Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS 1. Life-of-Site Permit to Operate issued January 22, 2018. Permit expires April 27, 2050. 2. The facility operating hours are Monday through Saturday from 8:00 am to 4:30 pm. 3. Facility has proper Signs have been placed at the convenience area to aid proper disposal and recycling. 4. The facility site plan and operations plan were readily available and reviewed. 5. The transfer station tipping floor requires concrete repair work with visible exposure of concrete reinforcements. Visible exposure of reinforcement steel in this area can result in permanent damage to the slab below requiring much greater repair work if not addressed. Damage to the transfer station tipping floor was also noted in the Transfer Station Assessment Report completed by Draper Aden Associates and submitted to the Division of Waste Management, Solid Waste Section on June 29, 2021. 6. The tipping floor is rinsed throughout the day and thoroughly cleaned at the end of the operating day. 7. Per 15A NCAC 13B .0405 (11) Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. It is recommended facility implement good housekeeping measures by pressure washing the tipping floor and truck loading bays at least once a month, and pressure wash the remaining areas of the building at least twice per year. 8. Tires are being stored in closed trailers. 9. Construction/demolition waste is placed in containers for transfer. 10. Metals are placed in a container for recycling. 11. The facility had multiple fire extinguishers at the facility. All appeared to be properly charged and maintained. 12. Per 15A NCAC 13B .0405 (a)(1) Dust and Odor Control. Fugitive dust emissions generated by site operations shall comply with 15A NCAC 02D .0540. Facility inspection occurred on a very windy day and unpaved section of facility road were extremely dusty. Facility staff need access to a water truck to keep facility in compliance. 13. Windblown waste at the site was well controlled. Continue to ensure windblown litter from site operations discovered during the daily inspections or observed on adjacent properties is picked up and containerized for disposal by the end of each operating day, unless the landowner of the adjacent property denies access to site staff. 14.
