(ATC) is pleased to submit this letter report documenting a groundwater sampling event conducted on March 31, 2023, at the White Oak Convenience Mart property located at 2932 Fishing Creek Road in Enfield, Halifax County, North Carolina. A site topographic map is included as Figure 1. The site is developed with one single-story brick building and is currently vacant. A site map depicting pertinent site features is included as Figure 2. The groundwater sampling event was performed based on a February 17, 2023, Task Authorization (TA-02) by the Trust Fund Branch of the Underground Storage Tank (UST) Section, Division of Waste Management (DWM), North Carolina Department of Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A between NCDEQ and ATC. The site formerly maintained one 275-gallon UST and one 550-gallon UST, both of unknown contents, that were removed in 1995. In addition, a 550-gallon UST of unknown contents was located at the adjacent former Amos Grocery and removed in 1995. Seven monitoring wells (MW-1 through MW-7) are associated with the site. Municipal water is available from the Halifax County Public Utilities Department in the vicinity of the site; however, some residents continue to utilize private water supply wells for potable water. Two presumed potable water supply wells (WSW-11 and WSW-12), five inactive or unknown use (property connected to municipal water) water supply wells (WSW-3, WSW-7, WSW-15, WSW-16, and WSW- 24), and one irrigation well (WSW-17) are located within 1,000 feet of the site. Water supply wells WSW-7 and WSW-11 are downgradient from the source area. Table 1 presents the water supply well ownership information and Figure 3 depicts the water supply well locations. On March 31, 2023, ATC mobilized to the site to collect groundwater samples from MW-1, MW-4, and MW-6 and from off-site water supply well WSW-3 and on-site water supply well WSW-15. Light non- aqueous phase liquid (LNAPL) was observed at a thickness of 0.18 feet in well MW-1 and a sample was not collected. In addition, a tool shed was found to be improved over top of well MW-6 and ATC was unable to collect a sample. Therefore, ATC collected groundwater samples from monitoring wells MW-2 and MW-5 rather than proposed monitoring wells MW-1 and MW-6. During the event, it was observed that well MW-5 was missing its steel manhole cover. Based on the data collected during the event, groundwater flows to the west across the site. Benzene was detected at a concentration exceeding the applicable North Carolina 15A NCAC 02L. 0202 Groundwater Quality Standard (2L Standard) in well MW-4. No compounds were detected above the respective Gross Contamination Levels (GCLs) for groundwater. No compounds were detected exceeding 2L Standards in wells MW-2 and MW-5. Well construction information and groundwater elevation data is summarized on Table 2. As part of the event, groundwater samples were scheduled to be collected from water supply wells WSW-3 and WSW-15. On March 31, 2023, ATC personnel spoke with both owners of WSW-3 and WSW-15 who confirmed that each respective well is inactive and that both properties are served municipal water by Halifax County. It was noted that electricity remained connected to WSW-3 and the well house and the well protective casing were both observed to be dilapidated. Based on the inactive status of water supply wells WSW-3 and WSW-15, samples were not collected. Following the field event, ATC confirmed with Halifax County that municipal water is provided to both the properties. The site is not a candidate for closure due to the observed LNAPL documented in well MW-1 and presence of potable water supply wells within 1,000 feet of the site. ATC recommends conducting an aggressive fluid vapor recovery (AFVR) event on well MW-1 to mitigate the LNAPL observed within the well during the March 2023 sampling event. Following the AFVR event, ATC recommends conducting a limited groundwater monitoring event to evaluate groundwater conditions. Additionally, ATC recommends the reinstallation of well MW-6 based on the unsuccessful attempts to locate the well since 2012 as well as the replacement of the MW-5 manhole cover. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis.
