Two underground storage tanks (USTs) were previously operated at the site. One 6,000-gallon premium gasoline and one 8,000-gallon regular gasoline USTs were removed from the site in 1998. A petroleum release was discovered during tank closure activities. Reportedly, two other orphan USTs were located in the northwest corner of the parcel. A recent geophysical investigation revealed the location of one anomaly that may be a small UST. The purpose of this report is to document the latest monitoring well installation and groundwater sampling event. On February 2, 2023, CATLIN Engineers and Scientists (CATLIN) personnel advanced three borings to 13 feet below land surface (BLS) for the construction of shallow, Type II monitoring wells (MW-2, MW-3, and MW-4). All on-site monitoring well Top of Casing (TOC) elevations were measured using traditional survey methods (Rod and Level). CATLIN personnel returned to the site on February 8, 2023 and the depth to groundwater was measured at an average of 2.5 feet deep across the site. Groundwater samples from four monitoring wells (MW-1, MW-2, MW-3, and MW-4) and one water supply well (WSW-5) were collected. The samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE) and diisopropyl ether (DIPE). Multiple VOCs were detected in all monitoring well samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L, Section .0202 Groundwater Quality Standards (2L GWQS), but below the Gross Contaminant Levels (GCL). CATLIN recommends to: • Install additional monitoring wells (including one Type III monitoring well) to delineate the plume vertically and horizontally. • Conduct a semi-annual sampling event in August 2023. During the event, sample the water supply wells within 500 feet of the source area. 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 220226.3P, dated January 12, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #03, approved on January 13, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included to: • Update the site-specific Health and Safety Plan (HASP) for drilling operations; NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 3 March 2023 • Install three Type II monitoring wells (MW-2, MW-3, and MW-4) to 13 feet BLS each; • Survey the TOC elevations of four monitoring wells (MW-1, MW-2, MW-3, and MW-4); • Collect groundwater samples from four monitoring wells (MW-1, MW-2, MW-3, and MW-4) and two water supply wells (WSW-02 and WSW-05); • Analyze seven water samples (four monitoring wells, two water supply wells, and one field blank) via SM 6200B (including EDB, MTBE, and IPE); and • Prepare a monitoring report summarizing the findings. During field activities, there was no power supply to water supply well WSW-02; therefore, no sample was collected. The remaining scope of services was conducted in general accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Bowden Grocery and Grill site is located at 6879 Highway 401 South, Bunnlevel, North Carolina (Figures 1 and 2). Summarized available historical sampling and gauging data are provided in Appendix A. Site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Gordon Mason owned the two USTs historically operated on-site for petroleum retail sales. The tanks were operated by Mr. Mason until 1996 and removed in 1998 (EMS, 1999). The site was accepted into the North Carolina UST Section Trust Fund Branch State Lead Program in 2020 (NCDEQ, 2020). Available information regarding UST owners/operators is presented on Table 1. 4.2 UST/AST INFORMATION One 6,000-gallon premium gasoline and one 8,000-gallon regular gasoline USTs were previously operated on-site. There is conflicting information regarding when they were installed; EMS Environmental, Inc. (EMS) reported the year as 1982, while the North Carolina Registered UST (NC RUST) database lists the installation date as April 23, 1985. The USTs were removed in December 1998 (EMS, 1999). The USTs were operated until 1996, when they were replaced in function by two aboveground storage tanks (ASTs) (EMS, 1999). The ASTs are currently active on-site to distribute gasoline for retail sales, although their exact specifications are unknown. A small kerosene AST is also present, located on the north side of the building. A recent geophysical survey identified one anomaly in this area that may be an orphan UST. Details of the tank(s) are unknown. Available UST/AST system information is presented in Table 1 and the approximate UST and AST locations are illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY An on-site release was discovered in 1998 during UST removal activities. Soil sample analytical results revealed total petroleum hydrocarbons (TPH) gasoline range organics (GRO) above State Action Levels (EMS, 1999). 