Proposal prepared for Terracon Consultants regarding the
concrete closure of 5 monitoring well covers, located at
Wilsonville General Store in Chatham County, NC.
PREFACE
The following discussion is regarding the information provided by Adam Lee, and presents the position
of SR&R Environmental (SR&R) as it relates to technical qualifications and capabilities.
This discussion is being prefaced with the following frank and concise statement:

credentials including, but not limited to, First Aid, CPR, Confined Space, Confined Space Rescue,
Excavation Safety, Hydroblast fundamentals, and Commercial Driver Licensing. As a Company, we also
are credentialed by both the ISNetWorld and PICS safety compliance and monitoring programs, and
have received the Five-Star Safety Award from the Greenpoint Group.
APPROACH TO PROJECT
A. Program Management
SR&R will approach this project with the same diligence and professionalism with which it approaches
any project for its many satisfied clientele. Specifically, we would plan the services to Terracon’s project
in the following manner:
✔ Conduct an in-house project kick-off meeting with senior management personnel [program
development, operations manager, executive officer, administrative manager, and senior field
supervisor(s)] to ensure all the details of the client requirements are fully understood and
implemented from Day One in the execution of the task.
o Review of technical requirements
o Equipment and staff assignments
o Health & Safety
o Administrative requirements
✔ From this point going forward, the Operations Manager will have primary responsibility for
implementing the project requirements, including, but not necessarily limited to:
o Equipment scheduling
o Field Staff scheduling
o Directing invoice procedures

B. Understanding of the Program Requirements
In short summary, the objective of this program is to perform concrete closure over the top of 5
monitoring wells located at the Wilsonville General Store in Chatham County, NC.
C. Equipment and Staff Utilization
SR&R employs trained and certified personnel with normal and customary training related to the
environmental concerns of our business. This includes, but not necessarily limited to, tank cleaning and
removal, loading and unloading techniques, industrial cleaning practices, spill prevention procedures,
spill containment procedures, emergency response policies, record keeping, and above all, client
service.
Our proposal directly addresses the needs and concerns of the task assignment as presented by
communication from Adam Lee, and understand our scope of services to be as follows:
❖ Mobilize equipment and professional technical staff to the project site.
❖ Equipment will include a service truck, and misc tools.
❖ Technical staff will include a senior field supervisor.
❖ We will remove the lid on all 5 monitoring wells, then use fast drying water plug cement we will
cement the entire void atop the monitoring wells so that the finished cement will be flush with
the surrounding surface.
❖ All equipment and technical staff will demobilize from the site.
❖ All of the site activities shall have free and unencumbered access to the work area(s) from dawn
to dusk and there are no delays for transport vehicles arriving or departing the site. In most
instances the crews will schedule to work up to a 10-hour day onsite, Monday through Friday,
not including lunch break.

D. Project Administration
Many organizations may believe that project administration basically just revolves around an invoice,
but at SR&R we recognize that complete project administration involves ensuring that all program
deliverables are accurate and complete. To that end, our in-house project kick-off meeting will
concentrate of the structure and format of all deliverables, including but not necessarily limited to,
generation of disposal documents, and, of course, accurate invoices.

COMMERCIAL PROPOSAL
● Based on the scope outlined above, we have compiled the following fees to complete this
assignment and are proposed in accordance with SR&R standard terms and conditions of
service, including payment terms of Net 30 Days following completion of project.
Remove covers from (5) monitoring wells and cover each void with water plug cement:
