EXECUTIVE SUMMARY
The subject site is located at 15901 Cramur Drive in Huntersville, Mecklenburg County, North Carolina.
The site is currently occupied by the Plantation Lighting Store. The adjoining properties are residential.
Municipal water is available to the site. However, water supply wells remain in service on the
adjoining/adjacent residential properties. The site contained two heating oil UST basins located on the
west side of the subject property. The UST-1 basin was located immediately next to the western wall of
the on -site structure and contained a 280-gallon heating oil UST. The UST-2 basin was located along the
western border of the subject site and contained a 550-gallon heating oil UST. These LISTS were removed
from the site on November 3, 2021. Approximately 600 gallons of fluids were removed from the USTs
prior to removal activities.
Prior to UST closure activities, a soil assessment was conducted around the USTs at the site by CES Group
Engineers, LLP in October 2021. Assessment activities included the collection of soil samples at each UST
location. Concentrations of TPH-DRO and TPH-GRO that exceeded NCDEQ regulatory action levels were
reported in the soil samples collected from the UST-1 basin. Based on the results of the October 2021 soil
assessment activities, a release was documented at the site.
During tank removal activities, petroleum contamination was noted in the overburden soils, below the
UST and sidewalls of the UST-1 basin. Ground water not encountered in either of the UST basins. UST
closure soil samples were collected below each of the USTs and from the sidewalls of the UST-1 basin and
submitted for on -site analysis by RedLab for TPH-GRO and TPH-DRO. Based on the field observations and
UVF field screening results, over -excavation activities were conducted in the UST-1 basin. A total of 30.27
tons of petroleum contaminated soil was excavated and transported to a permitted disposal facility.
Based on these results, a release has occurred at the site. A Limited Site Assessment should be conducted
to determine the risk classification of the site.

A. SITE HISTORY AND CHARACTERIZATION
1. UST Owner and Operator Information:
In accordance with the Initial Abatement Action Report guidelines, the UST owner and operator
information has been summarized in Table 1.
2. UST System Information:
In accordance with the Initial Abatement Action Report guidelines, the UST system information has been
summarized in Table 2.
3. Non -UST Information:
No ASTs are located at the site.
4. Comprehensive Description of the Release:
GRI initiated UST closure activities at the site on November 3, 2021. Based on the results of the soil
samples collected during UST closure activities, a release was documented at the site. A 24-Hour Release
and UST Leak Reporting Form (UST-61) was submitted to the Mooresville Regional office of NCDEQ on
November 5, 2021 (Appendix A).
GRI conducted and supervised the UST removal activities at the site on November 3, 2021. The site
contained two heating oil UST basins located on the west side of the subject property. The UST-1 basin
located immediately next to the western wall of the on -site structure contained a 280-gallon heating oil
UST. The UST-2 basin located along the western border of the subject site contained a 550-gallon heating
oil UST.
5. Description of the Site Characteristics:
The 15901 Cramur Drive site is a retail residential lighting store (Plantation Lighting) located at 15901
Cramur Drive in Huntersville, Mecklenburg County, North Carolina (Figure 1). The site is bordered to the
south and east by NC Highway 73 and to the north and west by residential properties. A site map has been
included as Figure 2.
6. Summary of Initial Abatement Actions, Assessment Activities, and Corrective Actions:
One 550-gallon heating oil UST and one 280-gallon heating oil UST were removed from the site on
November 3, 2021. Both USTs contained residual fuel/fluids. Approximately 600 gallons of fluids were
pumped out of the USTs. A liquid disposal manifest is included as Appendix B. The USTs were then
excavated and removed from the site. During tank removal activities, petroleum contamination was noted
in the overburden soils, below the280-gallon UST, and sidewalls of the UST-1 basin. Ground water was
not encountered in either of the UST basins. A receptor survey was conducted on November 3, 2021 at
the site. All properties within a 150- foot radius of the source area use or have access to public water.
Two water supply wells were identified within this area. The water supply wells identified are located at
15103 Cramur Drive (348 feet from the UST-1 basin area) and at 15915 Cramur Drive (87.45 feet from the
UST-1 basin area). The status of the water supply well located at 15103 Cramur Drive is unknown. The

water supply well located at 15103 Cramur Drive is currently active and used as a potable water source.
During UST removal and over excavation activities, soil samples were analyzed on -site by Rapid
Environmental Diagnostics' (REDLab) mobile laboratory for total petroleum hydrocarbons gasoline range
organics (TPH-GRO) and diesel range organics (TPH-DRO) using North Carolina accepted QED
Environmental Systems ultraviolet fluorescence (UVF) technology. Excavation activities at the UST-1 basin
were limited to the north by the Plantation Lighting structure. Ground water was not encountered in
either of the UST excavations.
B. SITE CHECK
A site check was not part of the initial abatement activities.
C. UST CLOSURE
1. Preparation for Closure:
A site -specific health and safety plan was prepared prior to UST closure activities and is included as
Appendix C.
2. Closure Procedure:
On November 3, 2021, one 550-gallon heating oil UST and one 280-gallon heating oil UST were removed
from the site. The USTs were located in two UST basins covered with grass and soil. Both USTs were
visually inspected and appeared to be in poor condition with corrosion and pitting noted. Both USTs were
constructed of steel. A disposal manifest for the USTs removed in November 2021 is included as Appendix
D. The USTs were transported off site for proper disposal. Photographs of the USTs are shown below:
3. Residual Material:
Residual water and/or product was present in the USTs prior to the initiation of the November 2021
closure activities. The fluids were pumped out and properly disposed of prior to the removal of the USTs.

