Nine underground storage tanks (USTs) were previously operated at the site. One 1,000-gallon, one 10,000-gallon, and three 4,000-gallon USTs were removed from the site in 1988. Four 10,000-gallon USTs were abandoned in place in 2009. A petroleum release was discovered through soil and groundwater sample analyses associated with a planned property transaction. The purpose of this report is to document the latest groundwater sampling event. On March 1, 2023, CATLIN Engineers and Scientists (CATLIN) personnel measured groundwater at an average of three feet deep in the shallow wells and 28 feet deep in the deep well on-site. Groundwater samples from five monitoring wells were collected. The samples were submitted for laboratory analysis of volatile organic compounds (VOCs) per Standard Method (SM) 6200B plus ethylene dibromide (EDB), methyl tert-butyl ether (MTBE) and diisopropyl ether (DIPE). Laboratory results did not indicate any dissolved petroleum constituents above their respective laboratory reporting limits in the sample from MW-4. Several VOCs were detected in the MW-1, MW-2, MW-3, and MW-5D samples at concentrations greater than those established in Title 15A of the North Carolina Administrative Code, Subchapter 2L (2L GWQS), but below Gross Contaminant Levels (GCL). The groundwater sample collected during this event from monitoring well MW-2 revealed contaminant concentrations generally higher than those detected during the October 2022 sampling event; however, those in MW-1 have decreased. Benzene concentrations have remained below GCL in samples from MW-2 since 2021. This monitoring sampling event is the third consecutive event with no GCL exceedances. CATLIN recommends the site be a candidate for No Further Action (NFA) status with a Notice of Residual Petroleum (NRP) for groundwater. 3.0 SCOPE OF SERVICES The scope of services for this report was performed in general accordance with CATLIN proposal number 221072.4P, dated January 4, 2023. Services were authorized by the North Carolina Department of Environmental Quality’s (NCDEQ’s) Task Authorization (TA) #04, approved on January 4, 2023, and Contract Number N122019D. The approved scope of services for this Task Authorization included to: • Collect groundwater samples from five monitoring wells (MW-1, MW-2, MW-3, MW-4, and MW-5D); • Analyze six water samples (five monitoring well samples and one trip blank) according to SM 6200B (including EDB, MTBE, and DIPE); and, • Prepare and submit a monitoring report summarizing the findings. NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 3 May 2023 The scope of services was conducted in accordance with the approved TA. 4.0 SITE HISTORY AND CHARACTERIZATION The Starflite Food Store #272 site is located at 1416 Fayetteville Road, Rockingham, Richmond County, North Carolina (Figures 1 and 2). Summarized available historical sampling and gauging data from previous consultants are provided in Appendix A. Site photographs are presented in Appendix B. 4.1 UST OWNER AND OPERATOR INFORMATION Marshall Oil Group, LLC (Marshall Oil) reportedly owned the nine USTs historically operated on-site. A former retail petroleum facility and convenience store, Starflite Food Store #272, operated the tanks. Marshall Oil dissolved in 2010 and the site was subsequently accepted into the North Carolina UST Section Trust Fund Branch State Lead Program (S&ME, 2020). Available information regarding UST owners/operators and is presented on Table 1. 4.2 UST INFORMATION Four 4,000-gallon gasoline USTs and one 1,000-gallon UST (unknown contents) were installed at the site in 1966. One 10,000-gallon UST was installed in 1971. The tanks were operated for petroleum retail sales until their removal in July 1988. No closure report was provided (S&ME, 2020). One 10,000-gallon kerosene UST was installed in October 1981 and three 10,000-gallon gasoline USTs were installed in October 1988. Marshall Oil purchased the property in January 1996. Historical files do not fully clarify the ownership/operation history of the tanks versus the property. However, previous reports and site notes indicate that all tanks were at some point owned by Marshall Oil (S&ME, 2020; NCDENR 2013). Between 2007 and 2008, the property was foreclosed on and purchased by Mr. Jeffrey Barnhardt. He received permission from then North Carolina Department of Environment and Natural Resources (NCDENR, now NCDEQ) to have the UST system removed. In February 2009, at the advice of the City of Rockingham, Mr. Barnhardt instead abandoned the USTs in place by filling them with sand and capping the fill ports with concrete (S&ME, 2020). Available UST system information is presented in Table 1 and the approximate former UST basin location is illustrated on Figure 3. 