Box 480053 Charlotte, NC 28269 PARTICIPANTS: Tim Goodman, Reeves LCID Landfill Matthew Sexton, Mecklenburg County, LUESA Rochelle Rattray, Mecklenburg County, LUESA STATUS OF PERMIT: Permit 60-S-LCID issued December 14, 2017 Permit Expiration December 14, 2022 Intent for Closure Approved December 14, 2022 PURPOSE OF SITE VISIT: Operational Inspection OBSERVED VIOLATIONS: No new violations STATUS OF PAST NOTED VIOLATIONS: No past noted violations ADDITIONAL COMMENTS: The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Notice of intent to close was receive by NCDEQ- Solid Waste Section on December 14, 2022. 2. The entrance of the facility is secured with a lockable gate to prevent unauthorized entry. 3. Proper signage was observed at the entrance of the facility. 4. Scale house attendants were present at the office inspecting incoming loads. 5. Interior roadways are of all-weather and well maintained. No erosional damage was observed. 6. Reeves LCID currently only receives dirt at this landfill since December 2022. Dirt received is laid on the sides of the southern slope. Mr. Goodman stated that they are currently regrading the slope to tie into to the toe of the slope below. 7. Vegetation needs to be established on the southern and western slopes. Mr. Goodman stated that hydroseeding will take place after the slopes are completed. 8. The slopes appear to be a 3:1 ratio except on the south side below the active face. 9. No unapproved waste was observed during inspection. 10. Fugitive dust was minimal and well maintained. 11. The Facility Annual Report for FY 21/22 was received by NCDEQ – Solid Waste Section on 6/29/2022.