A copy of the disposal manifest for the fluids recovered during the pump out event is provided as
Appendix B.
4. Release Information:
No releases have been previously reported for the site.
5. Soil Excavation Activities:
Based on the observations and direction of GRI staff, 30.27 tons of contaminated soil were removed from
the site during the November 2021 UST closure activities. Soil disposal manifests are included as Appendix
E.
6. Site Investigation:
Soil samples were collected from the base of the UST-1 basin 1 (UST-1-5', UST-1-8', UST-1-10'), from the
sidewalls of UST-1 basin (UST-1-10' N, UST-1-10' S, UST-1-10' E, UST-1-10' W) and from the base of UST-2
basin (UST-2-5') and were analyzed on -site by REDLab for GRO and DRO using UVF methods.
Based on the field observations and UVF results, over -excavation activities were conducted at the base of
UST-1 basin. No additional excavation activities were conducted at UST-2 basin. Soil sample locations are
shown on Figure 3. A copy of REDLab's field screening results is included as Appendix F.
D. FREE PRODUCT INVESTIGATION AND RECOVERY REPORT
Free product was not encountered during the November 2021 UST closure activities.
E. GROUNDWATER INVESTIGATION
Ground water was not encountered during the November 2021 UST closure activities.
F. INITIAL RESPONSE AND ABATEMENT ACTION
1. Initial Response Actions:
One 280-gallon heating oil UST and one 550-gallon heating oil UST were removed from the site on
November 3, 2021. Based on the field observations, over excavation activities were conducted in the base
of UST-1 basin.
• Source Control Actions: One 280-gallon heating oil UST and one 550-gallon heating oil UST were
removed from the site on November 3, 2021.
• Contaminant Migration Control Measures: The release was to the sub -surface; therefore, no
contaminant migration control measures were necessary.
• Measures Taken to Mitigate Fire/Safety Hazards: Free product was not encountered during closure
activities.
• Measures Taken to Identify and Mitigate Pollution Hazards: The release was to the sub -surface;
therefore, no migration control measures were necessary.

2. Initial Abatement Actions:
• Contaminated Soil Storage/Treatment and/or Disposal: On November 3, 2021, GRI supervised the
soil excavation activities. Contaminated soil was loaded into dump trucks and transported to a
permitted facility for disposal.
G. EXCAVATION OF CONTAMINATED SOIL
1. Extent of Soil Contamination:
Over -excavation activities were conducted at the base of UST-1 basin. No over -excavation activities
were conducted at UST-2 basin. A total of 30.27 tons of contaminated soil was transported offsite to
a permitted disposal facility during the November 2021 UST closure activities.
2. Excavation Process:
The excavation activities were conducted using a track -mounted excavator. GRI supervised the
excavation activities and directed the equipment operators as to what to excavate.
3. Sampling Description:
All soil samples were collected directly from the bucket of the excavator or using a hand auger by GRI
personnel. Samples were collected with clean, disposable nitrile gloves, and immediately handed to
REDLab for on -site UVF analyses.
H. SOIL AND GROUNDWATER SAMPLE RESULTS
• Soil:
The RALs were below the concentrations of GRO and/or DRO reported in samples UST-1-5', UST-1-8', UST-
1-10', UST-1-10' N, UST-1-10' S and UST-1-10' W. A summary of soil sample analytical results is presented
in Table 3. A Soil Quality Map has been included as Figure 4. Copies of the laboratory reports are included
as Appendix F. A summary of the soil sampling data from the November 2021 UST closure activities is
shown below:

• Ground Water:
Ground water was not encountered during the November 2021 UST closure activities.
I. SUMMARY AND CONCLUSIONS
• One 280-gallon heating oil UST and one 550-gallon heating oil UST were removed from the site on
November 3, 2021. Based on the field observations, over excavation activities were conducted in the
base of UST-1 basin.
• A total of 30.27 tons of contaminated soil was removed during the November 2021 UST closure
activities.
• No free product was noted in the UST basin during closure activities.
• Ground water was not encountered during the November 2021 UST closure activities.
• The RAILS were below the concentrations of GRO and/or DRO reported in samples UST-1-5', UST-1-8',
UST-1-10', UST-1-10' N, UST-1-10' S and UST-1-10' W.
• Based on these results, a release has occurred at the site. A Limited Site Assessment should be
conducted to determine the site risk classification of the incident.
J. LIMITATIONS
This report has been prepared for the exclusive use of Mr. Jeremy Martin for specific application to the
referenced site in Mecklenburg County, North Carolina. The assessment was conducted based on the
scope of work and level of effort desired by the NCDEQ and with resources adequate only for that scope
of work. Our findings have been developed in accordance with generally accepted standards of
environmental practices in the State of North Carolina, available information, and our professional
judgment. No other warranty is expressed or implied.
The data that is presented in this report is indicative of conditions that existed at the precise locations
sampled and at the time the samples were collected. In addition, the data obtained from samples would
be interpreted as being meaningful with respect to parameters indicated in the laboratory report. No
additional information can logically be inferred from this data.

Describe location:
Soil assessment activities were conducted at the site in October, 2021 in the area of two out -of -service
heating oil USTs located at the site. Concentrations of TPH DRO & GRO that exceeded the RALs were
reported in samples collected. The USTs were removed from the site on 111212021. Concentrations of
TPH DRO & GRO that exceeded RALs were reported in the samples collected from excavated soils and
from the walls and base of one of the UST basins. Ground Water was not encountered.
