(Consultech) for the Former West End Service Station (site) located at 603 Roxboro Road in Oxford, North Carolina. This LSA has been prepared to address the release of petroleum hydrocarbon compounds that were released from a gasoline underground storage tank (UST) system that was located on the site. The stored contents of the subject UST system include gasoline. The LSA was performed to evaluate the site’s risk classification. The release was assigned Incident numbers 11744 and 16147 by the North Carolina Department of Environmental Quality (NCDEQ), UST Section. The property location is shown on Figure 1. D.1 Owner-Operator Information The UST system owner is Kenneth and Tempie Forbes. D.2 UST System Information Three 1000-gallon gasoline tanks and one 500-gallon kerosene tank were removed from the property in December 1993. D.3 Non-UST Information No information was found in the conductance of the LSA that indicated the presence of aboveground storage tanks. D.4 Previous Site Assessment Activity No previous site assessment activity is known to have occurred (except as described below). D.5 Site and Vicinity Characteristics (land use of the site and surrounding area, topography, vegetation, surface water, wells, buildings, surface cover, soil type, depth to and nature of bedrock, depth to groundwater, direction of groundwater flow). The site is located at 603 Roxboro Road. The site is currently a commercial building occupied by Action Graphics. The site contains a large building and asphalt and gravel parking lot. The site is surrounded by commercial and residential properties. Topography in the region slopes moderately to the east - southeast. The site property and all surrounding properties utilize public water supplied by the Town of Oxford. Surrounding property use can be seen on Figure 3. D.6 Summary of Abatement Actions, Assessment Reports and Corrective Actions Three 1,000-gallon gasoline USTs and one 550-gallon kerosene UST were removed from the site in December 1993. The soil in the gasoline UST pit had a slight petroleum odor. Gasoline range total petroleum hydrocarbons (TPH) were detected in the soil samples collected below the three gasoline USTs. GRO TPH was detected in the samples at concentrations above the State action level. No GRO TPH or DRO TPH was detected in the soil sample collected below the kerosene UST. A report summarizing the work was submitted to the State on December 30, 1993. Do pavement, buildings, or other structures cap the contaminated soil? YES Describe. Contaminated soil is under gravel and asphalt paved area in front of the building on site. If yes, what mechanisms are in place or can be put into place to ensure that the contaminated soil will remain capped in the foreseeable future? Do not remove paved area in front of the building. 7. What is the zoning status of the property? Commercial 8. Is the use of the property likely to change in the next 20 years? NO Explain. Based on the site location, the site will likely remain commercial use, however, it cannot be determined at this time what use will occur over the next 20 years. Property Surrounding Source Area of Release The questions below pertain to the area within 1,500 feet of the source area of the release (excludes property containing source area of the release): 1. What is the distance from the source area of the release to the nearest primary or secondary residence (permanent or temporary)? 300 feet northwest of the center of the former UST location. 2. What is the distance from the source area of the release to the nearest school, daycare center, hospital, playground, park, recreation area, church, nursing home or other place of public assembly? Morning Star Baptist Church is located approximately 800 feet east of the site. The Village of Oxford Community Park is located approximately 2,000 feet west of the site. West Oxford Elementary School is located approximately 3000 feet west of the site. 3. What is the zoning status of properties in the surrounding area? • West: Commercial • North: Commercial • East: Residential and Commercial 7 • South: Commercial 4. Briefly characterize the use and activities of the land in the surrounding area. Surrounding properties are utilized for commercial purposes. Residences are located northwest and further east and southeast of the site. Land use and property owners/occupant information is Included in Table 2. F RECEPTOR INFORMATION F.1 Water Supply Wells No water supply wells were identified within 1500 feet of the former gasoline UST basin. F.2 Public Water Supplies The site and vicinity properties utilize public water supplied by the City of Oxford. F.3 Surface Water Three ponds were located between 1000 feet and 1500 feet from the site. The closest being approximately 1100 feet from the site and the furthest being 1400 feet from the site. One pond is located north of the site, one south, and one southwest. None of these ponds are located directly downgradient of the subject site. F.4 Wellhead Protection Areas Wellhead Protection Areas are administered by the North Carolina Division of Environmental Quality, Public