The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photos were taken by Lee Hill on May 11, 2023.
2. The facility is open to the public Monday through Friday, 7:30 am to 3:45 pm and on Saturday from 7:30 am to
12:00 pm.
3. The facility is secured by gates, fencing, the Valley River, and other natural terrain to prevent unauthorized entry.
4. Signs showing permit number, hours of operation and the types of waste that the facility cannot be accepted are
posted at the entrance.
Operations Inspection of the MSWLF Unit (2002-MSWLF-
5. The facility is currently filling in Phase 5, Cell 2.
6. The access roads around the facility were of all-weather construction and were being maintained in good
condition at the time of inspection.
7. The facility has recently purchased a new compactor and staff stated that they are seeing increased compaction of
waste.
8. No unapproved material was observed on the working face at the time of the inspection.
9. The working face was compact and small enough to cover with a tarp at the end of the working day.
10. Cell 2 had good soil cover and no exposed waste was observed.
11. Minimal windblown litter was observed and was being well managed at the time of inspection.
12. Some small rill erosion was starting to form on the exterior side slope near the access road; however, no
exposed waste was observed. Monitor the area and make repairs as necessary to prevent erosion and waste from
becoming exposed.
13. The exterior slopes of Phases 1 through 4 had good groundcover established and no erosion issues were
observed. The facility had mowed a portion of the exterior slopes but had stopped due to wet conditions.
Facility staff stated that they would continue mowing when conditions improved.
14. The leachate pond had adequate freeboard and is connected directly to the Andrews Sanitary Sewer System.
Other Comments
15. Scrap tires are collected in two van trailers adjacent to the leachate pond. No tires were being stored outside the
trailer at the time of inspection.
16. White goods containing refrigerants are collected and stored on the northeast side of the recycling building. All
units were observed to be stored upright to help prevent unintentional release of refrigerants. Non -refrigerant
containing white goods and other scrap metals are collected on a concrete pad located to the west of the scale
house.
17. The grinding area is located to the southeast of Phase 5 and boundary markers are installed to delineate the area.
No unapproved material was observed in the grinding area at the time of inspection.
