-bgs. In the Piedmont, groundwater generally occurs in pore spaces within soils and in the structural features present in the underlying rock (i.e. joints, fractures, and faults). Recharge to the water table is primarily by precipitation infiltrating the surficial soils and percolating downward under the influence of gravity to the water table (vadose zone). Typically, the water table is not a level surface, but a subdued reflection of the land surface. The depth to the water table is not consistent and is dependent upon several factors that include the amount of rainfall, permeability of the soil, the extent of fracturing in the underlying rock and the influences of groundwater pumping. Brack Griffin Property Marshville, North Carolina Project Number 71159684A Incident No. 20257 February 23, 2023 Responsive ■ Resourceful ■ Reliable 8 Groundwater typically flows in directions parallel to the ground surface and under the influence of gravity, migrates to discharge points such as surface water features, the toes of slopes or natural springs. Fluctuations in the depth of the water table can be expected depending on variations in precipitation, surface water run-off and other factors not evident at the time of our subsurface exploration. Normally, the highest levels of the water table occur in late winter and spring and the lowest levels occur in the late summer and fall. Based on an interpreted groundwater flow direction from topographic maps and historical data, shallow groundwater is expected to flow generally to the east from the site. Vertical gradient calculations, established by Darcy’s Law, between monitoring wells MW-12 and DMW-1 indicate a 0.041 feet per foot magnitude flow in the downward direction. Horizontal flow across the site wells was not calculated as the recently sampled monitoring wells are oriented in line with each other. D.2 Monitoring Well Installation Activities On November 21 and 22, 2022, Terracon supervised in the installation of Type II monitoring well MW-12, and Type III monitoring well DMW-1. Drilling activities were completed by Environmental Drilling and Probing Services, LLC (EDPS), a North Carolina certified well driller. Prior to field work, Terracon contacted 811 to locate public utilities and subcontracted a private utility locator to identify subsurface utilities that may be present in the areas of investigation. Drilling was conducted using a Canterra CT-450 combination drill rig and air rotary drilling methods. The boring for MW-12 was advanced to a depth of approximately 30 ft-bgs, using a 6-inch diameter air hammer. A 10-feet section of 2-inch diameter schedule 40 polyvinyl chloride (PVC) 0.010-inch factory slotted well screen and solid riser were placed into the borehole without a sand filter pack, allowing groundwater to seep into the boring. The following day, at the direction of the NCDEQ Incident Manager, the boring was advanced an additional three feet (33 ft-bgs total), and a Type II monitoring well was installed, constructed with 15 feet of 2-inch diameter schedule 40 PVC 0.010-inch factory slotted well screen and solid riser to the surface. The boring for the outer casing of DMW-1 was advanced to a depth of approximately 35 ft-bgs, using an 8-inch roller tri-cone bit. The outer casing for the Type III monitoring well consisted of a 6-inch diameter schedule 40 PVC solid riser, installed to 35 ft-bgs and grouted to land surface. The following day, the boring for the inner casing of DMW-1 was advanced through competent rock to a depth of approximately 43 ft-bgs using a 6-inch diameter air hammer. The well was constructed with five feet of 2-inch diameter schedule 40 PVC 0.010-inch factory slotted well screen and solid riser to the surface. A sand filter pack was placed in each well anulus from the bottom of the boring to approximately two feet above the top of screen, followed by an approximate two-foot bentonite seal hydrated Brack Griffin Property Marshville, North Carolina Project Number 71159684A Incident No. 20257 February 23, 2023 Responsive ■ Resourceful ■ Reliable 9 with clean potable water. The remainder of the borehole annulus was filled with a grout slurry to near ground surface. The monitoring wells were finished with flush-mounted, traffic-rated 8-inch diameter steel well boxes, finished with a two-foot square concrete pad, and secured with locking expansion plugs. Locations of the newly installed monitoring wells are depicted on Figure 2. The well construction records provided by the drillers are included in Appendix A. EDPS attempted to develop monitoring wells MW-12 and DMW-1 with a submersible pump