Wilson, NC 27893 PARTICIPANTS: Toby Mooring, Project Manager John College, NCDEQ-DWM-SWS-FOB STATUS OF PERMIT: Notified site – No permit required PURPOSE OF SITE VISIT: Comprehensive Facility Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS: 01 - Facility has locking gate for security. There has been a homestead built inside the gated area. Owner works for Mr. Jones. 02 - Roads are made of all-weather materials and are maintained in good condition. 03 - Facility has locking gate and the Signage has been updated. 04 - Mr. Jones was notified of this inspection when John College arrived on-site. 05 - It appears that all waste was inside of the landfill footprint. 06 - Some waste appears not to have been covered due to work is being conducted to further obtain the 3:1 side slopes. 07 - Mr. Toby Mooring and John College discussed the cover requirements for this facility. 08 - This facility is not open to the public. 09 - Facility site has sand pits, so cover materials should not be an issue. 10 - Mr. Jones is preparing this LCID for closure instead of getting a permit. 11 - Edge of Waste Markers are present. 12 - 1 tire needs to be removed from this site and taken to a proper disposal site in Wilson County. 13 - Fire lanes around the total landfill footprint. 14 - Overall, things appear to be on schedule for closure before the deadline to be permitted.