4.3 CONTAMINANT SOURCE INVENTORY An on-site release was discovered in August 2002 during soil and groundwater sampling associated with a potential real estate sale. Soil NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 4 May 2023 sample analytical results revealed total petroleum hydrocarbons (TPH) gasoline range organics (GRO) and diesel range organics (DRO) above State Action Levels. Multiple targeted analytes were reported at concentrations above their respective 2L GWQS in the groundwater samples (EMS, 2003; S&ME, 2020). 4.4 SITE CHARACTERISTICS The property is owned by R & S Patel, LLC and the former Starflite Food Store is now occupied by the El Super Taco restaurant and JD Mart Convenience Store, which does not sell petroleum. The parcel is comprised of the store building and a concrete lot. 4.5 OWNERS AND OCCUPANTS OF ADJOINING/NEARBY PROPERTIES AND LAND USE Properties in the site vicinity are mostly commercial and residential. Eastside Cemetery is to the east (across Eastside Drive). A retail petroleum facility (Shell) and convenience store is across the parking lot to the west. A retail store operates on the parcel adjoining the site to the south. US Route 1 bounds the site to the north. A residence and the Richmond County water Department are located to the north (across US Route 1). 4.6 RECEPTOR INFORMATION Conducting a receptor survey was outside the scope of this monitoring event. A review of historical files available on the NCDEQ Waste Management Online Database (aka Laserfiche) indicates that the last receptor survey for the Former Starflite Food Store #272 site was conducted in 2013 by Crawford Environmental Services (CES, 2013). According to previous reports, municipal water is available to the site vicinity. No water supply wells were identified within 1,000 feet of the site and no surface water bodies were noted within 500 feet (CES, 2013; S&ME, 2020). Potential receptors are illustrated on Figure 2 and receptor information is shown on Table 2. 4.7 PREVIOUS INVESTIGATIONS AND REMEDIAL ACTIVITIES The release was discovered in 2002 during sampling conducted for a potential real estate transaction. The soil samples contained TPH GRO up to 4,100 milligrams per kilograms (mg/kg) and up to 71 mg/kg TPH DRO. Groundwater sample analytical results also revealed several targeted analytes at concentrations above their 2L GWQS (ATC, 2002). A Limited Site Assessment (LSA) was conducted in April 2003. Soil samples were obtained from approximately five feet below land surface (BLS) at NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 5 May 2023 multiple locations across the site. Laboratory analytical results revealed several VOC concentrations above their respective Soil-to-Groundwater (STGW) maximum soil contaminant concentrations (MSCC). The C9-C22 aromatics concentration was reported above its Residential MSCC (EMS, 2003). However, all soil samples were collected from below the water table (measured at two feet BLS) and therefore, do not likely reflect vadose zone soil conditions (S&ME, 2020). To date, four shallow monitoring wells (MW-1 through MW-4) and one deep monitoring well (MW-5D) have been installed on-site. Four sampling events were conducted between 2003 and 2020 (in 2003, 2013, 2018, and 2020). Historically, the greatest petroleum constituent concentrations have been reported in samples from MW-2. Multiple VOC concentrations above 2L GWQS have been reported in samples from MW-1, MW-2, MW-3, and MW-5D. Benzene had persisted above its GCL in samples from MW-2. No other constituents have been reported above GCL. No VOCs have been detected above their laboratory reporting limits in samples from MW-4 (S&ME, 2020). CATLIN conducted a groundwater monitoring event in July 2021. Monitoring wells MW-1, MW-2, MW-3, and MW-5D were sampled. Several petroleum constituents were reported above their 2L GWQS in all the monitoring well samples. Benzene was reported above its GCL in the sample from MW-2. The contaminant concentrations in MW-2 had fluctuated since the previous sampling event (CATLIN, 2021). In June 2022, CATLIN oversaw a mobile multi-phase extraction (MMPE) event at the site utilizing monitoring well MW-2 as the extraction point. A total of 4,638 gallons of impacted groundwater were removed (CATLIN, 2022A). CATLIN conducted subsequent groundwater monitoring events in July and October 2022. During both events, laboratory analysis revealed multiple petroleum compounds above their 2L GWQS in the samples from MW-1, MW-2, MW-3, and MW-5D; however, none were above GCL. The contaminant concentrations in MW-2 had decreased since the July 2021 event, including benzene being brought below GCL (CATLIN, 2022A; 2022B). Summarized historical data prepared by S&ME, Inc. (S&ME) (2020) are presented in Appendix A. Site photographs are provided in Appendix B. 5.0 REGIONAL AND SITE GEOLOGY AND HYDROGEOLOGY 5.1 SOIL AND BEDROCK As defined in the Geologic Map of North Carolina, published by the North Carolina