4.4 SITE CHARACTERISTICS The property is owned by Musheer Al-Naqueb and the property is occupied by a retail business (Bunnlevel Grocery). The parcel is comprised of the store building, a paved parking lot, and grassy areas. Site photographs are presented in Appendix B. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Properties in the site vicinity are a mix of residences, businesses, and agricultural land. The site is bound by Highway 401 South to the west. Residences adjoin the property to the east and the Bunnlevel Fire Department is located to the north. An automotive service business is located to the west (across Hwy 401 S.) and agricultural land adjoins the site to the south. 4.6 RECEPTOR INFORMATION Conducting a receptor survey was outside the scope of this monitoring event. CATLIN conducted the most recent receptor survey in 2021 and pertinent receptor information is summarized below. Based on correspondence with Harnett Regional Water, municipal water is available in the vicinity of the site. Twenty water supply wells have been identified within 1,500 feet of the site, including four potable wells (WSW-02, WSW-05, WSW-09, and WSW-12) located within 1,000 feet. Gardners Branch Stream is located 1,015 feet northwest of the site and spans several parcels. The stream discharges into the Upper Little River, located approximately 1.5-miles northeast of the site, and is classified as a class C water supply type four (C:WS-IV) surface water body. Potential receptors are illustrated on Figure 2 and receptor information obtained from CATLIN (2021) is shown on Table 2. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 5 March 2023 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES The release was discovered in 1998 during UST closure activities. Confirmation soil samples collected from the UST basin sidewalls reportedly contained TPH GRO concentrations up to 480 milligrams per kilogram (mg/kg). Approximately 25 cubic yards of contaminated soil was removed during excavation activities and groundwater was encountered at nine feet BLS. One shallow monitoring well (MW-1) was installed and sampled. Laboratory analysis of the groundwater sample revealed several VOCs and Massachusetts Department of Environmental Protection (MADEP) volatile petroleum hydrocarbons (VPH) analytical fractions above their respective 2L GWQS (EMS, 1999). It does not appear that any investigations or remedial activities were conducted between 1998 and 2022. In April 2022, CATLIN installed three shallow, temporary monitoring wells (TMW-02, TMW-03, and TMW-04) to conduct soil and groundwater sampling. The soil and groundwater samples were analyzed for VOCs, semi-volatile organic compounds (SVOCs), and carbon-chain analytical fractions. All VOCs and SVOCs were revealed to be below the method detection limits in the soil samples. A VPH fraction (C9-10 aromatic) was revealed in one sample at a concentration above its Soil-To-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCC). Multiple VOCs, SVOCs, and carbon-chain analytical fractions were detected in the two groundwater samples (TMW-02 and TMW-03) at concentrations above their 2L GWQS; however, none were above GCL (CATLIN, 2022). On June 13, 2022, CATLIN contracted with ESP Associates, Inc. (ESP) to conduct a geophysical survey utilizing ground-penetrating radar (GPR). The northwest corner of the parcel was investigated for any remaining USTs, as two orphan tanks had previously been reported in this location. One anomaly was found but could not be positively identified as a UST due to the quality of the soil. ESP reported that it was likely a metal object that could be a small tank (CATLIN, 2022). This location is marked on Figure 3 as a possible orphan UST. Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Coastal Plain physiographic province. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 6 March 2023 The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The project area is located within the Inner Coastal Plain, which is an area of erosional topography (Horton and Zullo, 1991). The Coastal Plain comprises a wedge-shaped sequence of stratified marine and non-marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from Recent to lower Cretaceous (Narkunas, 1980). The site is underlain by the Cape Fear formation within the Coastal Plain belt. According to the 1985 Geologic Map of North Carolina, sandstone and sandy mudstone are exposed in the site area. According to recent boring logs from CATLIN (2022), sandy gravel is present to approximately one to one and a half feet BLS. Sandy clay was encountered to approximately seven to 12 feet BLS. Clayey sand was observed at further depths up to 16 feet BLS. 