ATC Associates of North Carolina, P.C. (ATC) is pleased to submit this Free Product Recovery and
Groundwater Monitoring Letter Report, which documents an aggressive fluid vapor recovery (AFVR) event and
subsequent groundwater sampling event conducted at the above referenced site. The activities were
conducted in order to remove light non-aqueous phase liquid (LNAPL) in monitoring well MW-1. The activities
were performed based on a November 7, 2022, Task Authorization (TA-01) by the Trust Fund Branch of the
Underground Storage Tank (UST) Section, Division of Waste Management, North Carolina Department of
Environmental Quality (NCDEQ). The work is being performed as part of State Lead Contract #N122019A
between NCDEQ and ATC.
The Howard’s Fina site is located at 3529 Bragg Boulevard in Fayetteville, Cumberland County, North
Carolina. The site formerly operated as a petroleum retail facility and service garage. The former garage
building was razed circa 2010. The eastern portion of the site is developed with a single-story vacant building
formerly occupied by Points Auto Masters. The remaining portions of the site consist of an asphalt-paved
parking lot, grassland, and wooded land. The former UST system consisted of one 3,000-gallon diesel UST,
one 3,000-gallon gasoline UST, one 4,000-gallon gasoline UST, and one 6,000-gallon gasoline UST which
were removed November 2004. The UST system was installed in 1971 and 1976. Three Type II monitoring
wells (MW-1, MW-2, and MW-4) and one Type III monitoring well (MW-1D) are associated with the site.
Monitoring well MW-3 appears to have been destroyed. There are no receptors within 1,000 feet of the site
property. A site topographic map is included as Figure 1 and a site map depicting monitoring well locations
and other pertinent site features is included as Figure 2.
Eastern Environmental Management, LLC (Eastern) was subcontracted to perform an eight-hour AFVR event
at the site on November 16, 2022. Monitoring well MW-1 was used as the extraction point for the event. Prior
to performing the event, MW-1 was gauged for the possible presence of LNAPL and to record the groundwater
elevation. LNAPL was detected in the well (0.42 feet) prior to the event but not detected following the
completion of the event. Monitoring well construction details and groundwater elevation data from the AFVR
event is included as Table 1. Field notes are included in Appendix A. Photographs of the site and AFVR
activities are included in Appendix B.
During AFVR activities, a liquid ring vacuum pump unit was plumbed to the designated extraction point, and a
drop “stinger” pipe extended into the well through an airtight seal at the top of the well casing (TOC) and into
the water column. Throughout the AFVR process, a cone of depression formed around a designated recovery
point by drawing down the groundwater surface levels, thus causing impacted water surrounding the recovery
point to be extracted. Soil petroleum vapor within the cone of depression and the overlying vadose zone were
removed as vapor by air passing through the soil.

The AFVR event generated approximately 670 gallons of petroleum impacted groundwater. Field parameters,
including velocity, temperature, and volatile organic compound (VOC) concentrations were recorded
throughout the event. Based on the field readings, approximately 0.63 gallons of petroleum impacted vapor
were recovered during the event. The waste disposal manifest and AFVR calculations are included in
Appendix C.
On December 16, 2022, ATC attempted to collected a groundwater sample from MW-1 to evaluate the
effectiveness of the AFVR event. However, LNAPL was detected in the well, therefore a sample was not
collected.
AFVR events conducted at the site in May 2012, December 2019, and November 2022 appear generally
effective in reducing LNAPL levels in well MW-1. Therefore, ATC recommends an additional AFVR event.