until turbidity was visibly reduced and the wells were pumped dry and allowed to recharge at least three times. During the groundwater sampling event completed on December 8, 2022, the top of casing elevations for the newly installed monitoring wells were measured relative to the existing monitoring well network, using a differential leveling method. Field notes are included in Appendix B. D.3 Sampling Activities D.3.1 Free Product Evaluation Free product was not encountered at the site. D.3.2 Groundwater Sampling Activities At the request of the NCDEQ Incident Manager and property owner, Terracon mobilized to the site on September 22, 2022, to collect a sample from water supply well WSW-1. On December 8, 2022, Terracon collected groundwater samples from monitoring wells MW-1, MW-5, MW-11, MW- 12, and DMW-1 for laboratory analysis. The approximate locations of the monitoring wells are shown on the Site Plan (Figure 2). Prior to sampling, Terracon gauged the groundwater levels in the monitoring wells. During this sampling event, depth to groundwater in the monitoring wells ranged from approximately 2.32 feet bgs in well MW-1 to 22.04 feet bgs in well MW-5. Based on groundwater level measurements, historical data, and area topography, the estimated groundwater flow direction is to the east. Of note, monitoring well MW-1 is not included in groundwater flow direction interpretation, due to the difference of well construction and screened intervals compared to the other on-site Type II monitoring wells. Current and historical groundwater depth measurements are provided in Table 2. Groundwater elevations are depicted on Figure 4; however, monitoring wells MW-5, MW-11, and MW-12 are in line with each other, preventing the triangulation and interpretation of groundwater flow contours. The groundwater samples were placed in laboratory-supplied glassware, labeled, and stored in an ice-packed cooler. The samples, along with chain-of-custody documentation, were delivered to Pace Analytical Services, Inc. in Huntersville, North Carolina for analysis of VOCs by Standard Method 6200B. Brack Griffin Property Marshville, North Carolina Project Number 71159684A Incident No. 20257 February 23, 2023 Responsive ■ Resourceful ■ Reliable 10 D.3.3 Analytical Results According to the laboratory analytical report, 1,2-DCA (824 µg/L) was detected in monitoring well MW-5 at a concentration above the GCL of 400 µg/L. Additionally, benzene (4,110 µg/L), naphthalene (251 µg/L), toluene (1,130 µg/L) 1,2,4-trimethylbenzene (496 µg/L) and total xylenes (2,019 µg/L) were detected at concentrations above their respective 2L standards in well MW-5. The sample collected from monitoring well MW-12 contained concentrations of benzene (909 µg/L), 1,2-DCA (75.2 µg/L), and naphthalene (26.5 µg/L) above 2L standards. The sample collected from monitoring well DMW-1 contained concentrations of benzene (629 µg/L), 1,2-DCA (121 µg/L), and naphthalene (19.3 µg/L) exceeding their respective 2L standards. Additional VOCs were detected in at concentrations below their respective 2L standards in the above- referenced monitoring wells. MTBE was detected in water supply well WSW-12 at concentration of 59.3 µg/L, above the 2L standard of 20 µg/L. The sample collected from water supply well WSW-1 contained an estimated concentration of methylene chloride (1.7J µg/L), which was also detected in the method blank and is suspected to be a laboratory contaminant. VOCs were not detected above the laboratory MDLs in the samples collected from wells MW-1 or WSW-1 (except for methylene chloride). The groundwater analytical results are summarized in Table 3 and are depicted on Figure 5. 1,2-DCA concentrations are depicted on Figure 6. A copy of the laboratory analytical reports is provided in Appendix C. E. CONCLUSIONS AND RECOMMENDATIONS Based on information obtained during the completion of these assessment activities, Terracon provides the following conclusions and findings. Free product was not encountered. 1,2-DCA exceeded the GCL in monitoring well MW-5 at a concentration of 824 µg/L, and exceeded the 2L Standard in monitoring wells MW-12 and DMW-1. MTBE exceeded the 2L Standard in water supply well WSW-12 at a concentration of 59.3 µg/L. Multiple VOCs were detected at concentrations above 2L Standards in the samples collected from monitoring wells MW-5, MW-11, MW-12, and DMW-1. VOCs were not detected in wells MW-1 or WSW-1 above MDLs, except for an estimated concentration of methylene chloride (1.7J µg/L) in water supply well WSW-1, which was also detected in the method blank and is suspected to be a laboratory contaminant.
