The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. Proper signage was observed at the entrance of the facility.
2. The facility is permitted to receive solid waste generated within Lincoln County.
3. The facility accepted an average 129.55 tons per day MSW (May 2022 — April 2023) and an average 35.68 tons per
day C&D (May 2022 — April 2023).
4. The facility stopped accepting waste in the C&D unit March 2019, and all waste is now being directed to the
MSWLF.
Operations Inspection of the MSW Landfill Unit:
5. The facility is currently working on top of Phase 1.
6. One tire was observed on the edge of the working face. Facility staff stated it would be pulled out and taken to the
scrap tire area for disposal.
7. Edge of waste markers were observed.
8. All access roads are maintained in good condition.
9. The working face was small and compact.
10. The facility utilizes soil and spray -applied Mortar Coating (SMC) for daily cover.
11. A slight amount of windblown was observed along the northern roadway to the working face. Waste observed
appeared to be no more than from daily activities. Mr. Bivins stated that all windblown will be collected by the end
of the working day.
Scrap Metal Collection Area
12. The area is well maintained.
13. White goods and scrap metals are staged on a concrete pad with push -walls.
14. CFC's are removed from all white goods at the convenience centers by Carolina Metals Group. CMG is responsible
for picking up their containers and transporting them to their facility in Dallas.
15. All scrap metal collected at the landfill is hauled to Carolina Metals Group by facility staff.
Scrap Tires
16. Scrap tires are collected and stored in US Tire semi -trailers.
17. The area is organized and well maintained.
Electronics Recycling
18. All electronics are collected and taken for recycling by Synergy in Greensboro.
19. Electronics are staged and shipped from the scrap metal concrete pad.
20. Electronics were wrapped on pallets ready for Synergy to pick up on May 31, 2023. Synergy is scheduled to pick
up electronics every two weeks.
Used Oil Collection
21. The area is clean and organized in a fenced area located on the NW side of the office building. Citizens are escorted
to the area for disposal.
22. Used oil is utilized for heating the shop at the facility.

Small Type 1 Composting — Yard Waste
23. Lincoln County owns the tub grinder used to process yard waste.
24. The area was well organized and maintained.
25. Unacceptable waste discovered in the yard waste pile is pulled out before loading into the tub grinder.
26. Good access around windrows and finished pile for access by firefighter equipment.
Records Review
27. A copy of the current permit and operations plan are maintained in the landfill office.
28. 1st Semi-annual groundwater monitoring dated May 2022. Leachate monitoring is performed semi-annually with
their groundwater monitoring.
29. The landfill gas monitoring plan consists of gas monitoring wells MMW-1,2,3,4,5,6,7, and 8, along with the landfill
shop, scale house.
30. Landfill gas monitoring is performed by facility staff monthly and results are submitted to the Section quarterly.
The most recent monitoring event occurred on May 17, 2023.
31. Random inspection reports were reviewed. Facility staff perform one (1) random inspection each day at the
MSWLF. Records reviewed were from March 1, 2023 to May 22, 2023.
32. The facility has two 325,000-gallon, above ground storage tanks.
33. Leachate is gravity fed to the lift station which pumps the leachate up to the leachate tanks.
34. Leachate is pumped and hauled by landfill staff to the City of Lincolnton WWTP.