Department of Natural Resources and Community Development (1985), the site lies within the Coastal Plain physiographic province. NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 6 May 2023 The North Carolina Coastal Plain is approximately 90 to 150 miles wide from the Atlantic Ocean westward to its boundary with the Piedmont province. Two natural subdivisions of the Coastal Plain were described by Stuckey (1965): the Tidewater region and the Inner Coastal Plain. The project area is located within the Inner Coastal Plain, which is an area of erosional topography (Horton and Zullo, 1991). The Coastal Plain comprises a wedge-shaped sequence of stratified marine and non-marine sedimentary rocks deposited on crystalline basement. The sedimentary sequences range in age from Recent to lower Cretaceous (Narkunas, 1980). According to the 1985 Geologic Map of North Carolina, locally cross-bedded, sand, sandstone, and mudstone (of the Middendorf formation) crop out in the site area. Boring logs provided in EMS (2003) indicate that the site is underlain by sandy clay and clayey sand to approximately 30 feet BLS. Quartz bearing clayey sands were observed from 35 to 50 feet BLS. Clay (approximately 2 feet thick) and siltstone (approximately 15 feet thick) layers were encountered at further depths. 5.2 HYDROGEOLOGY Groundwater - The 2020 Visual Hydrogeologic Framework (VHF) – North Carolina Hydrogeological Database identified sufficient boreholes near the site to draw a cross-section. According to the VHF, the Black Creek aquifer extends to approximately 70 feet BLS. A confining unit (approximately 10 feet thick) is projected to be present below the Black Creek aquifer. The crystalline basement is expected to be encountered at 80 feet BLS in the site vicinity. Surface Water – No surface water bodies were identified within 500 feet of the site (S&ME, 2020). 6.0 SITE ASSESSMENT INFORMATION CATLIN conducted field activities on March 1, 2023 in general accordance with the approved TA and pre-prepared Health and Safety Plan (HASP). Upon arrival at the site, potential hazards were evaluated before beginning field work and are documented on a Daily Activities Log, included in Appendix C. Photographs from the site visit are included in Appendix B. CATLIN personnel gauged and collected groundwater samples for laboratory analysis of VOCs per SM 6200B from five monitoring wells (MW-1, MW-2, MW-3, MW-4, and MW-5D). Well locations and site features are shown on Figure 3 and well construction details are presented on Table 3. NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 7 May 2023 6.1 GAUGING DATA Historical gauging results report depth to water ranging from 1.17 feet below top of casing (BTOC) (MW-4) to 4.89 feet BTOC (MW-2) in the shallow wells. Depth to water has historically ranged from 30.19 feet BTOC to 39.46 BTOC in the deep well (MW-5D) (S&ME, 2020; CATLIN, 2022A). During recent monitoring events, the calculated groundwater flow direction was towards the north/northeast (CATLIN, 2021). During the March 2023 event, CATLIN personnel measured depth to water using an electronic water interface probe. To prevent cross contamination, the probe and cabling were decontaminated according to the manufacturer’s recommendations between use in each well. Gauging data were recorded on an electronic groundwater sampling form using a tablet device. Gauging procedures were performed in general accordance with NCDENR and NCDEQ Guidelines and Environmental Protection Agency (EPA) Region 4 Operating Procedures. Depth to water ranged from 2.85 feet BTOC (MW-4) to 3.23 feet BTOC (MW-2) in the shallow wells. Depth to water in MW-5D was 28.24 feet BTOC. The depths to water measured in MW-1 and MW-4 were above their respective screened intervals. Based on groundwater elevations calculated for this monitoring period, groundwater flow direction is towards the north. Monitoring well gauging results for events conducted by CATLIN are presented in Table 3. Groundwater elevation and flow direction are illustrated on Figure 4 and groundwater sampling forms are provided in Appendix C. 6.2 SAMPLING DATA Following gauging, the monitoring wells were sampled in general accordance with NCDENR and NCDEQ Guidelines and EPA Region 4 Operating Procedures. Prior to obtaining representative groundwater samples, each monitoring well was purged by removing a minimum of three well volumes using a new, disposable bailer. Monitoring well groundwater field parameter data were measured at one-minute intervals using an In-Situ Aqua TROLL 600 Multiparameter Sonde (Aqua TROLL). Conductivity, pH, oxidation reduction potential (ORP), dissolved oxygen, and temperature measurements were recorded utilizing the VuSitu mobile application (version 1.17.12). The Aqua TROLL was decontaminated according to the manufacturer’s recommendations between use at each monitoring