Transfer Station was issued to Alexander County on February 20, 2017.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The facility consists of a Construction and Demolition Landfill located on top of a closed MSW landfill.
2. The facility is permitted to receive solid waste generated within Alexander County only.
3. A gate was located at the entrance to the facility to prevent unauthorized access.
4. The facility had proper signage.
Records Review:
5. The Permit to Operate was current and available upon request. A current copy of the operations plan was not on
site although it was observed during the previous inspection. Please ensure a copy of the approved Operations
Plan is maintained on site.
6. Waste tonnage reports were verified for May 2022 through April 2023. The facility received 4,636.74-tons of
waste during this time.
7. Waste screening reports were verified for May 2022 to present. Screenings were performed with adequate
frequency and provided good documentation of observed unacceptable waste streams and final disposition of those
wastes.
8. Groundwater monitoring was being performed semiannually as required. 1st semiannual monitoring results for
2022 (performed June 28-30, 2022) and 2nd semiannual monitoring results for 2022 (performed December 13-15,
2022) were verified via the Solid Waste Section document database.
9. Methane monitoring was being performed quarterly as required. Reports for monitoring events performed on
6/28/22, 9/15/22, 12/15/22, and 3/17/23 were verified. No exceedances above applicable standards were reported.
10. A soil cover log was being maintained as required. The log documented the date and number of loads of soil
placed on the landfill. Soil was being applied weekly.

Operations Inspection of the CDLF:
12. Waste was being placed in Phase 2 at the time of inspection.
13. The working face appeared to be less than one-half acre in size and was well compacted.
14. No unacceptable waste streams were observed.
15. All inactive areas were covered with soil.
16. Windblown waste was well controlled.
17. Inactive slopes were stabilized with native vegetation with the exception of a small area located at the toe of the
north facing slope which was recently repaired. Please ensure this area is stabilized with a groundcover sufficient
to restrain erosion.
18. Access roads were of all-weather construction and well maintained.
