Four underground storage tanks (USTs) were reportedly installed before 1984 and removed by 1996. The size and contents of the tanks are unknown. A petroleum release from the UST system was suspected in 1983 when four water supply wells in the area had presumed and/or confirmed gasoline odors/impacts. Additional potential sources were identified but a specific source or responsible party were not verified. The purpose of this report is to document the latest groundwater sampling event. On March 14, 2023, CATLIN Engineers and Scientists (CATLIN) personnel measured groundwater at approximately 20 feet deep across the site in the shallow/Type II monitoring wells. Groundwater samples from four monitoring wells (MW-1, MW-2D, MW-3, and MW-4) and three water supply wells (WSW-3, WSW-7, and SW-19) were collected. The samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B [plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE), and diisopropyl ether (DIPE)]. Laboratory results did not indicate any dissolved petroleum constituents above their respective laboratory method detection limits in the sample from MW-4. An estimated concentration (“J”-value) of acetone (a common laboratory artifact) was detected in the MW-3 sample, but it was below 2L GWQS. Multiple VOCs were detected in the MW-1 and MW-2D samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCL). No targeted analytes were reported above the laboratory method detection limit in the sample from water supply well WSW-3. Low and/or estimated detections of chloroform and MTBE were reported in the WSW-7 and SW-19 at concentrations similar to previous sampling events. An estimated concentration of bromodichloromethane was also reported in the WSW-7 sample. No targeted analytes were above 2L GWQS in any of the water supply well samples. Contaminant concentrations appear to have fluctuated in samples from monitoring wells MW-1 and MW-2D since the previous sampling event in January 2022 (CATLIN, 2022). Plume stability analysis was recommended, but due to obvious fluctuating compound concentrations, the analysis was not conducted. CATLIN recommends conducting semi-annual groundwater monitoring. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 3 April 2023 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 220275.04P, dated January 12, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #04, accepted January 17, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included: • Collect groundwater samples from four monitoring wells (MW-1, MW-2D, MW-3, and MW-4); • Collect groundwater samples from 10 water supply wells (WSW-3, WSW-7, WSW-8, WSW-9, WSW-35, WSW-36, SW-5, SW-7, SW-11, and SW-19) • Analyze 16 water samples (four monitoring well samples, 10 water supply well samples, one field blank, and one trip blank) according to SM 6200B (including EDB, MTBE, and DIPE); and, • Prepare and submit a monitoring report with plume stability analysis. Water supply wells WSW-8, WSW-9, WSW-35, WSW-36, SW-5, SW-7, and SW-11 could not be accessed and were not sampled. Plume stability analysis was not conducted due to obvious fluctuating compound concentrations. The remaining services were completed in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Former Kwik Shop site is located at 3625 Cumberland Road, Fayetteville, NC. (Figures 1 and 2). Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. Recent site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION The Former Kwik Shop operated the on-site USTs for petroleum retail sales until the mid-1990s. At the time the release was discovered (early 1980s), the owner of the property was reportedly Mrs. Mary Barnes and Kwik Shop’s lessee was Mr. Clyde Sessoms. Williams Oil Company historically supplied petroleum for Kwik Shop and Mary Barnes was reportedly associated with Barnes Oil Company (NCDEM, 1984). Available information regarding UST owners/operators and is presented on Table 1. 4.2 UST INFORMATION Publicly available records pertaining to USTs at the Former Kwik Shop site are convoluted. Details regarding the number of tanks previously on-site and NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 4 April 2023 their former contents are difficult to ascertain. Previous reports indicate that at least four USTs were historically operated at the former Kwik Shop (NCDEM, 1984; GMA, 2005). According to a North Carolina Department of Environmental Management (NCDEM) memorandum, four USTs were in operation for petroleum retail sales at the Kwik Shop in 1984. The USTs were tested for tightness at the request of NCDEM during their investigation into the petroleum release source. The tanks were found to be “tight as a drum.” However, the investigation revealed that one on-site UST leaked approximately 1,000 gallons of regular gasoline and was replaced in the early 1970s (NCDEM, 1984). Former UST installation and removal date(s), previous contents, construction details, dimensions, and locations