well. Groundwater parameter data were transferred from the VuSitu mobile application to the electronic groundwater sampling forms. Copies of the groundwater sampling forms are available in Appendix C. After a minimum of three well volumes were removed (or the well was bailed dry), a groundwater sample was collected from the well and poured into appropriate laboratory provided glassware, labeled, and placed on ice in an NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 8 May 2023 insulated cooler. A laboratory-provided trip blank was maintained in the cooler for the duration of the event. The groundwater samples and laboratory-provided trip blank were submitted to Con-Test Analytical Laboratory (Certification NC 652 and NC-DW 25703) in East Longmeadow, Massachusetts, under proper chain of custody (COC) protocol and analyzed per SM 6200B (including EDB, MTBE, and DIPE). The laboratory analytical data and COC are included in Appendix D. 6.3 SUMMARY OF GROUNDWATER INFORMATION Historically, samples from monitoring well MW-2 have contained the highest petroleum constituent concentrations. Light non-aqueous phase liquid (LNAPL; aka free-phase product) has never been detected at the site. During the previous sampling event conducted by CATLIN (October 2022), multiple constituents were detected at concentrations exceeding their 2L GWQS in samples from MW-1, MW-2, MW-3, and MW-5D. Benzene has been previously reported above its GCL in samples from MW-2; however, it has been below GCL since July 2022. Historical information prepared by other consultants is included in Appendix A. The latest groundwater sampling laboratory results for SM 6200B analysis are summarized in Table 4. Historical results for events conducted by CATLIN are in Table 5. Monitoring well sample analytical results are illustrated on Figure 5. A copy of the complete laboratory report and COC documentation are in Appendix D. Monitoring Wells During the March 2023 monitoring event, five monitoring well groundwater samples (MW-1, MW-2, MW-3, MW-4, and MW-5D) were collected and submitted for analysis via SM 6200B (including EDB, MTBE, and DIPE). No analyte concentrations were detected above GCL in any of the monitoring well samples. Laboratory analysis detected an estimated concentration (“J”-value) of acetone in the MW-4 sample; however, this is likely a laboratory artifact and was also detected in the laboratory-provided trip blank sample. Analytical results reported the following constituents at concentrations above their 2L GWQS in samples MW-1, MW-2, MW-3, and MW-5D: • MW-1: benzene, isopropylbenzene, naphthalene, and n-propylbenzene; • MW-2: benzene, EDB, ethylbenzene, naphthalene, n-propylbenzene, toluene, and total xylenes; • MW-3: benzene, ethylbenzene, isopropylbenzene, naphthalene, and n-propylbenzene; and • MW-5D: benzene, MTBE, and naphthalene. NCDEQ; 29012_Starflite Food Store #272 CATLIN Engineers and Scientists CATLIN Project No. 221072 9 May 2023 Trip Blank One laboratory-provided trip blank sample was submitted for analysis per SM 6200B (including EDB, MTBE, and DIPE). An estimated concentration (“J”- value) of acetone (a common laboratory artifact) was detected; however, it was well below 2L GWQS. No other targeted analytes were detected. 6.4 EVALUATION OF ASSESSMENT INFORMATION Extent of Contamination Benzene was historically reported above its GCL in samples from MW-2. No GCL exceedances have been revealed since July 2021. Several petroleum constituents were still detected above their respective 2L GWQS in monitoring wells MW-1, MW-2, MW-3, and MW-5D. Summarized monitoring well groundwater sample analytical results are illustrated on Figure 5. The estimated horizontal extent of benzene is shown on Figure 6. The highest concentrations of benzene, toluene, ethylbenzene, and total xylenes (BTEX) have historically been reported in samples from MW-2. The BTEX concentrations in MW-2 have increased since the previous monitoring event (but are still well below GCL), while those in MW-1 have decreased (CATLIN, 2022B). Cleanup Levels Achieved Soil – Soil samples obtained in 2002 revealed several VOCs above STGW MSCC and one targeted analyte above Residential MSCC. However, soil samples were collected from below the water table and are likely not reflective of vadose zone soil conditions. Groundwater – Groundwater contaminant concentrations are above 2L GWQS, but below GCL at the site. LNAPL – LNAPL was not measured during this monitoring period. LNAPL has not been historically observed at the site. 7.0 CONCLUSIONS AND RECOMMENDATIONS Conclusions Groundwater monitoring findings for this period are summarized below: • Five monitoring wells (MW-1, MW-2, MW-3, MW-4, and MW-5D) were sampled. • Groundwater flow direction was calculated to be towards the north. • No targeted analytes were above their reporting limits in the sample from MW-4.
