Site History and Characterization The site is comprised of approximately 0.72 acres located at 4521 Hershey Street in Charlotte, Mecklenburg County, North Carolina (Figure 1). The property is developed with a single- family residence that was reportedly constructed in 1946 and is currently vacant. As part of due diligence activities for a potential real estate transaction, EI conducted Phase I and II Environmental Site Assessments (ESAs) at the site in September 2022. The Phase II assessment activities included soil sampling near a petroleum home heating oil underground storage tank (UST). The approximate location of the heating oil UST is depicted on the attached Site Plan (Figure 2). Laboratory analysis of a soil sample obtained near the bottom of the UST detected Total Petroleum Hydrocarbons — Diesel Range Organics (TPH-DRO) at 14,400 milligrams per kilogram (mg/kg). The analytical results also detected a TPH — Gasoline Range Organics (TPH-GRO) at 664 mg/kg. A copy of the laboratory report is included in Appendix B. EI was subsequently engaged to perform UST Closure and Initial Abatement Actions as appropriate. EI mobilized to the site on November 29 and December 1, 2022 to observe the removal of the UST. Mr. Paul Oxendine of Carolinas Environmental, LLC reported approximately 100 gallons of heating oil were removed from the tank by Clean Green Environmental Services on October 27, 2022. A copy of the heating oil disposal documentation is included in Appendix A. Following excavation of overburden soils, EI noted the tank appeared to have a capacity of approximate 500 gallons. EI observed multiple corrosion holes along the bottom of the tank. The UST was removed from the property by Carolinas Environmental, LLC. A copy of the UST disposal certificate, dated December 14, 2022, is included in Appendix A. EI's initial response and abatement activities for the UST are discussed in Section C below. C. Initial Response and Abatement Activities A release from the UST had been confirmed by the laboratory TPH-DRO/GRO findings discussed above; therefore, the property owner proceeded with soil cleanup activities. The UST basin was inspected for field indications of petroleum impacts via visual, olfactory and instrumental methods. In the absence of visual evidence of staining, the excavated soils 2 Initial Abatement Action Report 4521 Hershey Street Residence; Charlotte, North Carolina December 19, 2022 from the tank basin were screened for petroleum odors (olfactory) and with a photo -ionization detector (PID) to measure the concentration of petroleum odors emitted from the soils. No free product was observed during the inspection of the tank basin. Approximately 39.26 tons of petroleum -impacted soil were subsequently excavated and loaded onto tandem -axle dump trucks for transport and disposal at Environmental Soils, Inc., in Lattimore, North Carolina. Copies of the soil disposal manifests are included in Appendix A. D. Source Investigation Confirmatory Soil Sampling Immediately following excavation of soils on November 29 and December 1, 2022, EI collected five risk -based confirmatory soil samples from the excavation in accordance with NCDEQ guidelines. Samples "UST-N", "UST-E", "UST-S" and "UST-W" were collected from the north, east, south and west basin side walls, respectively. Sample "UST-BTM" was collected from the bottom of the excavation. The soil sample locations are shown on the attached Post -Abatement Sample Location Plan (Figure 3). The soil samples were placed in laboratory -prepared containers, covered with ice and transported under chain -of -custody protocols to Pace Analytical, Inc., in Huntersville, North Carolina for analysis of volatile organic compounds (VOCs) and semi -volatile organic compounds (SVOCs) by EPA Methods 8260 and 8270, respectively, and for aliphatic and aromatic petroleum hydrocarbon fraction classes by the Massachusetts Department of Environmental Protection's Methods for Extractable and Volatile Petroleum Hydrocarbons (MADEP EPH and VPH). Soil Analytical Results According to the laboratory analytical report, the petroleum compound o- xylene was detected in sample UST-N at a concentration of 7.OJ micrograms per kilogram (µg/kg). A "J" flag indicates an estimated concentration that is greater than the method detection limit (MDL) but less than the reporting limit and may not even be present in the sample. The established NCDEQ UST regulatory standard for o-xylenes is 6,000 µg/kg. No target analytes were detected in remaining soil samples submitted for laboratory analysis at concentrations that exceeded their respective method detection limits (MDLs). A copy of the laboratory report is included in Appendix B. Groundwater Assessment In the absence of evidence of regulatory exceedances in soils remaining in the former UST basin, no groundwater assessment was conducted. E. Tables In the absence of multiple laboratory detections, a table summarizing laboratory analysis was deemed unnecessary. G. Conclusions and Recommendations An approximate 500-gallon heating oil UST, and its contents, was removed from the site. Approximately 39.26 tons of petroleum impacted soils have also been removed from the subject property. Laboratory analysis of risk -based soil samples collected from the UST excavation sidewalls and bottom did not detect analyte concentrations that exceed their respective regulatory levels.
