PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS 1. The facility operated as a construction and demolition landfill and ceased receiving waste in 2003. 2. Closure activities were completed in 2005. The entrance to the facility from Dalton Road is secured with a gate to prevent unauthorized access. 4. Edge of waste markers were in place and visible along the perimeter of the landfill. 5. The landfill had good vegetative cover. The landfill cap was not inspected for any erosion issues, depressions and leachate seeps was not performed due to the tall established vegetative cover. Facility staff stated that mowing of the landfill cap is scheduled within the next couple of months. Upon completion, an additional inspection will be performed of the landfill. 6. During the inspection a few small trees were observed on the cap. Mr. Lambert stated the trees would be removed when the landfill is mowed. 7. During the inspection conducted on January 31, 2017, it was discovered that a Gas Remediation Plan had not been submitted to the Section. On May 30, 2017, S&ME submitted to the Section a Landfill Gas Monitoring Plan for the closed MSWLF and the closed C&D landfill. The Section approved the plan on July 11, 2017. 8. Semi-annual ground water monitoring reports were reviewed for sampling events conducted between October 2017 to April 2022. 9. A random inspection of ground water monitoring wells was conducted. The trees that were observed growing on the cap over waste during the January 31, 2017, have been removed in accordance with the approved Post -Closure Maintenance Plan — Revision 01.
