No violations observed
ADDITIONAL COMMENTS:
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS:
Closed Phase 1 & 2 Landfill Inspection
1. Closed cells appear to be covered according to permit conditions. No exposed waste was observed.
2. Cap appears to be in good condition with vegetation coverage.
3. 3:1 slopes are maintained. No erosional damage was observed on slopes.
Active Landfill Inspection
1. Facility entrance is secured with a lockable gate. Signs at entrance provide emergency contact information,
permit number, and prohibited materials.
2. Scale house attendants were present, screening and weighing incoming loads.
3. Interior roadway was of all-weather construction and well maintained.
4. Ground water monitoring wells were readily accessible.
5. Permanent edge of waste markers was observed.
6. Ground water monitoring wells were readily accessible.
7. Landfill gas flare system appears to be functioning as intended. No foul odors were noted.
8. 3:1 slopes are maintained on closed areas of the landfill with vegetation coverage.
9. No leachate or standing water was observed. Surface water appears to be properly diverted away from
operational area.
10. Windblown debris was observed throughout site. Mr. Wallace stated they have a cleanup crew working on
getting the areas cleaned.
11. Waste on the side of slopes were exposed due to erosion. Mr. Kayser states it was due to recent rainfall, and
additional coverage will be installed.
12. Vegetation should be established on the sides of slopes to prevent erosions.
13. The Facility Annual Report for FY 21/22 was received by NCDEQ-Solid Waste Section on 07/26/2022.
Records Review:
1. Waste screenings and daily cover logs are recorded are maintained in the office. Screenings are performed at
least once a day.
2. Operator training certifications maintained include:
I. Brian Whitby – SWANA Landfill Operations Specialist (expires July 30, 2025)
II. Chris Trowbridge – SWANA Certified Landfill Operations Specialist ((expires June 16, 2025)
III. John Canup – SWANA Certified Landfill Operations Specialist (expires December 15, 2025)
IV. Kim Whitby – SWANA Certified Landfill Operations Specialist (expires October 19, 2024)