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database did not identify sufficient boreholes near the site to draw a cross-section. Surface Water – One surface water body was identified within 1,500 feet of the site. According to the NCDEQ North Carolina Surface Water Classifications GIS viewer, the Gardners Branch Stream is identified as a class C:WS-IV surface water body. 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities in general accordance with the approved TA and pre-prepared HASP. Upon arrival at the site, potential hazards were evaluated before beginning field work and are documented on electronic Job Hazard Analysis (JHA) forms. The JHA forms are included in Appendix C. Photographs from the site visit are provided in Appendix B. Well locations and site features are shown on Figure 3 and well construction details are presented in Table 3. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 7 March 2023 6.1 MONITORING WELL INSTALLATION On February 2, 2023, three borings were advanced to 13 feet BLS for monitoring well construction by a North Carolina Certified Well Contractor, utilizing hollow stem augers and a Diedrich D-50 drill rig. Cuttings generated during drilling activities were spread in a grassy area on-site. The wells (MW-2, MW-3, and MW-4) were constructed of new, threaded PVC casing and screen. No glues or cements were used in joining PVC components. New nitrile gloves were worn while handling all well materials. The monitoring wells were constructed with a pointed PVC sediment trap, 10 feet of 2-inch diameter, 0.010-inch slotted PVC well screen and approximately three feet of 2-inch diameter solid PVC riser to the surface. The annular space was filled with coarse sand pack to approximately one foot above the well screen and bentonite chips to within one foot of the ground surface. The bentonite chips were poured from the surface while simultaneously pouring water to facilitate hydration. The well was finished with a concrete pad and flush-mount steel wellhead and locking well cap. After installation, the monitoring well was developed by over-pumping. The TOC elevations of the new monitoring wells and one preexisting well (MW-1) were measured using traditional survey methods (Rod and Level) and the level notes are included in Appendix C. Monitoring well construction information is summarized in Table 3 and a site map with monitoring well location is illustrated on Figure 3. Site photographs are presented in Appendix B. The well logs and Well Construction Records were submitted to NCDEQ on February 3, 2023; copies are provided in Appendix D. 6.2 GAUGING DATA When the on-site monitoring well (MW-1) was installed, its depth to water was 7.19 feet BLS. The water table was noted to be shallow and surface water appeared to flow northeast (EMS, 1999). When CATLIN installed three temporary monitoring wells in April 2022, the average depth to water was 4.4 feet below top of casing (BTOC) (CATLIN, 2022). During the February 2023 event, CATLIN personnel measured depth to water in four monitoring wells using an electronic water level indicator. To prevent cross contamination, the probe and cabling were decontaminated according to manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with North Carolina Department of Environmental and Natural Resources (NCDENR) and NCDEQ Guidelines, and Environmental Protection Agency (EPA) Region 4 Operating Procedures. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 8 March 2023 Depth to water ranged from 2.37 feet BTOC (MW-2) to 2.64 feet BTOC (MW-1). Light non-aqueous phase liquid (LNAPL) was not encountered during this monitoring event. The depths to water measured in MW-2, MW-3, and MW-4 were slightly above or right at the top of their respective screened intervals. Groundwater flow direction was calculated to be toward the north-northeast. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevations and flow direction are illustrated on Figure 4. Groundwater sampling forms with gauging data are provided in Appendix C. 6.3 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDENR and NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes using a new, disposable bailer. Monitoring well groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). Conductivity, pH, oxidation reduction potential (ORP), dissolved oxygen, and temperature measurements were recorded utilizing the VuSitu mobile application (version 1.17.12). The Aqua TROLL was decontaminated according to manufacturer’s recommendations and rinsed with distilled water between use at each monitoring well. Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the groundwater sampling forms are available in Appendix C. After a minimum of three well volumes were removed (or the well was bailed dry), groundwater samples were collected from the wells and poured into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. After the water supply well was allowed to run for 15 minutes, a sample was collected either from a spigot located at the water supply well or from the closest spigot to the well directly into appropriate laboratory-provided, pre-preserved glassware, labeled, and placed on ice in an insulated cooler. A field blank was collected by pouring water from a new, sealed gallon of distilled water directly into laboratory-provided, pre-preserved glassware. The glassware was labeled and placed on ice in an insulated cooler. The groundwater samples and field blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Appendix E. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 9 March 2023 6.4 SUMMARY OF GROUNDWATER INFORMATION Historically, monitoring well MW-1 has contained multiple petroleum constituents at concentrations above their 2L GWQS. During the previous monitoring event conducted by CATLIN (April 2022), analysis of the samples from temporary monitoring wells TMW-02 and TMW-03 also reported multiple contaminants above 2L GWQS. No petroleum constituents have been detected at concentrations above GCL. Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical results for events conducted by CATLIN are in Tables 5 through 7. Monitoring well sample analytical results are illustrated on Figure 5. A copy of the complete laboratory reports and COC documentation are in Appendix E. Monitoring Wells During the February 2023 monitoring event, four monitoring well groundwater samples (MW-1, MW-2, MW-3, and MW-4) were analyzed via SM 6200B (including EDB, MTBE, and DIPE). Laboratory analysis did not detect any constituents above their GCL in any of the monitoring well samples. Analytical results reported the following constituents at concentrations above their 2L GWQS in the samples: • MW-1: benzene, n-butylbenzene, sec-butylbenzene, ethylbenzene, isopropylbenzene, p-isopropyltoluene, naphthalene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and total xylenes; • MW-2: benzene, ethylbenzene, naphthalene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, and total xylenes; and • MW-3 and MW-4: benzene, naphthalene, n-propylbenzene, toluene, 1,2,4-trimethylbenzene, and total xylenes. Water Supply Well A groundwater sample was obtained from water supply well WSW-05 (labeled as WSW-5 in the sample identification). No targeted analytes were detected above their laboratory method detection limits in the water supply well sample. Field Blank One field blank sample was submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated (“J”-value) concentration of acetone (a common laboratory relic) was detected in the field blank sample. No other targeted analytes were detected. NCDEQ; 21800_Bowden Grocery & Grill CATLIN Engineers and Scientists CATLIN Project No. 220226 10 March 2023 6.5 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Multiple petroleum constituents were detected above their respective 2L GWQS in samples from all monitoring wells. However, no constituents were reported above GCL. No targeted analytes were reported in the sample from water supply well WSW-05 (located 465 feet northwest of the source area). A summary of monitoring well groundwater sample analytical results are illustrated on Figure 5. The estimated horizontal extents of benzene, naphthalene, and total xylenes are illustrated on Figures 6, 7, and 8, respectively. The dissolved phase contaminant plume has not been horizontally or vertically delineated. Cleanup Levels Achieved Soil – To date, approximately 25 cubic yards of impacted soil have been removed from the site (EMS, 1999). Soil samples obtained during the 2022 sampling event indicate that VOC and SVOC concentrations are not detectable, but that VPH are above STGW MSCC (CATLIN, 2022). Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL has not been observed at the site. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Three monitoring wells (MW-2, MW-3, and MW-4) were installed to 13 feet BLS. • The TOC elevations for all on-site monitoring wells (MW-1, MW-2, MW-3, and MW-4) were measured using traditional survey methods (Rod and Level). • Four monitoring well samples (MW-1, MW-2, MW-3, and MW-4) and one water supply well sample (WSW-05) were analyzed via SM 6200B (including EDB, MTBE, and DIPE). • Multiple petroleum constituents were detected above their 2L GWQS in all monitoring well samples; however, none were above their GCL. • No targeted analytes were above the laboratory method detection limits in the sample from water supply well WSW-05.