Water Supply (PWS) Section. According to the PWS, no Wellhead Protection Areas are located within 1,500 feet of the source area. F.5 Deep Aquifers of the Coastal Plain Physiographic Province The site property is not located in the Coastal Plain Physiographic Province. F.6 Subsurface Structures There are no basements at the site buildings. Utilities are located along Roxboro Road. The utilities included underground sanitary sewer lines and aboveground power and communication lines. An underground water line runs into the subject property from Roxboro Road. The utilities are located outside of the former UST excavation. G LAND USE G.1 Property Owners and Occupants The site is a commercial building occupied by Action Graphics. A list of the adjacent property owners is Included in Table 2. H SITE GEOLOGY AND HYDROGEOLOGY According to the 1985 Geologic Map of North Carolina, the site is located in the Carolina Terrane and underlying geology consists of course grained biotite meta granite porphyry. Soil encountered at the site consisted of light brown silty clay to 10 feet and light brown sandy silt with rock fragments to 16 feet. A light gray siltstone was encountered at 15 feet with water bearing fractures from 35 to 40 feet. The site is located in the Piedmont Physiographic Province. Based 8 on the topography, groundwater is expected to flow southeast from the site. I SAMPLING RESULTS On January 31, 2023, South Atlantic Environmental Drilling and Construction Company (SAEDACCO) drilled one soil boring (MW-1) within the former gasoline UST basin. The boring was drilled using hollow stem augers. The boring was drilled to a depth of 15 feet where refusal was encountered due to the presence of rock. Soil samples were collected from boring MW-1 at five-foot intervals (5, 10, 15 feet). The soil samples were placed into appropriate laboratory- supplied containers, the samples were then placed on ice, and shipped under chain-of-custody to Eurofins Environment Testing in Pensacola, FL for analysis for volatile organic compounds (VOCs) by EPA Method 8260 and / or volatile petroleum hydrocarbons (VPH) by the MADEP method. Several VOCs and VPH were detected in the soil samples analyzed. Three VOCs (benzene, naphthalene and xylenes) and two VPH fractions (C9-C10 Aromatics and C5-C8 Aliphatics) were detected in one or more of the soil samples at concentrations exceeding soil to water MSCCs. Soil analytical data is summarized in Table 3 while the soil laboratory analytical report is contained in Appendix A. On April 14, 2023, SAEDACCO drilled and installed one monitoring well (MW-1) in the former gasoline tank basin; the boring was advanced to a total depth of 40 feet using air rotary techniques. A light gray siltstone was encountered from 15 to 40 feet in the boring with water bearing fractures from 35 to 40 feet. A groundwater sample was collected from well MW-1 on April 19, 2023. The sample was placed into appropriate laboratory-supplied containers, placed on ice, and shipped under chain-of- custody to Eurofins Environment Testing in Pensacola, FL for analysis for VOCs by EPA Method 8260, VPH by the MADEP method, and lead by USEPA Method 6010D. A summary of the groundwater analytical data indicates exceedances of NCAC 2L groundwater quality standards for multiple VOCs and all three VPH fractions. No contaminant concentrations detected in the groundwater in well MW-1 exceeded Gross Contaminant Levels. Groundwater Analytical data is summarized in Table 4; the groundwater laboratory analytical report is contained in Appendix A. J CONCLUSIONS AND RECOMMENDATIONS The following conclusions were reached regarding the release from the Former West End Service Station: • A release was confirmed in the gasoline UST basin during UST removal activities conducted in December 1993. Six of the seven soil samples collected in the gasoline UST basin indicated concentrations of TPH in soil above the 1993 NCDEQ action level (10 mg/kg). • The site property and surrounding properties are supplied drinking water by the Town of Oxford; no water supply wells were observed in the area. • The subject site and adjacent properties are classified as Commercial. • Three VOCs and two VPH fractions (C9-C10 Aromatics and C5-C8 Aliphatics) were detected in the soil samples collected in the boring MW-1 at concentrations above the soil to water MSCCs. • Bedrock (siltstone) was encountered at the site at a depth of approximately 15 feet. Groundwater 9 was encountered in well MW-1 installed in the bedrock at a depth of 35 feet. • Multiple VOCs and three VPH fractions were detected in the groundwater sample collected from well MW-1 at concentrations above the NCAC 2L groundwater quality standards. No constituents were detected in the groundwater in the well at concentrations above the GCLs. • Consultech recommends this site be classified as Low Risk due to the lack of potential receptors nearby and downgradient of the release at the subject site. • Consultech recommends further groundwater assessment activities be performed to determine the horizontal and vertical extent of groundwater contamination.