are unknown. Available UST system information is presented in Table 1 and the approximate former dispenser island locations are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY In March 1984, the Fayetteville Regional Office responded to a report from the Environmental Protection Agency (EPA) that some water supply wells, including the Cumberland Road Fire Department’s well (near the site), were believed to be contaminated with gasoline. A subsequent investigation revealed “gasoline-like hydrocarbons” in the Fire Department’s (now abandoned) water supply well (NCDEM, 1984). NCDEM’s investigation identified the UST systems at the Kwik Shop and Quick Stop (another nearby gasoline station and convenience store) as potential petroleum release sources. Although a petroleum release was confirmed, the exact source was not determined (NCDEM, 1984). The former Quick Stop site is associated with Incident Number 3008 (GMA, 2005). 4.4 SITE CHARACTERISTICS The property is now owned by Howard Randolph and Sharon Randolph Taylor. A&D Lawn Mower Repair/New and Used Tires, a repair shop and tire retailer that performs automotive oil changes, currently operates at the site. The parcel is comprised of a single-family residence, the A&D Lawn Mower Repair/New and Used Tires building and storage yard, and the Barnes Mobile Home Park. The site is partially asphalt paved. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Residences are located north (across Cumberland Road) and south of the site. Faymont Baptist Church is located to the west and the Cumberland Road Fire Department is to the east (across Upchurch Drive). Several NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 5 April 2023 commercial businesses and single-family residences are located in the site vicinity. 4.6 RECEPTOR INFORMATION The Former Ball’s Grocery site (former petroleum retailer/convenience store) is located at 3615 Boone Trail, approximately 1,800 feet north of the Former Kwik Shop site (Figures 1 and 2). The Former Ball’s Grocery site was historically associated with NCDEQ Incident Number 29711. In 2011, a Point of Entry water treatment system was installed at 2209 Dixie Trail (WSW-1) and NCDEQ provided bottled water to 2205 Dixie Trail (WSW-2). The municipal water line was subsequently extended along Dixie Trail. However, due to limited funds, only the properties associated with WSW-1 and WSW-2 were connected to municipal water by NCDEQ (S&ME, 2020). NCDEQ closed the Former Ball’s Grocery site on September 28, 2016. Mr. Hassan Osman (NCDEQ) requested to continue monitoring the water supply wells near the Former Ball’s Grocery site with the Former Kwik Shop site water supply wells. The water supply wells named “WSW-##” were previously associated with the Former Balls’ Grocery site and the water supply wells name “SW-##” were originally associated with the Former Kwik Shop site. A review of historical files available on the NCDEQ Waste Management Online Database (aka Laserfiche) indicates that the last receptor survey for the combined Former Kwik Shop and Former Ball’s Grocery site was conducted in 2019 by S&ME, Inc. (S&ME, 2020). Three inactive water supply wells (SW-2, SW-3, and SW-50) were identified within 500 feet of the Former Kwik Shop site. Forty-five additional wells were identified between 500 and 1,000 feet of the Former Kwik Shop site. No surface water bodies were identified within 1,000 feet of the site (S&ME, 2020). Potential receptors near the Former Kwik Shop are illustrated on Figure 2 and pertinent receptor information is presented on Table 2A. Fourteen (eight active and six inactive) water supply wells were identified within 500 feet of the Former Ball’s Grocery site. Thirty-five additional wells were identified between 500 and 1,000 feet of the Former Ball’s Grocery site. No surface water bodies were identified within 1,000 feet of the Former Ball’s Grocery site (S&ME, 2020). Potential receptors previously associated with the Former Ball’s Grocery site are illustrated on Figure 2 and receptor information is shown on Table 2B. During the March 2023 field activities, the owner of the property associated with water supply well WSW-8 indicated that the Fayetteville Public Works Commission had installed a new water line nearby. Reportedly, most of the properties in the vicinity had been connected to municipal water and disconnected from well lines. This information has yet to be verified. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 6 April 2023 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES The release was discovered in 1984 when four water supply wells in the area had presumed and/or confirmed gasoline odors/impacts. An investigation into the source was conducted by NCDEM. A specific petroleum release source was not identified. Records available on Laserfiche indicate that a receptor survey was conducted in 1997 and water supply wells in the site vicinity were periodically sampled between 1996 and 1998. In 2001, Handex was tasked to conduct a combined site assessment for the Former Kwik Shop and Former Quick Stop sites. However, during assessment activities, it was revealed that the Former Quick Stop site was proceeding under the NC Commercial Trust Fund guidelines and the responsible party for the site was identified as The Pantry. Therefore, the Former Quick Stop was removed from the assessment scope (Handex, 2001). In October 2001, two monitoring wells [MW-1 (shallow/Type II) and MW-2D (deep/Type III)] were installed on-site. Soil and groundwater samples were obtained during assessment activities. Soil sample analytical results revealed several petroleum constituents in the sample obtained from the MW-1 boring. However, no constituent concentrations were reported above their respective Residential or Industrial/Commercial Maximum Soil Contaminant Concentrations (MSCCs). Analysis of the groundwater samples obtained from MW-1 and MW-2D revealed several petroleum constituents above their respective 2L GWQS in both samples. Groundwater Management Associates (GMA) conducted a Limited Site Assessment (LSA) in 2005. Soil samples were obtained from the former UST basin and pump island and submitted for analysis per EPA Method 8260 and Massachusetts Department of Environmental Protection (MADEP) Volatile Petroleum Hydrocarbons (VPH). No targeted analytes were detected in the soil samples (GMA, 2005). Since 2005, periodic groundwater monitoring events have been conducted at the site by multiple parties. In 2016, S&ME installed two additional Type II monitoring wells (MW-3 and MW-4). Groundwater samples were subsequently collected from monitoring wells MW-1, MW-2D, MW-3, and MW-4. No petroleum constituents were detected above their respective 2L GWQS in the samples. MTBE and benzene were detected in MW-2D at concentrations below their respective 2L GWQS (S&ME, 2016). Groundwater samples have been collected from the four monitoring wells and several water supply wells during annual groundwater monitoring events since 2016. Analysis of monitoring well groundwater samples obtained during the 2020 event revealed benzene above its 2L GWQS in the MW-2D sample. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 7 April 2023 Chloroform, below its 2L GWQS, was detected in samples obtained from SW-7 and WSW-36. MTBE, below its 2L GWQS, was detected in the sample from SW-19. Benzene and Naphthalene were detected at concentrations above their 2L GWQS in the WSW-8 sample. Several other petroleum constituents were also detected in the WSW-8 sample but were below their respective 2L GWQS (S&ME, 2020). CATLIN conducted a groundwater monitoring event in February 2021. Analytical results of the monitoring well samples revealed benzene and MTBE below their 2L GWQS in the MW-2D sample and an estimated (“J”-value) concentration of chloroform in the MW-3 sample. No other targeted analytes were reported above the method detection limits in the monitoring well samples. Groundwater samples were obtained from six water supply wells (WSW-7, WSW-35, WSW-36, SW-7, SW-11, and SW-19). Analytical results did not reveal any petroleum constituent concentrations above their respective 2L GWQS in the samples. Chloroform was detected, below its 2L GWQS, in samples obtained from WSW-7, WSW-35, WSW-36, and SW-7. MTBE was detected, below its 2L GWQS, in the samples from WSW-7 and SW-19 (CATLIN, 2021). In January 2022, CATLIN sampled the on-site monitoring wells and five water supply wells (WSW-3, WSW-7, WSW-36, SW-11, and SW-19). Benzene was reported at concentrations above 2L GWQS in the MW-1 and MW-2D samples, and naphthalene above 2L GWQS in the MW-1 sample. This was a notable increase from the February 2021 sampling event, including several additional contaminants (below the 2L GWQS) detected in the MW-1 sample that were previously below the method detection limits. Low concentrations of chloroform and MTBE persisted in the samples from water supply wells WSW-7, WSW-35, WSW-36, and SW-19, but they were all below 2L GWQS (CATLIN, 2022A). CATLIN returned to sample water supply wells WSW-7 and SW-19 in July 2022. Both water supply well samples contained low and/or estimated (“J”- value) concentrations of chloroform and MTBE that were below their respective 2L GWQS. These concentrations were similar to those reported in previous events (CATLIN, 2022B). Summarized historical data prepared by previous consultants is presented in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Coastal Plain physiographic province. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 8 April 2023 The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The project area is located within the Inner Coastal Plain, which is an area of erosional topography (Horton and Zullo, 1991). The Coastal Plain comprises a wedge-shaped sequence of stratified marine and non-marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from Recent to lower Cretaceous (Narkunas, 1980). According to GMA (2005), the site is immediately underlain by gravel to 0.5 feet below land surface (BLS). Orange sand is encountered from 0.5 to 15.5 feet BLS. A tan, fine to medium quartz sand is reportedly below the orange sand and extends to 17.0 feet BLS. Fine to coarse quartz sand with some pebbles is present from 17.0 to 19.5 feet BLS, underlain by at least 0.5 feet of tan medium to coarse quartz sand that is dry and cohesionless. 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework – North Carolina Hydrogeological Database identified sufficient boreholes near the site to draw a cross-section. The surficial aquifer is projected to be present approximately 30 feet BLS and to extend to 60 feet BLS at the site location. The Black Creek confining unit and aquifer are predicted to underlie the surficial aquifer to approximately 100 feet BLS. The Upper Cape Fear confining layer and associated aquifer are expected to be present between the Black Creek Aquifer and the crystalline basement, encountered at approximately 270 feet BLS. Surface Water – No surface water bodies were identified within 1,000 feet of the site during the previous receptor survey (S&ME, 2020). 6.0 CURRENT SITE ASSESSMENT INFORMATION CATLIN conducted field activities on March 14, 2023 in general accordance with the approved TA and pre-prepared Health and Safety Plan (HASP). Upon arrival at the site, potential hazards were evaluated before beginning field work and their discussion is documented on a Daily Activities Log. The log is included in Appendix C. Photographs from the site visit are included in Appendix B. CATLIN personnel gauged and collected groundwater samples for laboratory analysis of VOCs per SM 6200B from four monitoring wells (MW-1, MW-2D, MW-3, and MW-4) and three water supply wells (WSW-3, WSW-7, and SW-19). Water supply wells WSW-8, WSW-9, WSW-35, WSW-36, SW-5, SW-7, and SW-11 could not be accessed and were not sampled. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 9 April 2023 Well locations and site features are shown on Figure 3 and well construction details are presented on Table 3. 6.1 GAUGING DATA Historically, depth to water in the shallow monitoring wells has ranged from 3.01 feet below top of casing (BTOC) (MW-4) to 21.20 feet BTOC (MW-1) and from 5.42 feet BTOC to 22.37 feet BTOC in the deep monitoring well (MW-2D). Groundwater flow direction has been previously illustrated towards the southeast (S&ME, 2020; CATLIN, 2021). During the March 2023 event, CATLIN personnel measured depth to water in four monitoring wells using an electronic water interface probe. To prevent cross contamination, the probe and cabling were decontaminated according to manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ Guidelines, and EPA Region 4 Operating Procedures. Depth to water in the Type II wells was 20.11 feet BTOC in MW-1, 19.12 feet BTOC in MW-3, and 20.55 feet BTOC in MW-4. Depth to water in the Type III well (MW-2D) was 21.67 feet BTOC. Groundwater flow direction at the site for this monitoring event was towards the southeast. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevation is illustrated on Figure 4 and groundwater sampling forms are provided in Appendix C. 6.2 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDENR and NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes using a new, disposable bailer. The water supply wells were purged by running the tap for fifteen minutes. Monitoring well groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). Conductivity, pH, ORP, dissolved oxygen, turbidity, and temperature measurements were recorded utilizing the VuSitu mobile application (version 1.17.12). The Aqua TROLL was decontaminated according to the manufacturer’s recommendations between use at each monitoring well. Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the groundwater sampling forms are available in Appendix C. NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 10 April 2023 After a minimum of three well volumes were removed (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A field blank was collected by pouring water from a new, sealed gallon of distilled water directly into laboratory-provided, pre-preserved glassware. The glassware was labeled and placed on ice in an insulated cooler. A laboratory- provided trip blank was maintained in the cooler for the duration of the sampling event. The groundwater samples, field blank, and laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION Historically, samples from monitoring wells MW-1 and MW-2D have contained the highest petroleum constituent concentrations. During the previous sampling event conducted by CATLIN (January 2022), samples from MW-1 and MW-2D contained concentrations of benzene and/or naphthalene above their respective 2L GWQS. However, no petroleum constituents have been detected at concentrations above GCL. Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical laboratory results from events conducted by CATLIN are included on Table 5. Monitoring and water supply well sample analytical results are illustrated on Figures 5 and 6, respectively. A copy of the complete laboratory report and COC documentation are in Appendix D. Monitoring Wells During the March 2023 monitoring event, four monitoring well groundwater samples (MW-1, MW-2D, MW-3, and MW-4) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). No petroleum constituents were reported at concentrations above laboratory method detection limits in the MW-4 sample. An estimated (“J”-value) of acetone, a common laboratory artifact, was detected in the sample from MW-3. No targeted analytes were reported above GCL. Analytical results revealed the following constituents above their respective 2L GWQS in the samples from MW-1 and MW-2D: NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 11 April 2023 • MW-1: benzene and naphthalene; and • MW-2D: benzene. Water Supply Wells Groundwater samples were obtained from three water supply wells (WSW-3, WSW-7, and SW-19) and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). Analytical results did not reveal any petroleum constituent concentrations above their respective 2L GWQS or GCL in the samples. No targeted analytes were reported above the laboratory method detection limit in the WSW-3 sample. A low concentration of chloroform and estimated concentrations (“J”-values) of bromodichloromethane and MTBE were detected in the WSW-7 sample. An estimated concentration of chloroform and a low concentration of MTBE were detected in the SW-19 sample. Field Blank and Trip Blank One field blank and one laboratory-provided trip blank sample were submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). Estimated concentrations (“J”-values) of acetone and toluene were detected in the field blank sample, but they were well below 2L GWQS. No targeted analytes were reported in the trip blank sample. 6.4 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Benzene and/or naphthalene were detected above their respective 2L GWQS in samples from MW-1 and MW-2D. No other constituents were reported above 2L GWQS in the monitoring well samples.. A summary of current monitoring well groundwater sample analytical results is illustrated on Figure 5. Samples collected from MW-1 have historically contained the highest petroleum constituent concentrations. The contamination concentrations in samples from MW-1 have significantly decreased since 2001 (S&ME, 2020). However, they have increased from the February 2021 event, which had no detections above 2L GWQS (CATLIN, 2021). The concentrations have fluctuated since the previous sampling event in January 2022 (CATLIN, 2022). Chloroform and MTBE persist in the water supply wells near the Former Kwik Shop site and the Former Ball’s Grocery site. During this sampling event, MTBE and chloroform were reported at similar concentrations to previous sampling events and below their 2L GWQS (S&ME, 2020; CATLIN, 2022). A NCDEQ; 3601_Former Kwik Shop CATLIN Engineers and Scientists CATLIN Project No. 220275 12 April 2023 summary of current water supply well sample analytical results is illustrated on Figure 6. Cleanup Levels Achieved Soil– Soil samples obtained in 2005 did not indicate that any petroleum constituents were present (GMA, 2005). Groundwater– Benzene and naphthalene concentrations at the site are above 2L GWQS, but below GCL. LNAPL– Light non-aqueous phase liquid (LNAPL; aka free-phase product) was not measured during this monitoring period. LNAPL has not been previously measured at the site. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Samples were collected from four monitoring wells (MW-1, MW-2D, MW-3, and MW-4) and three water supply wells (WSW-3, WSW-7, and SW-19). • Groundwater flow direction was calculated to be toward the southeast. • Benzene and naphthalene were detected above their 2L GWQS in the sample from MW-1, and benzene above its 2L GWQS in the MW-2D sample. • Low concentrations of chloroform and MTBE persist in samples from water supply wells WSW-7 and SW-19, but they are below 2L GWQS. • No analyzed compound concentrations were reported above their GCL in any water samples. • Contaminant concentrations in monitoring wells MW-1 and MW-2D have fluctuated since the January 2022 sampling event. Recommendations CATLIN recommends conducting semi-annual groundwater monitoring. 8.0 LIMITATIONS The groundwater samples analyzed as part of this investigation only provide isolated data points and may not represent conditions at every location in the project area. Analyses and conclusions of this report, being based on interpolation between data points at the project area, may not be completely representative of all site conditions. Conclusions and recommendations of this investigation and report are based on the best available data in an effort to comply with current regulatory requirements.
